    Bengaluru (IANS) | In a major setback for Karnataka’s ruling BJP ahead of the assembly elections, Lokayukta officials arrested party MLA from Channagiri constituency, Madal Virupakshappa, on Monday evening for allegedly accepting bribes in lieu of tenders. Virupakshappa’s anticipatory bail plea was rejected by the Karnataka High Court and the BJP MLA, who was attending a public function, suddenly disappeared.

    Lokayukta officials went to his residence in Channagiri to arrest him. Though, he tried to flee to Bangalore, the authorities took him into custody midway.

    Lokayukta sources said the accused BJP MLA was taken into custody at the tollgate near Kyatsandra in Tumakuru district. A team of six DSPs and inspectors took part in the operation.

    MLA’s son Prasath Madal was caught red-handed while allegedly accepting a bribe of Rs 40 lakh from a contractor in exchange for a tender for procurement of raw materials for Karnataka Soap and Detergent Limited (KSDL).

    The MLA was the chairman of public sector unit KSDL and his son was allegedly taking bribe on behalf of his father.

    Police had recovered Rs 8.12 crore and 1.6 kg gold from the residence of the MLA and his son.

    Meanwhile, the Advocates’ Association, Bengaluru has raised serious concerns and objected to the immediate posting of Virupakshappa’s interim anticipatory bail application.

    Allegations were made that in order to benefit the near and dear ones, tenders for various works were also arbitrarily given to the loved ones. After this, orders were issued by Personnel and Vigilance Secretary Shailesh Bagoli on May 2022. On the instructions of Vigilance Director Amit Sinha, the investigation was handed over to Inspector Kiran Aswal.

    On the other hand, AYUSH Secretary Dr. Pankaj Kumar Pandey says that permission will be given to file a lawsuit on behalf of the Personnel Department on the investigation report of Vigilance. If any officer or employee is found guilty in the inquiry report, then a recommendation will be made to the Personnel Department to take departmental action against him. After completing vigilance investigation in Ayurveda University, the report has been sent to the government. The written permission of the government is awaited. Soon a case will be registered in this matter.

    Not only this, the scam officials of Ayurveda University left no stone unturned to swindle crores of rupees. The corpus fund created for various works of the university was also not spared. Out of this, without the permission of the government, crores of rupees were withdrawn and buildings were built in the campus.

    Not only this, it has come to the fore in the vigilance investigation that crores of rupees were misappropriated even in giving admission to the students. All the money that came from this scam was divided among themselves. Actually, a corpus fund is created in every university and college. Fees and exam fees taken from the students are deposited in this fund. After this its FD is done.

    According to the rules, only one percent of the interest received from this FD can be taken by the university for various works without any permission. Approval from the government is necessary to use more than this, but the scamsters have played in this too.

    Withdrawing money from this fund, they built building upon building. According to vigilance sources, more than half of this fund was emptied. A scam of about Rs 50 crore has also come to light from this fund.

    Students who are successful in NEET exam are given admission in medical colleges. NEET counseling is done for this, but many such students were given admission in the university, whose counseling was not done. It is being told that lakhs of rupees were taken per student for this. Crores of rupees were deposited by the scamsters even more than this. However, the amount taken from these students could not be ascertained.

    Tirupati (IANS) | The Reserve Bank of India (RBI) has imposed a penalty of Rs 3 crore on India’s richest religious trust, Tirumala Tirupati Devasthanams (TTD), for violation of the Foreign Contribution Regulation Act (FCRA). TTD chairman Y.V. Subba Reddy on Monday said that the RBI has imposed penalty for non-compliance of FCRA rules on depositing foreign currency dropped in ‘hundi’ by devotees into bank accounts.

    He said that the FCRA license of TTD had expired in 2018 and since it has not been renewed yet, the TTD Board is facing problems in depositing foreign currency in its bank accounts.

    Subba Reddy also disclosed that TTD has paid Rs 3 crore as penalty to RBI in two instalments. TTD has also requested RBI to renew the FCRA license.

    TTD Chairman said that TTD currently has foreign exchange of Rs 30 crore. Foreign currency unknowingly dropped in ‘hundi’ by devotees at Tirumala temple.

    TTD manages the affairs of Sri Venkateswara Temple atop Tirumala, considered as the richest Hindu temple in the world, and some other temples in different parts of the country.

    Meanwhile, Subba Reddy reviewed the arrangements made in Tirumala for the summer season.

    TTD has also decided to issue Divya Darshan tokens for devotees visiting the hill shrine from April 1.

    10,000 tokens per day will be issued daily for pilgrims using the Alipiri Walkway. Another 5,000 tokens will be issued for those reaching the temple from Tirumala Charan Marg.

    Subba Reddy said that the recommendation letters would be reduced during the summer vacation. TTD has also decided to tighten the rules regarding allotment of rooms in Tirumala.

    The TTD chairman said that with the introduction of face recognition technology, accommodation would be provided to the pilgrims in a transparent manner.

    Last week, the TTD announced that it has passed a budget of Rs 4,411 crore for 2023-24, a huge jump of 43 per cent over the previous year.

    The budget for 2023-24 is being reported as the highest since the inception of TTD in 1933.

    The major increase in the budget size was due to an unprecedented increase in hundi collection or offerings from devotees to the ancient temple.

    A major chunk of the total revenue of Rs 1,591 crore for the current year is expected from hundi and other capital receipts. Similarly, Rs 990 crore is expected from interest receipts, while Rs 500 crore is expected from the sale of laddoos and other ‘prasadams’.

    As of now training programs on various subjects under ‘Karmayogi Bharat’ are available on IGOT (Integrated Government Online Training) platform and it offers courses in online mode like Daksh Courses – Leave Rules, Noting & Drafting, Office Procedure, GeM & RTI , Karmayogi Induction – Code of Conduct for Government Servants, Stress Management, Effective Communication, MS-Word, MS-Excel etc., Karmayogi Induction to newly appointed Deputy Secretary/Director, Formulation of Public Policy, Basics of e-Governance and Digital Related to India etc.

    The last such program on ‘Management Development’ at IIM-Ahmedabad was conducted for 24 DANICS executives in 2011-12 and again for 30 executives in 2012-13.

    New Delhi (IANS) | The Delhi High Court on Monday directed the Center and other respondents to file reply in six weeks on a plea seeking allopathy, ayurveda, yoga, naturopathy, Unani, Siddha to secure the right to health instead of ‘colonial segregation’. And there has been a demand to adopt the ‘Indian Holistic Integrated Medicinal Approach’ such as methods of homeopathy. A division bench of Chief Justice Satish Chandra Sharma and Justice Sachin Datta issued the notice, filed in the form of a public interest litigation (PIL) by BJP leader and lawyer Ashwini Kumar Upadhyay, while Kirtiman Singh, counsel for the Ministry of AYUSH, said he has filed his affidavit.

    Taking note of the fact that out of all the respondents, only the Ministry of AYUSH has filed its reply in the matter, the bench directed them to file the same within the allotted time and listed the matter for further hearing on July 25. .

    The Center had earlier informed the court that the issue had been referred to NITI Aayog and is under consideration.

    Patanjali Research Institute had filed an intervention application in September 2022 to support the PIL, seeking their stand in the matter.

    There has also been a demand for implementing a comprehensive integrated common curriculum and common curriculum of allopathy, Ayurveda, Yoga, Naturopathy, Unani, Siddha and Homeopathy for all medical colleges to secure the right to health.

    The petitioner states that despite huge investments, India’s current healthcare system has not been able to meet its standards and benefit the Indian population to fight acute and chronic diseases.

    He said, “Health care delivery in India is classified under three categories primary, secondary and tertiary care. All the three levels need to work in unison to help provide healthcare on all the four pillars. “

    The petition states, “In order to establish an integrated medicinal system, the government has already made certain amendments to enable these provisions to become part of the health care policies. But the strategies adopted so far are in line with an integrated medicinal approach.” are not sufficient to provide an adequate platform for pharmacology.     New Delhi (IANS) | The Supreme Court on Monday allowed the Uttar Pradesh government to issue notification for conducting urban local body elections after noting that a dedicated commission set up to look into the issue of OBC reservation has submitted its final report. Chief Justice D.Y. Chandrachud said that the Uttar Pradesh government has issued a notification for the UP Backward Classes Commission based on the previous order of the court.

    Justice P.S. A bench of Narasimha and JB Padirwala said that the tenure of the commission was six months, it was to complete its work by March 31, 2023, while Solicitor General Tushar Mehta said that the report is to be submitted on March 9.

    The bench said that the notification for the local body elections will be issued in two days.

    The top court while disposing of the matter made it clear that the directions of its order are not to be used as precedents.

    The top court had in January this year stayed the Allahabad High Court’s direction to the Uttar Pradesh Election Commission to go ahead with the urban local body elections without providing reservation for Other Backward Classes (OBCs).

    The Uttar Pradesh government had then argued before the court that it had already constituted a dedicated commission to collect data for representation of OBCs.

    In December last year, the high court had passed an order on petitions challenging the drafting of the OBC reservation without following the triple test formula laid down by the Supreme Court.

    The apex court in May last year ‘K. Krishna Murthy (Dr.) & Anr. v. Union of India & Anr.’ (2010) referred to a Constitution Bench judgment which held that the ‘triple test conditions’ must first be met for OBC reservation.

    Earlier in March this year, Justice (retd) Ram Avtar Singh, who headed the commission, and four other members — retired IAS officers Chob Singh Verma, Mahender Kumar and former additional legal advisors Santosh Kumar Vishwakarma and Brajesh Kumar Soni — had met. The Chief Minister visited Urban Development Minister A.K. Sharma and submitted the report in the presence of officials of the Urban Development Department.
