In fact, on 9 September 2021, on the morning of Teej, there was chaos in the entire district due to three simultaneous murders. A headstrong lover had killed a widow, her innocent child and father-in-law. The accused in the case has been sentenced to life imprisonment by the Ambikapur district court.

    Actually, this whole matter is related to Udaynagar police station area of Ambikapur district. Three dead bodies were found on the morning of 9 September in Chattipara of Langa village. All three were from the same family. The dead body of Kalavati Sirdar was found inside the house. While the body of Chandrika Sirdar, the woman’s son, was found 30 meters away from the house. The dead body of Medhuram Sirdar (father-in-law of the woman) was lying at some distance from the house. This triple murder case that happened on the morning of Teej had surprised everyone.

    As soon as the information about the incident was received, senior police officers reached the spot. Police arrested the accused youth within 12 hours after investigation. During interrogation, the accused confessed to the crime. In the investigation of the police, it was revealed that the accused is a resident of Langa village. He loved Kalavati one-sidedly. The accused wanted to have an illegal relationship with the woman.

    The accused suspected that the woman was having a love affair with someone else. For this reason, he reached her house on the night of 8 September. Opened the door. The deceased was already acquainted with the accused. So he opened the door. After that an argument started between the two. Meanwhile, the accused attacked the woman with a knife. When the woman tried to escape, the knife went and hit her 10-year-old son Chandrika Sirdar. The child ran away screaming after being stabbed. After that, the accused killed the widow woman by slitting her throat with a knife.

The preparation for implementing the ANPR (Automatic Number Plate Recognition) e-detection system on various routes in the state has been completed. This system will enable automatic fines for vehicles without fitness and tax when they pass through the roads. The inauguration of this system will take place at the earliest.

    Under the guidance of Chief Minister Bhupesh Baghel and Transport Minister Mohammad Akbar, the implementation of transportation facilities in the state is being carried out smoothly according to their directions. In light of the high number of fatalities in road accidents, the Chief Minister instructed to take appropriate action to reduce such incidents in the state. One of the major causes of road accidents is the heavy vehicles plying on roads without fitness certificates. To reduce the number of accidents caused by unfit vehicles, the Transport Department in the state is installing ANPR cameras on various routes, which will automatically detect and issue fines for vehicles without fitness and tax.

    According to the information received from the Transport Department, ANPR cameras have been installed at a total of nine locations on various routes in Chhattisgarh in the first phase to track vehicles. These cameras have been integrated with the vehicle software and e-detection system of the Transport Department. The first phase of implementing the ANPR e-detection system has been initiated at the following locations including Mahasamund Basna Padampur Road, Saraipali Sarangarh Road, Jairam Nagar Masturi Road, Raipur Abhanpur Bharengabhata, Pathalgaon Ambikapur Road, Dongargarh Rajnandgaon Road, Raigarh Tendubhata, Raigarh Saria, and Nagri Road. Furthermore, efforts have begun to collect data from mining and industrial areas using ANPR cameras, and soon the Transport Department will start receiving records of vehicles passing through these locations through the ANPR system.

    In this system, vehicle information will be obtained through the Automatic Number Plate Recognition (ANPR) camera, and when a vehicle passes through the road, its images will be captured. If a vehicle does not possess the required legal documents, its record will be retrieved from the database, and an automatic e-challan will be generated through the e-detection portal. The challan will be sent to the mobile of the vehicle owner via SMS, and until the owner pays the fine, all works related to that vehicle will be restricted in all RTO offices.

    Transport Secretary Shri S. Prakash has appealed to vehicle owners to ensure that all necessary documents of their vehicles are up to date. Having all the documents complete is essential for the safety of the vehicle owners and other people.

    Transport Commissioner Shri Dipanshu Kabra has appealed to vehicle owners to keep their vehicle documents updated to avoid fines for fitness, tax, insurance, and Pollution Under Control (PUC). Following the recommendation of the Supreme Court Committee on Road Safety (SCCORS), the government has made the policy decision to implement e-detection. Recently, Shri Sanjay Mittal, the Secretary of the Supreme Court Committee, visited some districts and reviewed the corrective measures taken to reduce road accidents in the state. He issued directives to penalize vehicles operating without fitness and insurance.

    It is mandatory to have valid documents such as tax payment, registration certificate, fitness certificate, permit (for commercial vehicles), insurance, and Pollution Under Control (PUC) certificate. Additionally, all vehicle drivers must possess a valid driving license. Fitness and a permit are not required for personal vehicles.

    Based on sample data, it has been observed that a significant number of vehicles are being operated without valid documents. Specifically, heavy goods vehicles, which are required to have fitness certificates, are being found in operation without the necessary fitness certification and without paying taxes. These vehicles not only increase the probability of road accidents but also give rise to issues during insurance claims.
