    Assam Plans Panel To End Polygamy, Himanta Govt Explores Powers To Prohibit

    Assam Chief Minister Himanta Biswa Sarma said his government seeks to impose a ban on polygamy. The Assam government has decided to constitute an expert committee to explore the legality of the decision. The committee will examine whether the state legislature is empowered to impose a ban on polygamy in the state. "The Assam Government has decided to form an expert committee to examine whether the state Legislature is empowered to prohibit polygamy in the state. The committee will examine the provisions of The Muslim Personal Law (Shariat) Act, 1937 read with Article 25 of the Constitution of India, Vis-a-Vis the directive principle of state policy .The committee will engage in extensive discussions with all stakeholders, including legal experts, to arrive at a well-informed decision," the Assam CM wrote on Twitter.

    Sarma said the Assam government does not seek to go through the Uniform Civil Code (UCC) to outlaw polygamy but wants to end the practice under a state act. The panel is expected to discuss legal means for the purpose with experts to scrutinise the provisions of the Muslim Personal Law (Shariat) Act, 1937.

    Himanta Biswa Sarma’s intent to ban polygamy in the state comes after Assam launched a drive to end child marriage in the northeastern state under The Prohibition of Child Marriage Act (PCMA) and the Protection of Children from Sexual Offenses (POCSO) Act. Nearly 4,000 cases were registered against child marriage and over 3,000 people were arrested.

    In a reprehensible incident, reported from Nagaon district in Assam, two teenage boys were partially tonsured and paraded on the street in a humiliating manner by a mob on alleged theft charges.

    The incident is reported to have taken place in Goria Kawoimari area in Juria town of Nagaon district on Friday morning.

    According to available information, the two teenagers were allegedly caught stealing by people of the locality at around 12 am midnight and were held captive until Friday morning, when the reported parade took place.

    They two youths were allegedly tortured in captivity, during which their heads were partly shaved and black ink smeared on their faces. They were also garlanded with sandals and tin boxes and then paraded in the locality.

    Videos of the incident show the duo being paraded publicly in the area, while the mob surrounded them, hurling abuses at them as they walked alongside.

    What is even more surprising is that local police is not reported to have arrived at the scene till this report was made available. More details are being awaited.

    In yet another incident of moral policing reported earlier today, a young woman was badly beaten up by a mob of young men at Dumuni Ghat near Baksa.

    Reportedly a resident of Kajiamati village in Baksa, the victim was physically assaulted for reasons that are not clear till now. The video of the incident was widely circulated on social media with graphic images of the young girl being thrashed by the group.

    Such incidents of so- called moral policing, where people take the law into their own hands are occurring more frequently in Assam.

    Earlier, in an incident of moral policing on April 23, two young women were harassed by a group of people near the bridge of the Beki river on the National Highway 31 in Assam’s Barpeta Road.

    The women attacked by the mob were accused of carrying out immoral acts at a nearby dhaba and were subsequently subjected to verbal and physical assault.

    According to sources, the women were dragged out of the dhaba and subjected to verbal abuse and were even beaten by the public for carrying out immoral activities in the dhaba. The mob then proceeded to break into the dhaba and ransack the premises.

    A customer in the dhaba was even beaten up by the mob of men. Police picked up 11 of them for taking the law into their own hands.

    NALBARI: A young person in Bajali in Assam, is receiving acclaim for using his entrepreneurial talents to transform his interest into a full-time business opportunity.

    Three years ago, Sourav Jyoti Das, a native of Patacharkuchi in Bajali, began operating a poultry farm. Since then, Sourav’s company has grown, and he is now a successful businessman with 110 young people working for him on his chicken farm.

    He added, “I’m quite satisfied with my business, as opposed to remaining at home or working for certain private companies outside of our state. Our state would resemble Punjab and Uttar Pradesh if every young person enters this sector of agriculture.”

    It is very essential to be self-employed as it helps to reassure you that you may encourage yourself. Work enables you to feel proud and satisfied with yourself. Starting from paying bills and for leisure activities by working and earning money, employment is a beneficial thing in every person’s life. Even people with disabilities are increasingly visible in a variety of occupations across the community.

    The BJP government, both at the Centre and the state, is encouraging self- employment for the youth, instead of opting for only government employment or employment in the private sector, self employment does not only open up opportunity for making it big and earning big bucks, it also provides an avenue for giving employment to other people, both skilled and unskilled.

    AICC gen secy to visit Assam to oversee LS poll preparations

    GUHAWATI: AICC general secretary and Assam in-charge Jitendra Singh will visit Guwahati on Thursday to oversee preparations of the state Congress for next year’s Lok Sabha polls, a top party leader said.

    Singh will also be meeting other opposition leaders, Assam Pradesh Congress Committee (APCC) working president and MLA Jakir Hussain Sikdar said.

    ”Jitendra Singh ji and two other leaders will be coming here on a two-day visit on Thursday. They will be discussing the party’s preparations for the 2024 Lok Sabha elections,” he said.

    The Congress has three MPs from Assam in the current Lok Sabha.

    Sikdar said the AICC team will also hold constituency-wise discussions with local leaders.

    APCC president Bhupen Kumar Borah, Leader of Opposition in the Assembly Debabrata Saikia and other senior leaders will be present during the discussions, he added.

    Heroin worth Rs 6 crore seized in Assam, four arrested

    Guwahati (IANS) | About 1.2 kg of heroin worth Rs 6 crore was seized in two operations in Assam’s Karbi Anglong district and four persons were arrested in this connection. Based on a tip-off, a joint team of police and security forces launched an operation to foil a drug smuggling attempt in Lahorijan area of the district, a senior district police officer said on Thursday. The joint team intercepted a vehicle, which was believed to be coming from Manipur.

    During the search of the vehicle, we recovered more than 500 grams of heroin kept in 45 soap boxes, which were hidden in the secret rooms of the vehicle, the police officer said.

    Two people were caught during the operation. Police said they are originally from Manipur.

    Meanwhile, in another operation in Borpathar area of the district, about 700 grams of heroin, hidden in 44 soap boxes, was seized. Two people were arrested in Borpathar.

    PM Modi to inaugurate 3 medical colleges, AIIMS in Assam

    Guwahati (IANS) | Prime Minister Narendra Modi will inaugurate the campus of the All India Institute of Medical Sciences (AIIMS) in Guwahati as well as three medical colleges during his upcoming visit to Assam next week. Chief Minister Himanta Biswa Sarma gave this information on Sunday. PM Modi will also launch several projects, including the state government’s ambitious Ayushman Assam initiative.

    Speaking to mediapersons in Guwahati on Sunday, Sarma said: Three recently formed medical colleges – Nalbari, Kokrajhar and Nagaon have received the approval of the National Medical Commission (NMC) to start admissions to MBBS courses. The Prime Minister will virtually inaugurate three medical colleges from Guwahati on 14 April.

    The construction of AIIMS campus at Changsari near Guwahati has also been completed. The Prime Minister will also inaugurate the new campus.

    According to Sarma, there has been a substantial increase in medical seats in the state in the last few years and with the addition of three new medical colleges, the total admission capacity in MBBS courses in 12 medical colleges across the state has gone up to 1500.

    Sarma said, PM Modi will also introduce the Ayushman Assam scheme, which will offer 5 lakh health insurance to all families with ration cards. The Prime Minister will launch a project to distribute 1 crore 10 lakh cards. 27 lakh families will get Ayushman cards.

    In addition, PM Modi will officially launch a multi-specialty hospital and the Assam Advanced Healthcare Innovative Institute (AAHI), both of which will be located on the IIT Guwahati campus. The institute will use state-of-the-art technologies and will have a research institute, a post-graduate medical college and a 350-bed multi-specialty hospital.

    The Chief Minister said that this is the first of its kind collaboration between IITs and health professionals to produce indigenous equipment for public health.

    PM Modi is about to lay the foundation stone of a bridge over the Brahmaputra that will connect Sualkuchi to Palasbari area. The bridge will be constructed at an estimated cost of Rs 3,197 crore.

    Along with this, the Prime Minister will also inaugurate the newly established 500 tonne capacity methanol plant of Assam Petrochemicals Limited, Rang Ghar beautification project.

    The Assam government is also eyeing a Guinness Book record for the Bihu festival on April 14, where 10,000 artistes will perform. PM Modi will also participate in that program.

    JAMUGURIHAT: “Tinsukia town was the historical capital of the Matak king Swargadeo Sarbananda Singh. The Dibru-Shadia railway was established in 1884 which is located in the heart of the historic city. Tinsukia town has been deprived due to lack of proper planning and implementation of proper policies of urbanization even when we are celebrating Azadi Ka Amrit Mahotsav on the occasion of the 75th anniversary of India’s Independence,” said Tilak Chandra Handique, State patron of the National Human Rights and Crime Control Bureau (Assam).

    “The town has not been able to move forward properly despite the uplift of information and technology,” added the patron of the organization and retired employee of the Government of India who was involved in various literary and social fields.

    In a press release issued by Mrinmay Kr. Nath, State Media Officer of the organization, it was alleged that the residents of Tinsukia had always wondered whether they would be able to gain the attention of the authorities concerned or not. There are several colleges, schools and religious institutions in the busy town of Tinsukia but there are no well-planned parking places and inadequate streetlights in the district headquarters.

    Besides, the city has been playing a special role in the enhancement of the economy of the State by collecting a good amount of revenue. It is necessary to take measures to upgrade the town with befitting technology and modern town planning.

    The National Human Rights and Crime Control Bureau (NHRCCB) has urged the officials in charge of urban development and public representatives to take immediate and necessary steps in this regard.

    BARPETA: The new Director General, Dasho Pasang Dorji, Department of Law and Order, Ministry of Home Affairs Bhutan, and Dasho Tashi Penjore, outgoing Director General DLO, MHA Bhutan, and their team visited the Barpeta DC’s office on Wednesday. The team participated in an informal meeting with Aayush Garg, Deputy Commissioner of Barpeta, and Amitabh Sinha, Barpeta Superintendent of Police. The meeting was also attended by Nabajyoti Ojha, DDC Barpeta, Khanindra Das, ADC Barpeta, Lakhimi Dutta, ADC Barpeta, and other officers.     Guwahati (IANS) | A woman killed her husband over a family dispute in Bajali district of Assam. The police gave this information on Thursday. The incident is of Wednesday night. Police sources claimed that the accused, Juanita Bora, killed her husband Niranjan Bora with a sharp weapon.

    After committing the crime, Junita and her six-year-old daughter went to Bhawanipur police station, where the accused surrendered on Thursday morning. Police has started investigation by registering an FIR.

    The couple had been living at Juanita’s parents’ house in Bajali for the last 10 years after their marriage.

    Niranjan was a resident of Golaghat.

    Girl student strangled to death in Assam

    Guwahati (IANS) | An 18-year-old schoolgirl was stabbed to death by a youth in Assam’s Karimganj district. Officials gave this information on Saturday. After a dispute on Friday in Dalgram village of the district, the young man killed the girl child with a sharp weapon. Munwara Begum was a student of Higher Secondary (HS) at Kaliganj Public Higher Secondary School.

    Karimganj Superintendent of Police Partha Protim Das told reporters that on being informed by the locals, a police team reached the spot and recovered the girl’s body.

    “We have detained one Jaber Ahmed in connection with the incident,” he said.

    However, the weapon allegedly used in the crime is yet to be recovered.

    The girl was stabbed on her neck with a sharp weapon and she died on the spot, Das said.

    After the postmortem, the body was handed over to the relatives of the deceased.

    The incident is being investigated.
