    Finance Minister Buggana Rajendranath Reddy and Municipal Administration and Urban Development (MAUD) Minister Adimulapu Suresh said that the development of Dhone constituency was possible with the cooperation of people only.

    The ministers accompanied by Nandyal MP Pocha Brahmananda Reddy, Nandyal District Collector Dr Manazir Jilani Samoon and Superintendent of Police (SP) K Raghuveer Reddy performed Bhoomi puja for the construction of underpass and inaugurated newly constructed municipal administrative building in Dhone on Saturday.

    Speaking on the occasion, Adimulapu Suresh said that the municipal administrative building was planned to be constructed around 3 km away from the main town during the Telugu Desam government.

    The TD government with an aim to get good appreciation for their lands, has taken steps in that regard, he pointed out. But the YSRC party, while in opposition, opposed it and wanted to construct it at the nearest place to the people. After the YSRC party formed the government it constructed the municipal administrative building at the nearest place to the people, said the MAUD Minister.

    The minister said the municipal administrative building has been constructed at a cost of Rs 5.50 crore. Now, the people of the surrounding areas including town can avail services.

    Later, Finance Minister and others participated at the Bhoomi puja for construction of Railway under Pass bridge in the town limits. Buggana said that the residents and commuters were facing huge problems for not having an underpass bridge. He said the underpass bridge would be constructed at a cost of Rs 12 crore.

    Tirupati: The month-long Jagananna Suraksha began in the pilgrim on Saturday with the officials presenting the certificates to the eligible poor to facilitate them avail government welfare schemes.

    Speaking on the occasion, Mayor Dr R Sirisha and Municipal Commissioner D Haritha said that in the month-long programme, special efforts will be made to identify those, who were though eligible, not availed any government scheme, for providing them the required documents to facilitate them avail government benefits. The programme also envisages issuing of 11 certificates free of cost, at the doorsteps to applicants avoiding them going after government offices, they explained.

    The certificates that will be issued free of cost to applicants include caste, residence, income certificate, birth and death, new ration card, changes in ration card details, tenant certificate and land details.

    They appealed to public to utilise the month-long campaign to get all required certificates and also to become beneficiaries of government welfare schemes through the volunteers who will personally contact all the houses allotted. Deputy Mayor Bhumana Abhinay Reddy said that Chief Minister Y S Jagan Mohan Reddy took the administration to the doorsteps of people through the volunteers system and now launched Suraksha to see that no eligible person left out from availing the benefit of the government schemes.

    RDO Kanaka Narasa Reddy said that it is the responsibility of the volunteers to identify those who are eligible and unable to receive Navaratnalu schemes and ensure that they will get the benefits of schemes.

    Tirupati: TTD has announced spot counselling for intermediate admissions in 2023-24 academic year in Sri Padmavati Mahila Junior College and Sri Venkateswara Junior College. Spot counselling will be held on July 3 and 4 for vacant seats to those who had already applied online. During the counselling, preference will be given to children of TTD employees, children from SV Bala mandir, Tirupati local students and those who could not get selected due to several reasons in the last three instalments and finally for non-locals.

    Counselling on July 3 morning will be held for the students with 540 (90 percent) marks in X standard and in the afternoon for those between 539 and 500 marks. On July 4 morning to afternoon students with 499-450 marks and in afternoon for those with 449-360 marks will be considered.

    Tirupati: In a sudden development, Dr B Vengamma’s stint with SVIMS ended abruptly on Friday. TTD relieved her prematurely from the post of Director-cum-Vice Chancellor giving way to JEO Sada Bhargavi, who was given full additional charge of the posts in her place. Though Dr Vengamma attained superannuation as Professor of Neurology on Friday itself, her term as Director-cum-VC will end only in July 2024 as she was appointed for three-year period in July 2021 but she was relieved from these two posts as well.

    Sources said that normally once appointed as VC, can continue till the term was over but in this case it was not done. In the process Vengamma was forced to leave painfully after she got the message while attending OP following which she handed over the charge to the JEO.     She earned a good reputation as a neurologist and earned the affection of thousands of patients. After joining SVIMS in November 2022, she became the first person to start the department of Neurology in 1993 in the entire Rayalaseema region. Subsequently, it has grown to offer a DM Neurology course with one seat which has now gone up to three seats. She put in dedicated services as a neurologist and was instrumental in establishing Indian Epilepsy Association (IEA) in 1997 through which several initiatives were taken up for the sake of epilepsy patients.

    The free monthly camps for epilepsy patients have earned her and the Institute much fame which have continued even during Covid pandemic as they could send the free medicines to the patients to their doorstep. Her services during the Covid pandemic as Director of SVIMS which has been designated as state Covid hospital have received huge applause from various quarters.

    Several doctors, nurses and other staff of the organisation could not digest the sudden exit of Dr Vengamma from the Institute. Meanwhile, Rayalaseema Porata Samithi convenor P Naveen Kumar Reddy criticised the move to relieve Dr Vengamma from the post of Director-cum-VC as still has one year term to complete. Referring to the JEO’s appointment for the posts with FAC, he questioned how a non-medical officer can lead the super speciality hospital. He expressed hope that the TTD and the state government will take a proper decision in this regard soon.

    Guntur: Former MLC Dokka Manikya Vara Prasad said he was ready to contest in the coming Assembly elections from Tadikonda Assembly constituency, if the party high command permits him.

    He performed puja at Sri Venkateswara Swamy temple at Venkatapalem village in Amaravati on Saturday. Speaking on the occasion, he said he had conveyed his willingness to contest from the constituency to the party high command.

    3-day Shakambhari festival begins at Indrakeladri

    Vijayawada: The annual Sakambari festival began with fervour and devotion at Sri Durga Malleswara Swamyvarla Devasthanam on Indrakeeladri on Saturday.

    On the first day the temple was decorated with different types of vegetables, fruits and the leaves. Hundreds of tonnes of vegetables, fruits and leaves were used for the decoration of temple to mark the Sakambari festival, which is observed in Ashada Masam. A large number of devotees visit the Durga temple and offer prayers on the occasion.

    Devotees also offer saris to Goddess Kanaka Durga. The temple priests amidst chanting of slokas performed the rituals at the Yagasala. Temple trust board chairman Karnati Rambabu, trust board members, Executive Officer D Bhramaramba and priests participated in the rituals on the first day of the three-day annual festival. Rutvik Varuna, Akhanda Deeparadhana and Ankurarpana and other rituals were performed with devotion.

    Kadambam made of vegetables, fruits and leaves will be distributed to the devotees during ther three days. Thousands of devotees visited the temple on Saturday to mark the beginning of the three-day Sakambari festivities.

    New Delhi: If the Congress and other opposition parties decide not to stall the proceedings, the Monsoon Session of Parliament scheduled to begin from July 20 promises to generate a lot of heat as the government proposes to introduce the Uniform Civil Code bill. The session will continue till August 11. Though all opposition parties could not come to any unanimity regarding forming a front against the BJP-led NDA government at the Patna meeting and in fact more fissures appeared, the Congress party feels that there should be some floor coordination with like-minded parties to raise its apprehensions on issue regarding UCC and the central ordinance which sought to take control of Delhi’s bureaucracy and seek clarifications. Sources say that efforts to have floor coordination has begun. The AICC strategy committee, which met in Delhi on Saturday, discussed its stand on the Uniform Civil Code and the central ordinance which would be placed before the Parliament for ratification. Opposition parties specially the AAP has been claiming that it amounts to skirting a Supreme Court verdict. On the other hand, the BJP’s top leaders, including Prime Minister Narendra Modi and Union Home Minister Amit Shah attended a crucial meeting of the party chaired by party president J P Nadda where the discussion on the UCC and to bring a bill to replace the Government of National Capital Territory of Delhi (Amendment) Ordinance were discussed. The saffron party has already reached out to all its friendly parties to garner support to pass the UCC bill and the bill to regularise the ordinance in both the houses of Parliament. The government would also introduce the National Research Foundation Bill, cleared by the Union Cabinet during the session. The proposed foundation will be a new funding agency to bolster the country’s research competence in areas of science and technology. Meanwhile, Parliamentary Affairs Minister Prahlad Joshi on Saturday urged political parties to contribute towards productive discussions during the session. The Monsoon Session is expected to commence in the old Parliament building and later move to the new building, sources said. The new building was inaugurated by Modi on May 28. The session will be spread across 23 days and will have 17 sittings, he said in another tweet in Hindi.

    Guntur: District Collector M Venugopal Reddy said the government decentralised the administration to render better services to the people.

    He participated in the Jagananna Suraksha camp conducted at Pathamallayapalem village of Prathipadu mandal in Guntur district on Saturday.

    Speaking on the occasion, he said the government had set up village and ward secretariats and appointed volunteers to render better services to the people. He said the aim of the Jagananna Suraksha programme was to extend the benefits of welfare schemes to those eligible who did not get any benefit so far.

    He said there are 3,422 people in the village, out of which 654 persons will get benefits under Amma Vodi, Kapu Nestham, EBC Nestham, Jagananna Vasati Deevena, YSR Pension Kanuka, YSR Cheyutha and other welfare schemes.

    He said similarly white ration cards will be distributed to 1,402 families and recalled that the family physician visited the village twice. He said if the people have any problems, they register their problems in the Jaganannaku Chepudam over phone or submit petitions on Monday. He urged the people to avail the benefits of Jagananna Suraksha progamme. Later, he distributed certificates to the people.

    Industries are in dire need of regular security audit, monitoring system

    Visakhapatnam: Even as the government claims that safety audits of the industries are being carried out at periodical intervals, there seems to be no full stop for the industrial accidents that continue to recur, posing a life threat to the employees’ onsite.

    Whether it is attributed to human negligence or absence of safety measures, mishaps at industrial units continue to happen in both Visakhapatnam and Anakapalli districts.

    But, whenever an industrial accident happens, a committee will be constituted to probe into the reasons behind it. What does the committee report? What are the suggestions made to prevent such accidents from recurring? What is the plan of action in place to follow safety norms? What are the measures taken by the management and the authorities concerned post the incident? These aspects, however, remain unexposed.

    For the past 10 years, a number of industrial accidents have happened in the undivided district of Visakhapatnam. The pharma companies such as Azico Biophore, Vishnu Chemicals, Glochem Industries, Vimal Drugs along with Sainor Life Sciences Private Limited and Sahithi Pharma Private Limited recorded over 25 deaths during such accidents.

    The recurring accidents in the pharma sector once again underlines the disquieting situation where safety norms and audits go for a toss. Pharma cities have more or less become a death trap as employees die at regular intervals due to recurring accidents.

    Post the incident, the government steps up efforts to ensure the injured get quality treatment and announce compensation to the deceased families. If the same degree of proactiveness is evinced in preventing industrial accidents, a number of lives would eventually be saved. According to Jana Sena Party Political Affairs Committee member Kona Tatarao, 62 people lost their lives and 200 were injured in 20 different industrial accidents that occurred in various parts of North Andhra in the past four years.

    Meanwhile, CPM district secretary K Lokanadham demanded a detailed probe into the accident at Sahithi Pharma company in a time bound manner. However, in most committees formed to inquire into the industrial accidents involving government officials, he felt that facts continue to remain hidden. “Even earlier, the reports of the committees formed with the authorities concerned to probe into accidents that took place at Parawada did not see the light of day because they had teamed up with the management. Even in the case of Sahithi Pharma investigation, the involvement of the Joint Collector is giving way to several suspicions,” he opines.

    Recalling the earlier committee investigations and doling out examples, the union leaders point out that the one constituted to look into the details of gas leak at Seeds Intimate Apparel India Pvt Limited continues to be a mystery.

    In a move to prevent industrial accidents in Visakhapatnam, the district administration has come up with an offsite emergency plan involving a Mumbai-based company. In line with this, the Mumbai-based company is supposed to study the industries, their capabilities, risk management initiatives and security aspects. However, the progress made towards this direction is yet to be known.

    As industrial accidents continue to recur in the undivided district of Visakhapatnam, experts emphasise on the need to expose the committee reports, take stringent action against erring managements, monitor safety aspects of the companies at frequent intervals and consider concrete measures to avoid accidents from happening.

    Gwalior: The Gwalior bench of Madhya Pradesh High Court has requested the Centre to reduce the consent age of females to 16, observing that the present age of 18 has disturbed the fabric of society as injustice is going on with adolescent boys.

    The court’s request came on June 27 through an order quashing a First Information Report (FIR) against a man who was accused of repeatedly raping a minor girl and impregnating her in 2020. Nowadays, every male or female near the age of 14 years, due to social media awareness and easily accessible internet connectivity, is getting puberty at an early age, the judge said.

    The court said boys and girls get attracted to each other owing to early puberty, which is ultimately “resulting in consensual physical relationships”, read the order. “’I request the Government of India to think over the matter for reducing the age of prosecutrix (female complainant) from 18 to 16 years as earlier before (IPC) amendments (were made) so that injustice should be redressed,” read the order by Justice Deepak Kumar Agarwal.

    The court said the age of consent for females at 18 has “disturbed the fabric of society”. As per the prosecution, the complainant was a minor in 2020 and would take coaching classes from the petitioner. She alleged that the petitioner once gave her a spiked drink, raped her and made a video of the sexual assault. He then allegedly raped her many times blackmailing her with the clip. Later, the minor had also physical relations with a distant relative, the court noted.

    “This Court, looking into the physical and mental development of an adolescent of that age group, would consider it logical that such a person is capable of making a conscious decision as regard his or her well-being,” the court said.

    “Generally, girls and boys of adolescence develop friendship and thereafter, due to attraction make physical relationship,” it said. In these cases, male persons are not at all criminal, the court order said. “Today, most of the criminal cases, in which prosecutrix is under 18 years of age, due to aforesaid anomaly, injustice is going on with adolescent boys.

    Thus, I request the Government of India to think over the matter for reducing the age of prosecutrix from 18 to 16 years as earlier before amendments so that injustice should be redressed,” said the court.
