  • Kullu-Manali highway became a death trap for travelers

Kullu-Manali highway became a death trap for travelers

The recently built double-laned Kullu-Manali National Highway (NH-3) has become a death trap for commuters with many fatal accidents reported here.

Around 72 road accidents have taken place in the past year under the Kullu police station and of these, 55 accidents took place on the national highway. The speed of vehicles is becoming the major cause of accidents. Though the police are keeping an eye through ITMS cameras and penalising the violators, but some people are undeterred and risk their lives as well as those of others.

Atul, a resident, said only the 40-km-long Kullu-Manali NH would be double-laned on the entire Kiratpur-Manali route, which is strategically very important. He said now many spots on the stretch had become death traps for commuters.

He said overspeeding and rash driving were major causes of most of the accidents. There were technical flaws at Mahadevi Teerath, Bashing, Bandrol, Dwara, Patlikul and Kalath, which have become accident-prone spots.

Residents of Kullu-Manali said the 44-km-long left bank road should be double-laned on priority. Vehicles coming to Kullu from Manali could be diverted through the left bank after the widening of the road so that traffic volume on the right bank of the NH could be reduced. They said allowing one-way traffic would also assist in reducing road mishaps. This would also boost the economy of the left bank areas. The road connects many villages and widening it would benefit a large number of agriculturists and residents. The road also becomes an alternate route in case the Kullu-Manali National Highway is blocked.

At present, the narrow left bank road has many bottlenecks and heavy vehicles avoid traversing this road. The condition of the road is not good at many places. The National Highways Authority of India (NHAI) recently took over the work of double-laning the Kullu-Naggar-Manali left bank road and it has entrusted the job of preparation of DPR of this 38-km-long stretch to consultants.

Kullu Additional Superintendent of Police Ashish Sharma said, “The police make people aware of road safety through various means. People are being advised not to drive at high speed. We are also issuing challans to the violators. Action will be taken against those who violate the traffic rules.”

Kerala Chief Minister Pinarayi Vijayan in a Facebook post condoled the actor’s death and said that Innocent has left an indelible place in the minds of his audience with his spontaneous acting style.

Vijayan also remembered him as a public activist who touched the lives of the people around him.

Kerala will remember with gratitude that Innocent, who always had a left-wing mindset, became a Lok Sabha candidate at the request of the Left Democratic Front and after winning, prominently raised Kerala’s demands in Parliament,” he said in his post.

Vijayan further said that Innocent’s death was a great loss to the art and culture as well as the general political scene.

“It is a total loss for Malayalees,” he added.

Leader of Opposition in the state assembly V D Satheesan also condoled the actor’s death, saying that Innocent, who made everyone laugh for decades “has become a painful memory today”.

“Innocent, who has acted in more than 600 films, is one of the comedians who put Malayalam cinema on the world map,” he said.

  • Finance panel’s rare cash crunch

    Finance panel’s rare cash crunch

The Bengal government has directed rural bodies to clear pending electricity bills from the funds received from the 15th Finance Commission. The order has surprised many in administrative circles as the funds given by the constitutional body are primarily meant for the creation of assets.

A source at Nabanna said the directive was unprecedented as the rural bodies were asked for the first time to spend the funds meant for capital expenditure to pay electricity bills, which is essentially revenue expenditure.

Revenue expenditure is a short-term operating expense while capital expenditure is about the purchase or creation of assets.

“The local bodies can spend about 10 per cent of the untied funds received from the Finance Commission for administrative costs, including payment of electricity bills. But I can’t recall instances when the local bodies in Bengal used this fund to clear electricity bills, instead of taking up development projects,” said a senior bureaucrat.

According to him, the decision once again reveals the strained situation of the state exchequer.

Multiple sources said the government was forced to issue such a directive as local bodies had been facing trouble in running offices as their own revenue generation had dried up over the past few years following the administration’s decision of not levying any local-level taxes.

“The West Bengal State Electricity Distribution Company Limited recently wrote a letter to the state panchayat and rural development department secretary to convey that electricity bills worth Rs 350 crore were pending,” said a source.

The letter also mentioned that if the dues, accumulated over the past three years, were cleared, it would help the company not only secure central grants and assistance but also ensure uninterrupted power supply.

“In such a situation, the government decided to clear the dues of WBSEDCL. The rural bodies were asked to clear their due electricity bills from the funds of 15th Finance Commission, which are already in possession of the rural bodies,” said a government official.

Sources in the panchayat department have said nearly 60 per cent of the funds are earmarked for priorities like drinking water supply, rainwater harvesting and sanitation, while the remaining 40 per cent are untied, which means it can be spent by Panchayati Raj institutions — gram panchayats, panchayat samitis and zilla parishads — on local needs.

“Whether the rural bodies can use the untied funds for the payment of electricity bills is a matter of interpretation,” said a source.

Some officials, however, think electricity bill payment using the Finance Commission funds is unacceptable and it may create controversy and embarrass the government.

A senior official said the rural bodies used to generate their own revenue — by levying local-level taxes on buildings or markets and shops — to pay such bills or meet expenses required to run offices.

“To impose such taxes, rural bodies have to create by-laws and get them vetted at gram sabhas every year. But in the past 10 years or so, no gram sabhas were held and the local bodies did not create the bylaws as the government has been averse to the idea of imposing taxes on common people,” said an official.
