    Three stolen bikes were recovered by the police from Parwanoo and Subathu with the arrest of one person last evening.

    Solan SP Virender Sharma said two juveniles associated with the crime had also been identified. Arrested accused Kunal Panwar (22), resident of a village near Subathu, was a school drop-out.

    He was arrested in a case of bike theft, but his interrogation led to information about two more such cases. One of the recovered bikes was stolen from Parwanoo, the second one from Dharampur, while the owner of the third bike is still being identified.

    Parwanoo DSP Pranav Chauhan said the trio targeted bikes parked alongside the roads.

    Leopard carcass found in Jawli

    The carcass of an adult leopard was recovered from a community forest at Lahru village in Jawali tehsil of Kangra district today. Locals spotted the carcass and informed Forest Department officials, who took it into custody. The leopard was seven-feet long and aged around four years.

    A post-mortem examination was conducted on the leopard in the veterinary hospital at Jawali and eight pellets fired from a Mouser gun were retrieved from the wounds on the right side of the carcass. The animal was reportedly killed two days ago.

    Divisional Forest Officer (DFO), Nurpur, Kuldeep Jamwal said that an FIR had been registered at Jawali police station against unidentified persons. He added that after the postmortem examination, the carcass was cremated under the supervision of a committee headed by the Forest Range Officer, Jawali, in this evening.

    hi-tech traffic management system will be installed in noorpur

    To check the increasing graph of road accidents, the Nurpur police have identified five locations in the district for establishing the Intelligent Traffic Management System (ITMS).

    These locations are Chogan Market and Sadwan Chowk under the Nurpur police station, Rehan under the Fatehpur police station, Raja Ka Talab in Jawali and Bhadroa Road under the Damtal police station. Every location is being equipped with four CCTV cameras.

    The ITMS will closely monitor the violation of traffic norms, including over-speeding, triple riding on two-wheelers, driving without helmet or seatbelt and wrong-side driving. The movement of suspicious vehicles and anti-social elements will also be monitored. The high-definition CCTV cameras installed at the identified locations under the ITMS will be capable of capturing images from any angle from a considerable distance.

    The Nurpur police station is among the 10 police stations in the state where maximum number of road accidents were reported over the past three years. The ITMS will help in streamlining the traffic on highways and in towns, besides ensuring the compliance of traffic rules.

    According to Nurpur SP Ashok Ratan, the system will check traffic norms’ violations automatically. “The CCTV cameras will capture the image of vehicle’s number plate, besides recording the date and time of the violation of traffic norms by the offender. The information will be forwarded to the control room from where a challan will be generated and sent to the vehicle owner’s address,” he said.

    Besides tightening the noose around the violators of traffic norms, the ITMS would also strengthen the security system. It would start functioning within a week, he said.

    Auction of liquor shops fetched Rs 520 crore: Sukhwinder Sukhu

    The Himachal Government has registered a 40 per cent increase in revenue from the open sale of liquor shops for 2023-24 and earned Rs 520 crore more, said Chief Minister Sukhvinder Singh Sukhu in a statement made in the Vidhan Sabha today.

    He said, “The previous government renewed the licences of liquor vends by charging a mere 10 per cent higher fee instead of auctioning these in the past four years.” He added that the auction of liquor vends fetched Rs 1,815 crore for 2023-24 compared to Rs 1,296 crore in 2022-23, an increase of Rs 520 crore in revenue.

    Sukhu said that the auction-cum-tendering of liquor vends generated a 40 per cent higher revenue. “The highest increase of 66 .05 per cent in revenue was recorded in Kinnaur, followed by 59.66 per cent in the Baddi-Barotiwala-Nalagarh (BBN) industrial area and 52.63 per cent in Una,” he added.

    He said that the liquor vends were allotted on March 16, 17 and 18, as per the Excise Policy approved by the Cabinet. “Had our government followed the same policy of renewing the licences of liquor vends at a 10 per cent higher fee, the state would have lost Rs 370 crore in revenue,” he added.

    The Chief Minister said that the estimated revenue for 2022-23, as per the Excise Policy, was Rs 2,357 crore but the auction fetched 2,800 crore in 2023-24.

    Sukhu said that the imposition of a milk cess of Rs 10 per liquor bottle would generate an additional revenue of Rs 100 crore.

    Widespread rain, coupled with snowfall in higher reaches this evening, has brought respite to the worried fruit growers and farmers in the state.

    The light-to-moderate rainfall across the state over the past two days has reduced the rain deficit for March from 86 per cent to 70 per cent. “It will come down further when we get the latest reports,” said Surender Paul, Director, Meteorological Centre, Shimla.

    “Rainfall has been particularly good in Shimla, Solan, Sirmaur, Una and Bilaspur. The good thing is that hailstone showers have been reported only from a couple of places,” said Paul.

    Desh Raj Sharma, Joint Director, Department of Horticulture, said the rain couldn’t have come at a better time for apple growers as the drought-like conditions were affecting the fruit growth.

    “In stone fruits, the setting is over. The moisture will help in better development of the fruit. Rain is particularly good for the new plantation,” he added.

    Meanwhile, agriculture officials feel the rain will have a good impact on crops like wheat and vegetables. “Wheat crop is at the grain-formation stage. Due to this rain, the size of grain will improve,” said Rajesh Kaushik, Director, Department of Agriculture.

    He had not received any report of damage due to the latest precipitation from the fields yet, he said.

    The farmers should keep their nurseries covered and ensure good drainage from the fields to avoid waterlogging. “In case of yellow rust, they should spray a mixture of one ml propiconazole in one litre water,” he said.

    As per the weather department, the precipitation will reduce from tomorrow onwards. “Another Western Disturbance is, however, likely from March 23 to 25. There’s a probability of hailstone showers during that period,” said Paul.

    85 meter tall Surat cooling tower demolished by controlled explosion

    A 30-year-old cooling tower of a power station in Gujarat’s Surat city was demolished on Tuesday through a controlled explosion.

    The 85-metre tall RCC tower with an around 72-metre diameter of the gas-based Utran Power Station was brought down at around 11:10 am.

    An official said 262.5 kg of commercial explosives were used for demolition. The tower came down within seven seconds with a loud noise, sending up a huge layer of dust.

    Earlier, the official had said that 220-kg explosives were used but later added that the actual quantity used was 262.5 kg.

    As a precautionary measure, the area around the power station, which is situated on the banks of the Tapi river, was barricaded to keep people around 250-300 metres away from the tower.

    The official said explosives were set up after drilling the column and the help of experts was taken.

    “The tower was part of the 135-MW power plant of the Gujarat State Electricity Corporation and was used for cooling purposes. It was 85 metres in height, with a bottom diameter of 72 metres,” said in-charge additional chief engineer, RR Patel.

    He said the other plant of 375 MW capacity in the gas-based power plant is up and running.

    The razing of the tower, constructed in 1993, became necessary owing to techno-commercial reasons and the approval of the Central Electricity Authority was taken in 2017. In September 2021, the demolition process began, and the boiler, generator, turbine, and transformer were razed, said Patel.

    Padma Lakshmi becomes first transgender lawyer in Kerala

    A physics graduate, an insurance agent-cum-law student and finally a full fledged lawyer, this is the journey of Kerala’s first transgender advocate who now aims to use her legal acumen to ensure justice for the poor and marginalised.

    The journey was not easy and there were obstacles, but her positive attitude and disregard for negativity propelled her forward to achieve the goal of becoming a lawyer — a noble profession according to Padma Lakshmi, Kerala’s first transgender advocate.

    “I ignore all forms of negativity, be it people or their comments. I focus on the positive. I believe that is one of my advantages.

    “If I focus on the negativity, I will have time only for that and will never move forward in life,” she told PTI.

    She also worked as an insurance agent for a private insurance company and LIC to meet her medical and education costs, which included the voluminous legal textbooks.

    However, she is also more than happy and eager to share these books and her knowledge with anyone who wants them.

    She slowly stopped working as an insurance agent after joining as a trainee with her senior — advocate K V Bhadrakumari — so that she could focus better on her legal career, Lakshmi said.

    Lakshmi, who was interning with advocate Bhadrakumari since last November, said that her senior helped create a space for her among the big-wigs of the legal profession in the Kerala High Court.

    “I am very grateful to her for that,” she said and added that her senior always tells her that the Constitution is our biggest weapon.

    Of the over 1,500 law graduates who got enrolled on Sunday, March 19, Lakshmi was the first one to get her enrollment certificate.

    “It was made possible by the members of the Kerala Bar Council. I am happy to be enrolled here as many big-wigs of the legal profession are part of this council and now so am I,” she said.

    On her plans for the future, she said that she neither intends to pursue masters in law nor try for the judicial service presently.

    “Taking up cases where there has been violation of fundamental rights and fighting to ensure justice for the marginalised, that is my plan and that is my desire right now,” she said.

    There are many like Vishwanathan from Wayanad or Madhu from Palakkad and I would like to fight for them, she said.

    Vishwanathan (46), a tribal, allegedly hung himself outside the Kozhikode medical college hospital, on February 11, where his wife was admitted for delivery.

    He took the extreme step after he was accused of theft and roughed up by some persons, his relatives alleged in their complaint to police.

    Similar was the case of Madhu, another tribal man, who was beaten to death in 2018 by some persons for allegedly stealing food articles.

    Moreover, as a budding lawyer there is a lot for her to learn about court proceedings and she intends to imbibe all that knowledge, work hard and thereafter, fight to ensure justice for those who are poor and voiceless, she said.

    “I have a lot to learn about managing clients and about the law. I have a lot of responsibilities. Also, I need to prove myself through my actions. For that hardwork and honesty are the tools that I need to hone.” Her family — a mother who is an advocate’s clerk and a father who used to work at Cochin Shipyard Ltd — has been a great source of support in her journey.

    “They always encouraged me to pursue my dreams with courage. So why should I fear anything?” she asked.

    Meanwhile, state Law Minister P Rajeev and Higher Education Minister R Bindu congratulated Lakshmi on social media for her achievement.

    “Congratulations to Padma Lakshmi who overcame all the difficulties in her life and enrolled as the first transgender lawyer in Kerala. May advocate Padma Lakshmi’s life inspire more people from the transgender community to enter the legal profession,” Rajeev said in a Facebook post.

    Bindu took to Twitter to convey her best wishes to the budding lawyer.

    “It is a matter of immense pride that Padma Lakshmi’s name will now be etched into the history of Kerala, as the state’s first transgender lawyer.

    “No doubt she has faced obstacles galore in this journey. But she persevered, never letting any naysayer deter or weigh her down,” she tweeted.

    She too expressed hope that Padma Lakshmi’s success would inspire many more trans persons in the state to enter the legal profession.

    While Padma Lakshmi is the first transgender lawyer from Kerala, the first trans advocate in the country was Satyashri Sharmila from Tamil Nadu who got enrolled in 2018.

    Congress supporters led by state president Rajesh Thakur on Monday staged protests and burn an effigy of Union home minister Amit Shah over Delhi police questioning Rahul Gandhi on Sunday.

    The protests were held at the party headquarters in 24 districts.

    The Congress MP was quizzed over his revelation that during the Bharat Jodo Yatra, he had met women who claimed to be victims of sexual exploitation and domestic violence.

    “The protests were held at all the district headquarters in order to let the masses know about the tactics adopted by the Central government to intimidate Congress leaders. Through the protests we wanted the people to know that when a national leader has already sought time to reply to their (Delhi police) notice a few days ago, what was the urgency for them to again reach the door of the same leader on Sunday,” said Thakur.

    State Congress spokesperson Rajiv Ranjan said that peaceful protests were held at the district headquarters.

    “It was a peaceful protest and we did not indulge in blocking roads or causing discomfort to people and students during the examination time. The timing was kept between 1pm and 5pm and each of the district units was free to pick their spot and time for the protest. We have got information from all districts that the protests were held peacefully with burning of an effigy of Union home minister Shah at all locations to protest against the Delhi police,” said Ranjan.

    Delhi police, who reports to the Union home ministry, had given a notice to Rahul on March 16 seeking details about women who had complained about domestic violence, molestation, and harassment during the Yatra.

    The Jharkhand government has taken a big leap in improving the quality of state-owned schools by announcing that it would start 80 model schools affiliated to the Central Board of Secondary Education (CBSE) from April, with infrastructure on a par with elite schools.

    “We are lagging behind in education and our government has taken it as a challenge to improve the standard of education. The concept of model schools in each panchayat of the state with the best infrastructure is a step in this direction. Eighty model schools in all 24 districts are planned in the first phase.

    “The schools will be monitored at the highest level and I will conduct surprise inspections. Big entities like Azim Premji Foundation are also willing to train our teachers and students,” said chief minister Hemant Soren at a daylong conclave of the school management committee of model schools in Ranchi on Monday.

    According to the project director of Jharkhand Education Project Council (JEPC), Kiran Pasi, the 80 model schools will start functioning from next month.

    “However, the 325 model schools located in each block of the state will start functioning from the next academic session (2024). Work on improving infrastructure is underway on a war footing at these schools. Thereafter, over 4,000 model schools in each of the panchayats of the state will also be constructed. All these model schools will have teachers trained by experts from IIM Ahmedabad and IIM Ranchi.

    “The Azim Premji Foundation will train the teachers and the school managing committee for quality education,” Pasi said.

    The 80 selected schools in the first phase are 24 Kasturba Gandhi Balika Vidyalayas, 24 state-run girls’ schools, one middle school in Pakur, 24 district (zilla) schools and seven model schools. All of them will follow the CBSE English medium syllabus.

    “Till the end of the previous academic year, these 80 schools followed the curriculum and structure of the Jharkhand Council of Education Research and Training (JCERT). However, these schools will follow the CBSE English syllabus now,” Pasi added.

    “Our children are not behind in any field. The problem was that the implementation of schemes was not done in right earnest at the school level. It is necessary that we connect them with resources. Our government is determined to provide the best of education for free to the poor and enable them to shine in the academic field as they have been doing in sports,” Hemant said.

    Hemant also asked the school management committee members to ensure that students enrolled and attended schools regularly.

    The chief minister also announced competitions among model schools wherein winning students and staff would be taken on tours to other progressive states of the country so that they could learn from the best practices adopted there.

    The model schools have modern libraries, science and language labs, smart classes, ICT labs, and vocational studies along with sports infrastructure.
