  • Couple duped of Rs 3.7 lakh using Bescom bill

Couple duped of Rs 3.7 lakh using Bescom bill

BENGALURU: A famous city restaurateur and his wife were cheated of Rs 3.7lakh by online fraudsters claiming to be from Bescom. Diana D’Souza, the wife of Blaise D’Souza, said the fraudsters removed the money from their joint account in Yes Bank, and attempted to hack their Axis Bank account, but failed.

It started with a message on February 28, saying their Bescom bill payment had not been updated. “Dear customer, your electricity will be disconnected tonight at 9.30 pm as the previous month’s bill has not been updated,” read the message.

Diana then got a call from a person who introduced himself as Sharma. “He claimed to be a Bescom officer, and first asked for my number. He gave me the correct RR number of the bill and bank details. Then he hacked our joint account in Yes Bank and withdrew money,” she said.

“He then attempted to hack Blaise’s Axis Bank account. He withdrew Rs 11, and attempted to withdraw Rs 20,000, and again Rs 40,000, but was not successful because an alert manager blocked the transactions.”
Diana is surprised that despite reporting the case to cybercops, the conman’s mobile number 9046830414 is still in operation. ‘’Also, a second message came from another number, 8987904318,’’ she said.

The fraud is the latest in a string of similar cases in which conmen pose as Bescom officers and gain access to people’s accounts.

“The fraudster appears to have done complete homework on our account details and has the RR number of our domestic power connection. He also asked me which phone I use. Since I have an iPhone, he cut the call and called my husband Blaise D’Souza.’’ When Diana got suspicious, she tried to cut the calls but Sharma persisted and asked why she was cutting the calls.

Illegal mining: ED attaches assets worth Rs 5.21 crore

BENGALURU: The Directorate of Enforcement (ED), Bengaluru Zonal Office, has provisionally attached assets — six immovable properties owned by the accused persons — worth Rs. 5.21 crore in a case related to illegal mining under the provisions of the Prevention of Money-laundering Act (PMLA).

The case pertains to the trading of illegally mined iron ore by various traders. ED initiated an investigation under PMLA based on an FIR registered by the Special Investigation Team, Karnataka Lokayukta against Mineral Enterprises Ltd, unknown government employees and other unknown persons under various sections of the Mines & Minerals Development Regulation Act, 1957 and Prevention of Corruption Act, 1988, following directives of the Supreme Court.

“During investigation under PMLA, it has been noticed that iron ore have been illegally mined, transported and traded without valid permits which caused loss to the exchequer. It has also been noticed that the source of such illegal iron ore are two mines owned by SB Minerals having partners – BP Anand Kumar, Panduranga Singh and Gopal Singh, one mine owned by Shanthlakshmi and J Mithyleswar and another mine owned by Bharat Mines and Minerals having partners – BMM Ispat Ltd and Dinesh Kumar Singhi,” an official release read.

Earlier, the Supreme Court-appointed Centrally Empowered Committee (CEC), during its survey of mining leases in Karnataka, found gross illegalities/encroachment with respect to these four mines and kept them in C Category and on the recommendation of the CEC, the Supreme Court cancelled their licenses. “Investigation under PMLA has established that the accused persons have caused wrongful loss to the Government exchequer and corresponding wrongful gain to themselves. Further investigation is under progress,” the release added.

  • Piped gas accident due to compromised safety

Piped gas accident due to compromised safety

BENGALURU: The supply of piped gas to homes for cooking in the absence of strict adherence to standard operating procedures (SOPs) to ensure safety has made houses vulnerable to fire accidents.

The Thursday gas leak in HSR Layout, which injured two women, is an incident that has opened the eyes to this vulnerability — especially when cracks in the pipes are sealed without proper protocols being followed, as has been revealed to be the cause of this fire accident.

Although Gas Authority of India Limited (GAIL) has filed a complaint against Bangalore Water Supply & Sewerage Board (BWSSB) engineers over the incident, the latter said it will be asking GAIL for a list of locations where gas pipelines are passing through BWSSB manholes.

While GAIL has blamed BWSSB for not following SOPs, BWSSB officials said it was the first time such an incident had come to light wherein a gas pipeline passed through a manhole. Officials in the Infrastructure Development Department (IDD) and Urban Development Department (UDD) have said this raised concerns about the SOPs to be followed. “Using piped natural gas is the future and the government is working on this.

But such incidents do raise safety concerns. It is thus important that not just the citizens, but also the agencies and the contractors follow due safety procedures listed out,” said a UDD official.

‘Pipeline passing through manhole is dangerous’

“In this case, both the agencies (BWSSB and GAIL) are at equal fault and a detailed report will be sought from both,” the UDD official added. GAIL has been operating in Bengaluru since last eight years. They have laid around 2000 km of gas pipelines in the city connected to around 1.5 lakh homes, of which 67,000 are already using piped gas.

In 2019, when a major blast occurred inside a home in Agrahara due to a gas leak, the government had directed setting up SOPs to be followed, holding all civic agencies and GAIL responsible and parties to it. As per the SOPs, every digging work is to be undertaken, if there is a gas pipeline around it, GAIL has to be informed and involved in the work.

“In this case, we were not informed. This was the first mistake. The other was when a crack occurred in the gas pipeline, we should have been informed and let the crack be left open. The contractor should not have covered it with soil. This shifted the pressure of around 2-3 kg gas from one location to the nearest opening and that’s why the blast occurred. To avoid such incidents, citizens can also help by informing GAIL immediately, when they see any digging happening around any gas pipeline,” said a GAIL official.

Meanwhile, BWSSB Chief Engineer (South), Venkatesh SV, said they will be asking GAIL to give a detailed list and points of where their gas pipelines pass through manholes, or near manholes. “I have never come across a gas pipeline passing inside a manhole. This is dangerous. Both the parties are at fault,” he said.

The IDD official said the government was also writing to GAIL to undertake safety awareness campaigns. GAIL has also been directed to increase its staff strength for patrolling teams to immediately reach sites and take up self checks in the areas where digging and repair works are taking place.
