    Man in Kerala held for attempting to rape nurse

    KOCHI: A 38-year-old man was arrested on Saturday for attempting to rape a nurse at an Ayurveda hospital near SN Junction in Tripunithura. The arrested is Sreejith, of Akadandu in Perumbavoor, who works as an electrician at the hospital.

    The assault occurred at 11 pm on Thursday. The police said Sreejith reached the nursing station while the survivor was resting and attempted to rape her after locking the room of the doctor who was on duty. He allegedly dragged her to another room and attempted to rape her.

    However, she somehow managed to escape. Upon realising that things would get worse, Sreejith arrived at the hospital on Friday and threatened the nurse.

    He showed her photos of guns and swords kept in his car and told her that he would use them on her if she revealed the incident to anyone. The nurse informed her husband about the incident and he lodged a complaint with the police.

    KOTTAYAM: The mighty tusker has always had the pride of place in temple festivals in Kerala. No matter the deity, it is always caparisoned male elephants that are paraded during the festivals, a practice one might argue stems from the patriarchal tendencies in Kerala. But Kerala is changing, gradually shedding its patriarchal nature. And, celebrations are following suit.

    Breaking with tradition, the Major Kodungoor Devi Temple in Kottayam is set to hold a unique ‘Penn Pooram’ (festival of women) this year with female elephants. The temple will parade nine cow elephants at the ‘aarattu’ ritual, and conduct ‘aanayoottu’ (elephant feeding) and ‘gajamela’ (elephant show) during the culmination of its 10-day festival on April 4.

    While there are several temple festivals in Kerala in which women get prominence or female deities are highlighted, it is for the first time that a temple would parade cow elephants.

    “Though parading of elephants during poorams is part of our tradition, cow elephants were never in the picture. We decided to change this. As Kodungoor temple is one of the few temples in Kerala where cow elephants are allowed to carry the deity’s ‘thidambu’ (idol), we found it apt to hold a ‘Penn Pooram’,” said V C Renish Kumar, the secretary of the temple advisory committee.

    “While bull elephants are known for their tusks and size of the head, overall beauty is the highlight of cow elephants,” Renish said, adding that the temple is planning to award the most beautiful cow elephant during the gajamela. “The winner will carry the ‘thidambu’ on the final day,” he said.

    Elephants Venattumattam Kalyani, Guruvayoor Devi, Thottakadu Kunju Lakshmi, Venattumattam Chembakam, Thottakkad Panchali, Plathottam Beena, Plathottam Meera, Kumaranelloor Pushpa and Mahalakshmi Parvathy will be paraded.

    “Finding nine cow elephants was tough as this is the peak festival season. “Meenapooram, being organised on ‘pooram’ day in the Malayalam month of Meenam, is one of the important festivals in devi temples across the state. Hence, getting the cow jumbos proved challenging” Renish said. The temple festival will begin on Sunday. One elephant each will take part on days one to eight, five on the ninth day and nine on the last day.

    Dismissing the criticism over parading captive elephants, temple advisory committee president Reghuraj B said the elephants are being engaged in strict compliance with the Kerala Captive Elephants Rules, 2003.

    Kerala govt set make annual mustering must for social security pensions

    THIRUVANANTHAPURAM: The state government is set to announce an annual mandatory mustering exercise for social security pensioners, with Akshaya centres assigned to carry out Aadhaar-based biometric authentication for beneficiaries numbering around 52 lakhs.

    The government order on mandatory mustering is expected to be issued next week, according to a source.
    Akshaya centres will offer home-based mustering for bedridden or severely ill persons, charging Rs 30 for mustering at the centre and Rs 50 for home-based mustering.

    Those who joined the scheme until December 2022 will be required to participate in the exercise, which will be available for three months starting April 1. India Post had also submitted a proposal to conduct biometric mustering, but the government opted for Akshaya following representations from entrepreneurs running the centres.

    The government is taking steps to exclude ineligible persons from the scheme due to a severe cash crunch. About Rs, 900 crores are required for the monthly payment to 52.50 lakh social security pensioners and seven lakh pensioners under various welfare fund boards.

    Social security pension spending is about Rs 770 crore, while welfare fund board pension spending is around Rs 110 crore.

    Earlier, beneficiaries who enrolled in the scheme until 31 December 2019 were asked to submit fresh income certificates to ensure their eligibility, with the deadline for submitting certificates at local self-governments ending on 28 February. The government is yet to determine the number of people who failed to submit certificates as the LSGs have not completed uploading the certificates on the pension portal.

    It is assumed that tens of thousands of people would not have submitted the certificate, with some having joined the scheme when the upper ceiling on family income was briefly raised to Rs 3 lakh under the previous UDF government.

    THIRUVANANTHAPURAM: Local Self-Government Department Minister M B Rajesh has said the empowered committee formed in the wake of the Brahmapuram waste plant fire will be given more authority by invoking section 24 (l) of the Disaster Management Act.

    He said an order has been issued giving more power to the committee to prepare plans and organise campaigns pertaining to waste management and give directions to local bodies to implement them. “If the local bodies fail to implement the plan, the committee will have the power to decide further and take steps to allocate funds from the corporation for the purpose,” he said.

    The committee will also monitor the implementation of various directions of the government that include the collection of waste from households, providing facilities for source-level management of waste at households and institutions, keeping public spaces garbage-free, and protecting water bodies from pollution, as per the deadline set by the government.

    The empowered committee can draw up proposals related to waste management and table them before the corporation council for approval. In case the proposal is not accepted, the committee will have the power to directly approve and implement the project.

    The state government formed the empowered committee in the wake of the Brahmapuram fire incident to intensify the waste management activities of the Kochi corporation. The committee, chaired by the district collector and the deputy collectors, comprises thirteen members from various departments.

    The Kollam district administration has formed special enforcement teams in collaboration with local self-governments to find waste management violations, a serious issue endangering the ecosystem of Ashtamudi Lake.

    The squad will take action against violations including poor waste treatment, uncontrolled garbage dumping and the storage and sale of banned plastic products.

    Meanwhile, local self-governments and the district administration’s fragile efforts were exposed when the principal bench of the National Green Tribunal (NGT), New Delhi, fined Kerala government Rs 10 crore for failing to stop indiscriminate pollution at the Ramsar sites of Vembanad and Ashtamudi lakes, said John C Mathew, environment programme manager at the Directorate of Environment and Climate Change.

    ‘’The NGT’s order clearly shows that the areas surrounding the Ashtamudi and Vembanad lakes have an extremely poor waste management system. Our local governments and district administration have struggled to put in place an effective waste management system. It is obvious that untreated garbage from hospitals and homes is dumped directly into the lake. Furthermore, the district administration has not taken any concerted measures to prevent the dumping of untreated garbage into lakes,” John told TNIE.

    John said the district administration and the state government haven’t done anything to protect the Ashtamudi and Vembanad lakes other than occasionally holding seminars. “The state government will occasionally hold seminars about safeguarding Ashtamudi and other Ramsar sites. Rarely do officials visit these places. Despite spending huge amounts of money on seminars and research works, none of these has ever been implemented,” says Rahul I V, a lawyer and environmental activist.

    Calling the people of Karnataka to give a clear majority to BJP in the 2023 state assembly polls, Prime Minister Narendra Modi on Saturday told them that a fractured mandate would not help the progress of the state.

    Addressing a large gathering at the concluding ceremony of BJP’s Vijaya Sankalpa Yatra at GMIT grounds on the outskirts of Davangere, Modi while referring to the Congress-JDS coalition government of 2018 before the BJP came to power in 2019, asked the party workers and the people of Karnataka to look back at what happened earlier due to a fractured mandate.

    PM Modi took a dig at the 2018 Congress- JD(S) coalition government which did not support the Kissan Samman Yojana during their regime and said they lacked the subsequent development and take-off provided by the double engine BJP government from 2019 onwards when BJP was able to take the reins of the Karnataka government.

    He urged the party workers to work hard for the next three months and reach out to the nook and corner of their neighbourhood to ensure that BJP forms a government with a majority. “If you people want me to serve in every village, town and city of this state, then you have to install a strong BJP government in Karnataka,” he said.

    Venkatagiri Kota Police of Chittoor district arrested a notorious inter-state seven-member-gang for involving in various thefts and recovered Rs 2 crore worth of property that includes 1.6-kilo gold, 6.5-kilo silver, three cars, and six motorbikes from them.

    The accused were identified as M Tirupati (35), N Sudhakar (33), K Chinnaswamy (57), S Aravind (24), M Siva (45), S Chandra Prakash (23), S Kalai Selvan (37).

    Disclosing the case details to the mediapersons on Saturday, Superintendent of police Y Rishanth Reddy said that acting on a tip-off, a team led by circle inspector J Prasad conducted vehicular checks at Januvupalle bus stop and intercepted four persons in two vehicles who tried to escape.

    The police took the accused into custody and interrogated them. “The accused confessed that they targeted locked houses and looted valuables. The gang has been involved in housebreaking offences in two areas of V Kota mandal in December last year and February this year,” the SP said.

    “The accused have also purchased a land in Krishnagiri district of Tamil Nadu which is nearly worth `2 crores,” said Rishanth Reddy.

    Several cases were filed against the members of the gang in various police stations in Tamil Nadu, Karnataka, besides Andhra Pradesh, the SP added.

    BJP State chief Somu Veerraju lambasted the YS Jagan Mohan Reddy government for adopting a resolution in the State Assembly urging the Centre to amend the Constitution to provide Schedule Caste status to SCs, who converted into Christianity.

    Stating that it was nothing but encouraging religious conversions in a secular country, Veerraju demanded that the YSRC government withdraw the resolution. The State BJP chief said he will submit a memorandum to the Governor on March 27 in this regard.

    Speaking to mediapersons in Visakhapatnam, BJP MP GVL Narasimha Rao said the party would oppose the resolution adopted by the YSRC government for the inclusion of Dalit Christians in the SC list. He recalled that they opposed when such a move was made during the TDP rule. “We will chalk out an action plan against the decision soon,” he added.

    GVL asserted that such inclusion would affect the interests of the real Dalits as they stand to lose part of the reservation. “It will be a great injustice to Dalits. Hence, the YSRC government should withdraw the resolution. It is all part of vote bank politics of the ruling YSRC,” he said.

    The MP also said the court verdict in the Rahul Gandhi case was being misinterpreted. The Congress, which suppressed democracy during the Emergency, was now talking about democracy, he alleged.

    Chief Minister Naveen Patnaik will visit Ganjam tomorrow

    Bhubaneswar: Odisha Chief Minister Naveen Patnaik is scheduled to visit Ganjam tomorrow on Sunday. After several visits to Western Odisha it seems now the focus has been shifted to Southern Odisha.

    As per reports, the CM will take part in three meetings in Kabisurya Nagar, Hinjili and Chhatrapur. All ministers and MLAs of Ganjam district will remain present in the meetings of the CM tomorrow. Patnaik himself represents from the Hinjili MLA constituency of Ganjam district. Besides, Odisha Assembly Speaker Bikram Keshari Arukh and Labour minister Srikanta Sahu hail from Ganjam.

    There are 12 MLAs from this district in the Assembly. Similarly, two MPS, one each from Aska and Berhampur constituencies are from this district. Hence, the visit of the CM tomorrow is much important.

    Last year the CM had visited the famous Maa Taratarini Pitha in Ganjam. This year he has visited western Odisha six times so far. Besides, he had visited Padampur on Dec 1.

    Ahead of the CM’s Ganjam visit tomorrow, the preparation work by the district administration has reached the final stage. The CM is scheduled to inaugurate a slew of projects in three blocks of the district during this visit tomorrow. He will also provide funding to the Mission Shakti groups.

    Tomorrow at 10.15 the CM will set out from Bhubaneswar in a helicopter for Ganjam. After reaching Ganjam he will inaugurate a number of projects in Kabisuryanagar at 11 am. He will also lay foundation stones of a few projects. The CM will also provide funding to Mission Shakti women members there and is scheduled to distribute RoR to the landless beneficiaries.

    Later he will participate in a public meeting at 12.10 in Hinjilicut and later at 3.20 he will address the gatherin in Chhatrapur.

    About 48 platoons of Police will be deployed for the CM’s visit. The district collector and SP have taken stock of the preparation work for the visit.
