Former Union Law Minister also opposed the ordinance: Kejriwal

New Delhi (IANS). Delhi Chief Minister Arvind Kejriwal has once again attacked the Center saying that former Union Law Minister Ashwini Kumar has also opposed the ordinance.

On Tuesday, Kejriwal attached a newspaper column written by the former Union Minister on Twitter and said that while probing the Centre’s ordinance, former Law Minister Shri Ashwini Kumar says, “Parliament’s concurrent legislative power has been exercised for a long time by the GNCTD.” The legislative and executive control recognized from time immemorial cannot be exercised to weaken it over matters originally within its purview.

On May 19, the Center issued an ordinance for transfer and posting of IAS and DANICS officers in Delhi, a move the AAP government termed as a violation of the Supreme Court’s judgment on deregulation of the services.

AAP has also sought the support of opposition parties that they will not support the ordinance if it is brought in the Rajya Sabha as a bill.

Kejriwal has met several opposition leaders to seek their support against the Centre’s ordinance.

Kejriwal’s allegation, BJP wants to grab Delhi through ordinance

New Delhi (IANS) | Delhi Chief Minister Arvind Kejriwal on Tuesday alleged that the BJP was trying to capture Delhi through the ordinance. Kejriwal criticized the central government for its ordinance and misuse of the recently established National Capital Civil Services Authority (NCCSA).

Kejriwal said that this ordinance puts the officers above the ministers, the chief minister and the cabinet.

He said that its most dangerous thing is that now the final decision in every department will not be taken by the minister but by the secretary of the department. The Secretary can overrule the decision of the Minister. In addition, the Chief Secretary will be placed above the cabinet, giving him the authority to determine which decisions made by the cabinet are correct.

Kejriwal also alleged that two officials have been appointed above the chief minister in a clear attempt to subvert the will of the people, to reverse the decisions in the NCCSA.

No proposal can be brought in the cabinet without the consent of these officers, Kejriwal alleged. The move effectively places all decision-making power in the hands of officials under the direct control of the central government.

Kejriwal also claimed that the NCCSA is a farce, as the decisions to be taken under it are already decided by the Centre, which despite facing defeat in the assembly polls in Delhi through this body in a ‘cunning’ manner. is trying to grab.

We need to first understand what the Center is trying to do through this ordinance, he said. After losing the assembly elections in Delhi thrice in a row, the BJP-led central government is now trying to capture the city through this ordinance.

Kejriwal said the provisions of the ordinance empower government officials to overrule cabinet decisions.

The CM said, the central government has included several provisions in this ordinance, through which the government officer appointed by it reviews every decision made by the elected government of Delhi.

The Chief Minister said, now a government official will also review the decisions of the Delhi cabinet. Therefore, in each department of the government the officer appointed by the center, and not the minister, would be the supreme authority.

Delhi’s AQI improves, PM level down by 30%: Kejriwal

New Delhi (IANS) | Chief Minister Arvind Kejriwal on Monday claimed that his government has been successful in bringing down the city’s PM level by nearly 30 per cent, thereby improving the air quality from ‘poor’ to ‘good’. The Chief Minister was speaking on the occasion of World Environment Day. In the last seven years, there has been a significant reduction in pollution levels and poor air quality, benefiting the residents.

Kejriwal said, there are two types of pollution, PM 2.5 and PM 10, both of which contribute to poor air quality. We have seen a 30 percent reduction in both these pollutants in the last seven years. In 2016, Delhi was engulfed in smog for 26 days and it was almost impossible to breathe. In 2022, there were only six days with poor air quality. I am confident that in future, Delhi will not experience any day with poor air quality. ,

He said that in 2016, there were 109 days with good air quality, which he called good days. However, in 2022, there were 163 such days when the air quality was good.

In 2016, we had 100 days with a ‘good’ air quality index, while in 2022, we will have 163 ‘good’ days, he said. We are making continuous efforts to improve the air quality.

Kejriwal said that dust is also a big contributor to air pollution. He announced plans to introduce mechanical sweeper system for vacuum cleaning of Delhi roads. Additionally, all the roads in Delhi will be cleaned with water every week, making them comparable to the roads in European countries.

The Chief Minister spoke about a mobile application called ‘GreenApp’, through which anyone can register complaints related to pollution. He told that the Delhi government has received 58,000 complaints through this app, out of which about 90 per cent have been resolved.

He further said that the government in Delhi is committed to build 380 lakes with the aim of making it a city of lakes. At present, the work of 26 lakes has been completed.

He said, I visited Dwarka lake. The ground water level has risen by about five metres. Now we can use ground water for drinking purposes.

Detention of wrestlers highly condemnable: Kejriwal

New Delhi (IANS) | Delhi Chief Minister Arvind Kejriwal on Sunday condemned the police action against the wrestlers. Wrestlers have accused Wrestling Federation of India (WFI) chief Brij Bhushan Sharan Singh of sexual harassment and have been staging a sit-in at Jantar Mantar since April 23. Kejriwal to meet leaders of opposition parties to garner support against Centre’s ordinance

New Delhi (IANS) | Delhi Chief Minister Arvind Kejriwal on Tuesday said he would tour the entire country against the ordinance brought in to take away services in the national capital from the control of the state government. Kejriwal tweeted and said, from today I am going across the country for the rights of the people of Delhi. The Supreme Court passed the order after years and did justice to the people of Delhi, giving them their rights. But the central government took away all those rights by bringing an ordinance. When this law comes to the Rajya Sabha, it should not be allowed to be passed under any circumstances. Will meet presidents of all political parties and seek their support.

After meeting Bihar Chief Minister Nitish Kumar and Deputy Chief Minister Tejashwi Yadav on Sunday, Kejriwal had said that he would meet West Bengal Chief Minister Mamata Banerjee.

On Monday, the Congress also said that it has not taken any decision on the issue of the ordinance brought against the Supreme Court verdict and said it will consult its state units and other like-minded parties.

The Central Government has brought an ordinance to set up a permanent authority to be known as the National Capital Civil Services Authority which will be headed by the Chief Secretary of Delhi along with the Chief Minister of Delhi. This authority will recommend to Delhi LG in transfer posting and other relevant matters. However, the decision of LG will be final.
