Waiting for release of funds to Rural Handicrafts Village

Tirupati: The rural handicrafts village sanctioned by the Ministry of Textiles of Government of India with an estimated outlay of Rs 9.55 crore during the 2016-17 fiscal is yet to receive the second instalment funds even after six years. It was proposed to set up this crafts village at Srikalahasti of Tirupati Parliamentary constituency. The Ministry has released the 50 per cent funds of Rs 4.77 crore so far to the DRDA, Chittoor while the second instalment is pending.

The idea of setting up of this village was to give a big boost to the handicrafts of Kalamkari and woodcarving made in Srikalahasti which have earned global reputation. The works were delayed due to the Covid pandemic after which the R&B officials have completed the tender process and started construction works. This village will provide a platform for the artisans to make their products, to get trained on latest techniques and an emporium to sell their items. The woodcarvings and Kalamkari work of the artisans in this area are known for their beauty and quality and the artisans have won many accolades which bagged them even national awards.

They make items worth Rs 150 to even Rs 10 lakh and more but could not market them on their own and were seeking government’s cooperation for long to keep the art form alive. The proposed project will help them in this direction. Also, it was proposed to set up a training centre there to train 50-60 artisans at a time. With a view to speed up the works, Tirupati MP Dr M Gurumoorthy sought for the release of second instalment funds in the Lok Sabha on Friday. He took to the notice of the House that rural artisans are in much hardship to eke out their livelihood and will be benefited if this project is completed by the end of this year.

The Craft Village has been delayed by issues like selection of land and unavailability of construction labourers in Covid-19 pandemic to take up the construction works. The Executive Engineer, R&B, Tirupati has already submitted a work performance progress report to the DRDA, Chittoor stating that so far Rs 5.16 crore works were completed. The MP requested the Minister for Textiles to sanction the second instalment amount by extending the period for the completion of the craft village which will be beneficial for the livelihood of people depending on handicrafts.

  • Innovation in job creation with MCC

Innovation in job creation with MCC

Rajamahendravaram (East Godavari district): With the Central government taking steps to establish Model Career Centres (MCC), a new system in the place of employment exchanges, a new era will be launched, putting an end to the history of employment exchanges. The MCCs are expected to connect local youth and other job seekers with all available job opportunities in the vicinity. The MCCs would be undertaking outreach and counselling activities for aspiring job seekers. The Central government will provide a grant-in-aid up to Rs 60 lakh for the establishment of each new MCC.

These Centres are going to be established to get the right job and the right future for youth, who have studied higher education. The government hopes that the youth will get better jobs through these. At present, there are around 3,000 employees in employment exchanges across the State. When the MCCs will be established, it is stipulated that there should be 20 to 25 staff members in a single centre. The name of the District Employment Officer’s post will be changed to ‘Model Career Centre Manager’. There will be two counsellors, two receptionists and technical and subordinate staff. An IT lab with skill development upgradation facilities will also be available for students in these centres.

Employment exchanges are located in Kakinada, Rajahmundry and Amalapuram in the erstwhile East Godavari district. These three towns are currently the headquarters of three districts. As the Central government’s idea is to establish one MCC every 100 km, it was initially decided to establish it in Rajahmundry as the center for the three districts. With a Government Industrial Training Institute (ITI) adjacent to the Collectorate at Bommuru, Rajahmundry has been identified as suitable accommodation for setting up a digital lab and suitable space for MCC buildings. Since both Employment Centre and ITI are under the same department, the Director of Technical Education has approved the establishment of MCC in ITI.

The committee, constituted to examine the suitability of the ITI premises for setting up the MCC, has already scrutinised the ITI of the Rajahmundry twice. The committee members include Deputy Director (Job Development, Visakhapatnam) Hima Bindu, Regional Employment Officer C Umadevi, District Employment Officer K Santhi, Junior Employment Officer KH Prasad (Rajamahendravaram), Principal of Rajamahendravaram Government ITI GV Ramana Rao and DSDO S Prasanth. In March and October 2022, the team examined the ITI twice and found it suitable location in all respects and sent proposals. The officials expected that MCC might come up in Rajahmundry in April or May this year.

“Here the students are provided with information about jobs as well as better training to get them according to the needs of the employers. The authorities of MCCs will give directions like which job is available in which institution and in which region suits the students’ qualifications. It stores job information related to various government and private organisations.” said GV Ramana Rao, Principal of the Government ITI at Rajamahendravaram.

  • HRF demands enjoyment survey for tribals

HRF demands enjoyment survey for tribals

Anakapalli: Human Rights Forum (HRF) urges Anakapalli Collector to get an enjoyment survey done to ascertain cultivation by Adivasis at Kotha Veedhi. Adivasis of Kotha Veedhi and Gunti of Konam revenue in Cheedikada mandal organised a day-long protest at Nehru Chowk, Anakapalli on Friday calling for protection of lands in their possession and their cashew cultivation. They alleged that land sharks are trying to dispossess them of what is rightfully theirs.

Addressing the gathering, HRF functionary VS Krishna recalled that the HRF team had visited Kotha Veedhi and Gunti on August 30 last year and examined the lands being farmed by 16 Adivasi families in survey no: 289. Nine of these families are Kondhs, a Particularly Vulnerable Tribal Group (PVTG), who had set up home in the area about three decades ago and named it Kotha Veedhi.

Further, Krishna alleged that the settled cultivation of Adivasis at Kotha Veedhi was being deliberately concealed so as to benefit land grabbers who are eying the land. National secretary of the All India Agricultural and Rural Labourers Association (AIARLA) PS Ajay Kumar detailed the manner in which land records were brazenly manipulated to the detriment of the Adivasis. Gemmela Balaraju, an Adivasi farmer of Kotha Veedhi said they had toiled for 30 years and brought the land under cultivation. Their repeated appeals to authorities concerned to visit the land in their possession fell on deaf ears. Meanwhile, revenue personnel were instead manipulating digital land records to favour benami agents behind who were some powerful interests. “Officials are all the time questioning us why we adivasis are cultivating the land, but are not bothering to ask the land grabbers why they had never cared to cultivate the land if it really belonged to them as they claimed.”

A Balakrishna of the Kaulu Rythula Sangam wondered how a white ration card holder could purchase over 37 acres at Rs 1.63 crore. He alleged that there were many cases in the constituency of the Deputy Chief Minister and V Madugula MLA where Adivasis were being sought to be deprived of lands in their possession by a nexus of benami holders and corrupt revenue officials. Extending solidarity to the Adivasis, IR Gangadhar, advocate and Congress party functionary said they would extend free legal support to the Adivasis’ struggle.
