    TPSODL Deploys Mobile Substations In All Circles In Southern Odisha

    Berhampur: In a bid to implement innovative solutions to ensure reliable power supply to customers, Tata Power Southern Odisha Distribution Limited (TPSODL) has deployed mobile substations in all circles in southern Odisha.

    As per the provision, a 11/0.4 kV mobile substation would be deployed in each of six circles including Berhampur, City, Rayagada, Jeypore, Aska and Bhanjanagar.

    The mobile substations are compact plug-in substations with a distribution transformer, high- and low-tension protection devices, which are mounted on a mobile trolley. The substation can be moved quickly to restore the power supply during any exigency. It can be put into service within approximately 1.5 hours apart from the travel time.

    “Our continuous effort has been towards ensuring reliable power supply to our customers. These compact substations will be of immense help during peak summer as this helps in immediate power restoration. Our teams continue to innovate and introduce new ways and means to ensure robustness of power distribution in southern Odisha,” said Arvind Singh, Chief Executive Officer of TP Southern Odisha Distribution Limited.

    For its easy mobility, electrical service in case of faulty distribution transformer can be restored faster. The substation can be of immense help in case of emergency services to critical customers like hospital, water supply.

    In case of refurbishment of the DSS, mobile substations can be used to supply power to the customers. The substation is compact and help in immediate power restoration at the time of natural calamities. It can also be used in providing temporary power supply during project works.

    Bhubaneswar: Odisha continued to reel under hot and humid condition as 16 places in the state registered maximum temperature of 40 degree Celsius or more on Thursday.

    According to evening bulletin of the regional centre of India Meteorological Department (IMD) in Bhubaneswar, mercury crossed 41 degree C in as many as 9 places with Boudh and Jharsuguda recording highest day temperature of 43.4 degree C on the day.

    Sambalpur recorded 43.3 degree Celsius, followed by Hirakud with 42.3, Sundargarh 42.1, Rourkela 42, Angul 41.7, Sonepur 41.3, Balangir 41.2 and Titlagarh, Talcher and Nuapada 41 degree Celsius.

    The IMD forecast that there will be no large change in maximum temperature (day temperature) in next 3 days and rise thereafter across Odisha.

    Maximum temperature is very likely to be 40 degree C and above at a few places in interior Odisha during next 5 days. Hot and discomfort weather is very likely at a few places during the period.

    The Met office has advised the people to take precautionary measures while going outside in next 5 days.

    Bhubaneswar: IAS officer Siddhartha Das assumed charge as Director of Sports in Sports and Youth Services Department of Odisha government on Thursday.

    After taking charge as the Director, Das called on Tusharkanti Behera, Minister of Sports and Youth Services and discussed the focus areas for development of sports in Odisha.

    Later, he visited various facilities and High Performance Centres located at the Kalinga Stadium in Bhubaneswar and held discussion on the different activities and programmes with sportspersons and officials.

    Before the present posting, Das was working as Additional Secretary to Finance department with the additional charge of Additional Director in the Directorate of Treasuries and Inspection.

    Bhubaneswar: The city of Jharsuguda has been put under heavy security cover. As many as 19 platoons of Odisha Police, 300 OR constables, 150 home guards and about 100 officers have been deployed.

    As many as 25 mobile parties comprising paramilitary forces have been formed. Checking at the constituency’s entry points have been beefed up. The Odisha Chief Electoral Officer (CEO) Nikunja Bihari Dhal informed that voting to the Jharsuguda by-poll will begin at 7 AM on May 10.

    While briefing the media persons about the preparation and other details about the Jharsuguda by-election, the Odisha CEO informed that people can cast their votes with as many as 12 alternative photo identity documents (details given below).

    Preparedness for the Poll:

    All necessary preparedness for the Poll relating to Bye Election to 07-Jharsuguda A.C. has been completed. Polling Parties, EVMs, Election materials, Security arrangements – all are in place.
    Dispersal of Polling Party:

    Polling Party dispersal has taken place from Engineering School, Jharsuguda since today morning. Polling parties pertaining to 227 out of 253 booths (mostly the Rural and distant places) have been dispersed today. The rest 26 polling parties for the pink booths will be dispersed tomorrow.
    A total of 1012 Polling Officers are deployed at 04 per booth. About 96 Polling Officers (i.e. 24 Teams) are kept reserve. The Polling Officers have been duly trained and have been deployed after randomization.
    Restriction on Election Campaigns before 48 Hrs:

    Silent period will come into force from 6 PM of 8th May, 2023. Collector, S.P. and Returning Officer have been instructed to ensure that all Political party workers, Star campaigners and Candidates who are not voters of 07-Jharsuguda A.C, do leave the Constituency area during this period. All Community halls, Guest houses, Hotels are being checked thoroughly.
    Restriction on sale of Liquor:

    Dry day has also been declared w.e.f. 48 hrs. before the time fixed for Poll i.e. with effect from today evening 6 PM. Sale or distribution of liquors or the substances of similar nature in hotel, restaurants, shop or any other place are banned during this period.

    Other Restrictions :

    Exit Poll – No person shall conduct any exit poll and publish or disseminate the result of any exit poll during the period from 7.00 a.m. till 6.30 p.m. of Poll day (on 10th May, 2023). Violators shall be punished with up to 2 yrs. imprisonment or fine or both as per Sec.126 A of R.P.Act,1951.
    Opinion Poll – During the period of 48 hours preceding the hour fixed for the closure of Poll there is prohibition on display of results of Opinion Poll or any other Poll survey as per Sec.126(1) (b) of R.P.Act, 1951.
    During the silence period no outside political persons (who are not the voters of the constituency) will be allowed to stay within the AC as such they would vacate the constituency by 6.00 PM of today (i.e. 08th May, 2023).
    Canvassing – within 100 mtrs. of the Booth is an offence. Violators can be arrested without warrant u/s-130 of R.P.Act-1951.
    EVMs & VVPATs :

    All the EVMs to be used in the Poll have been commissioned in presence of Contesting Candidates.
    In case there is any defective EVM or malfunctioning EVM comes to our notice on the Poll day, guidance of Sector Officers or Trained Engineers shall be taken.
    In case of need, the EVM Unit(s) shall be replaced from the stock of Reserve EVMs available with Sector Officers.
    To attend to calls on exigency, there are 6 Trained Engineers from ECIL, Hyderabad who are deployed for the Poll day.
    Booth Details:

    Poll is going to be held in 253 booths in 197 locations.
    Voter Details:

    About 2,21,719 Voters are participating in the Poll which consists of 1,10,619 males, 1,11,037 females and 63 Trans genders and 249 service voter, 2534 PWD Voters.
    12 Alternative Photo Identity Documents:

    ECI has recommended for 12 alternative photo identity documents for Voters, who in the absence of their EPIC, can produce any of these to establish their identity –

    Pass books with photographs issued by Banks/ Post Office
    Health Insurance Smart Card issued by Ministry of Labour
    Driving Licence
    PAN Card
    Smart Card issued by RGI

    Facilities for Voters:

    Adequate publicity is being ensured for the voters. Basic minimum facilities like drinking water, light, ramp, approach roads, furniture etc. have been ensured in these booths.
    Help Desks are being opened by engaging BLOs on the Poll day to assist voters in identifying their names
    BLOs have distributed Voter Information Slips to all the voters prior to poll which contains their sl no. in the electoral roll and polling station details
    Posters on how to cast vote through EVMs and list of alternative identification documents will be pasted at each booth
    Braille Dummy Ballot papers have been made available with each Presiding Officer for helping visually challenged voters
    Poll day being declared as paid holiday for all the Govt. employees as well as private employees who are voters in the constituency.
    Voters are advised to come early to vote. In case some voters are found still in the queue at Poll closure time i.e. 6 p.m, slips will be distributed to them by Presiding Officers
    Special arrangement for P.w.D Voters :

    For transportation of PwD Voters from their houses to booth and back, 2539 Vahan passes have been issued. 118 Auto rickshaws have been arranged. Also ramps, separate queue, @ 2 Volunteers per booth with 253 wheelchairs have been arranged.
    Postal Ballot for absentee voters:

    330 Absentee voters in the category of senior citizen and PWD had obtained for postal ballot of which 321 have given vote for postal ballot and 3 are dead, 6 found absent after 3rd visit of the polling party.
    Model Booths & Pink Booths:

    40 Model Booths with facilities like Ramp, Temp. shed, separate queues, Drinking water, Volunteers for P w D and Sr. Citizens etc. will be operating on the Poll day. Similarly 26 Pink booths especially in urban areas totally manned by Trained lady Polling Officers will be opened.
    Critical Booths:

    Basing upon the field inputs, 116 Critical booths have been identified in 69 locations. Special arrangement has been done for such booths. In all 253 booths Web casting has been planned. 69 Micro Observers will be deployed and extra CAPF deployment will be done in appropriate locations. Political party have also given their worry list. Accordingly, the deployment have been planned.
    Law & Order:

    A total of 1814 Police personnel (including 155 Police Officers, 17 platoon of Armed Police, 323 Havildars/Constables and 205 Home Guards) and 07 companies of CAPF are being deployed for the Poll.
    CAPF is being deployed in 144 nos. of booths.
    Enforcement measures:

    171 licensed arms have been deposited in concerned police stations. 1903 persons have been booked under preventive sections of 107 & 116 Cr. P.C. 112 Non bailable warrants have been executed.
    About 7468.93 ltr. of liquor has been seized which is valued at Rs 7,75,345/-, cash seizure of Rs 2.00 lakh and gift & others valued Rs.3.48 lakhs which comes to total of Rs.13.24 lakh.
    M.C.C.:

    12 no. of complaints have been received from political parties which were sent to DEO for enquiry and in most of the cases after due enquiry action has been taken.
    During this period 09 cases of violation relating to during MCC and law and order have been brought to our notice. In all such cases FIRs have been registered against different persons. The Law and Order is fully under control. We are committed a free, fair and peaceful election on 10th May, 2023.
    Two Hourly Report on Poll Day:

    On the Poll day i.e. on 10th May, 2023, Mock Poll will start at 5.30 a.m. followed by Poll at 7.00 AM. Two-hourly voting turn out report will be released for information of public.
    Appeal to voters of the Constituency and Media

    As it is being experienced in earlier bye-elections media is always played a positive role in voter awareness and giving feedbacks regarding poll proceedings. We except the same from the media also and seek their cooperation.
    The Odisha CEO personally appealed to all voters of 07-Jharsuguda constituency to take active part in the democratic process and come out for voting.
    It is worth mentioning that, the assassination of Jharsuguda’s sitting MLA and Health Minister Naba Kishore Das has necessitated the bypoll. ASI Gopal Das opened fire at the minister at Gandhi Chhak in Brajarajnagar on January 29, resulting in the Minister’s death.

    Sonepur: Odisha Vigilance today arrested a Head Clerk along with another person for demanding and accepting undue advantage (bribe). The arrested persons have been identified as Siba Prasad Guru alias Bhikari Guru, the Head Clerk of the office of Sub-Registrar in Tarva of Sonepur district and Hemakanta Bishi.

    The vigilance sleuths arrested the duo for demanding and accepting undue advantage (bribe) of Rs 24,000 from a complainant through Bishi in order to process 6 nos. of sale deeds for registration of land of complainant and 5 others.

    Based on the complaint, a trap was laid today, wherein the accused were were caught by the team of Odisha Vigilance in the office room of Head Clerk while demanding and accepting the bribe.

    As per the direction of Guru, Bishi received the bribe amount from the complainant. The entire bribe money was recovered from the possession of Bishi and seized in presence of witnesses.

    Following the trap, simultaneous searches have been launched on the residential house of Guru located at Ghodaghatpada, Subarnapur and his office room.

    Both the accused persons were arrested and are being forwarded to the Court, said sources adding that in this connection, Sambalpur Vigilance PS Case No.11 dated 08.05.2023 U/s 7/12 Prevention of Corruption Amendment Act, 2018 has been registered and is under investigation.

    Bolangir: In a shocking incident, a girl has been dragged for as long as one kilometer in Bolangir district of Odisha on Tuesday, said reliable reports.

    According to reports, the man and his wife have been critically injured in the accident. The incident has been reported from Gaintala in Bolangir.

    Reports say that, a man, his wife and his daughter were traveling on a bike when a bus hit them near Gaintala in Bolangir.

    The daughter was allegedly run over by the bus and reportedly dragged by the vehicle for nearly one a kilometre. The man and his wife are said to be critical and have been rushed to the nearby hospital, said reports.

    Furthermore, the irate locals have staged a stage road blockade and vandalised the bus. The local police have reached the spot and detain the driver.

    In a shocking incident on May 1 in Delhi, a SUV was caught being driven with a man clinging on to the bonnet for around three kilometres here, police said on Monday.

    The incident, which was caught on camera, took place around 11 p.m. when the car was en route to Nizamuddin Dargah from Ashram Chowk. The victim, Chetan (30), a resident of Govindpuri, however, did not suffer any injuries.

    The video of the incident is also doing rounds on social media.

    Berhampur: In a shocking incident, a man from Haryana has been arrested for cheating in the defence exams in Gopalpur of Odisha, said reports.

    Reports say that, a 24-year-old man was arrested for allegedly using a Bluetooth device in an army recruitment examination in Odisha’s Gopalpur, police said.

    The accused has been identified as Vijay, a resident of Jind district of Haryana. Berhampur Superintendent of Police Saravana Vivek M said a Bluetooth device and SIM cards were seized from his possession.

    The exam was being held at Army Air Defence Centre at Gopalpur military station on Sunday. Reports say, he was caught by the invigilator and handed over to the police.

    Earlier in the year 2020 the Delhi High Court, while dismissing a petition filed by Delhi University student allegedly caught cheating during the examination, observed that “copying and cheating” in examinations is like a “pandemic which can ruin society and the educational system of any country”.

    “Copying and cheating in examinations is like the plague. It is a pandemic which can ruin society and the educational system of any country. If the same is left unchecked or if leniency is shown, the same can have a deleterious effect.

    For any country’s progress, the integrity of the educational system has to be infallible,” observed a single judge bench of Justice Pratibha M. Singh.

    The observation came in while the court was hearing a petition filed by Aarzoo Aggarwal, a final year student of B.A. (H) Economics at DU’s Daulat Ram College challenging the University’s order cancelling her examinations for the entire semester.

    DSP injured, 3 Maoists killed in police-mao face-off in Odisha

    Kalahandi: As many as three Maoists have been killed in an encounter with police personnel in Kalahandi district of Odisha on Tuesday. The incident took place in Taperenga-Ludengad forest under M. Rampur police limits.

    The police and the Maoists were involved in an exchange of fire during a combing operation. Sources said that one Deputy Superintendent Of Police (DSP) has also sustained critical injuries in the encounter.

    The DSP has been admitted to Bhima Bhoi hospital in Bolangir.

    It is worth mentioning that on May 7, 2023, two Maoists were killed in an exchange of fire with security personnel in Telangana’s Bhadradri Kothagudem district on the Telangana-Chhattisgarh border.

    The exchange of fire took place in the Puttapadu forest of Cherla mandal of the district. The deceased reportedly include IOS commander Rajesh of the Communist Party of India (Maoist).

    The incident occurred when personnel of Telangana’s anti-Maoist force Greyhounds were conducting combing operations in the forest. The Maoists came face to face with Greyhounds. When asked to surrender, the Maoists reportedly opened fire forcing the anti-Maoist force to retaliate.

    While two Maoists were killed, others managed to escape deep in the forest. There were no reports of any casualty among Greyhounds personnel.

    The exchange of fire occurred two days after Telangana Police chief Anjani Kumar warned the police force against complacency in tackling Maoists, especially in areas bordering neighbouring states having the Maoist presence.

    The Director General of Police (DGP) asked the police personnel not to lower their guard in the wake of killing of 10 security personnel and one civilian in a landmine blast in South Bastar of Chhattisgarh on April 26.

    Odisha: SLSWCA approves 11 projects with investment intents of Rs 2,840 Cr

    Bhubaneswar: The Odisha Government on Monday approved 11 projects with investment intents of Rs 2,840 crore in its 117th State Level Single Window Clearance Authority (SLSWCA) meeting under the chairmanship of Odisha Chief Secretary Pradeep Kumar Jena.

    The State Level Single Window Clearance Authority committee held today approved 11 industrial projects worth Rs 2840.73 crores that would generate 3721 employment opportunities for the people of Odisha. 9 of these proposals converted from the Companies that participated at Make in Odisha Conclave 2022 and showed investment intent in the state.

    The state government is working relentlessly towards converting these investment intents into ground reality. Projects spread across diverse sectors like aluminium & aluminium downstream, steel& steel downstream, chemicals & plastics, food processing & packaging, textiles & apparel, tourism and renewable energy received approvals. The approved projects will be set up across various parts of the state including Bolangir, Ganjam, Jagatsinghpur, Khordha, Mayurbhanj, Rayagada, Sambalpur and Sundargarh Districts.

    The SLSWCA approved the proposal of RCR Steel Works Private Limited, entailing an investment of Rs 896.98 crores. It proposes to set up a steel plant in Jamda, Mayurbhanj and is expected to provide employment opportunities to about 750 people in the state.

    The committee also approved the expansion proposal of Utkal Alumina International Ltd at Rayagada district and Hindalco Industries Limited at Lapanga, Sambalpur, which promises cumulative investment of nearly INR 1000 crores and is expected to provide employment opportunities to over 500 people in and around of these districts.

    The SLSWCA also approved the project proposal of Mahindra Holidays and Resorts India Ltd. to set up a resort at Somolo Island, Chilika Lake in the Ganjam District with an investment of Rs 228.45 Crores. This project is expected to further strengthen Odisha’s position in the Tourism Map of India.

    In the chemicals sector, the committee gave a nod to a project, by Ion Exchange (India) Ltd. With an investment of Rs 303 crores, company proposes to set up a Manufacturing unit of 25000 MT Water Treatment Chemicals & 30000 MT Monomer and Polymers in Paradip, which will provide employment opportunities to over 150 people of Odisha.

    In the textiles and apparel sector, Indian Stitches Private Limited is setting up a fabric processing plant with an investment of INR 100 crores, generating employment opportunities for over 1000 people in the state.

    In the food processing sector, the project proposal of Taj SATs Ltd to set up food processing and packaging units in Khordha was approved. The project comes with an investment of Rs 51 Crores and potential employment for 200 people.

    Bhubaneswar: At a time when the India Meteorological Department (IMD) has predicted a low-pressure area over the Southeast Bay of Bengal and adjoining South Andaman Sea, heat wave has returned to Odisha as 14 places of the State witnessed temperature above 40 degrees Celsius on Monday.

    According to the regional centre of the IMD in Bhubaneswar, Boudh witnessed today’s highest temperature of 42 degrees Celsius.

    Boudh was followed by Jharsuguda, where the people sizzled at a temperature of 41.6 degrees, while Sambalpur and Rourkela reported 41.6 and 41.4 degrees Celsius respectively.

    Likewise, Angul recorded 41.1 degrees Celsius, Sundargarh boiled at 41 degrees Celsius today. The other places where, the day temperature soared above the 40 degrees Celsius temperature mark today are Talcher (40.8), Balangir (40.5), Jagatsinghpur (40.5), Chandbali (40.2), Titilagarh (40), Sonepur (40), Niagara (40), Kendrapara (40).

    The capital city of Bhubaneswar reported temperature of 38.2 degrees Celsius while in Cuttack the temperature touched to 39.5 degrees Celsius.

    Hirakud witnessed 39.9, Bargarh 39.5, Nuapada 39.4, Bhawanipatna 39, Deogarh 39, Malkangiri 39, Dhenkanal 38.1, Jajpur 38, Phulbani 37 9, Bhadrak 37 and 37.2 in Parlakhemundi.

    Likewise, five places namely Baripada, Chhatrapur, Khurda, Balasore and Keonjhar recorded 37 degrees Celsius.
