    Draft of Uttarakhand Uniform Civil Code ready, will be handed over to CM Dhami soon

    Dehradun (IANS). The draft of the Uttarakhand Uniform Civil Code has been prepared by the expert committee. The committee announced during a press conference in Delhi that the draft has been prepared and will be submitted to the state government soon. The committee has prepared the draft on the basis of 2 lakh 31 thousand suggestions.

    Justice (retd) Ranjana Prakash Desai, chairperson of the committee, held a press conference after the Uniform Civil Code was drafted for Uttarakhand. Ranjana Desai said that the Law Commission is already considering working on this issue. The report of the expert committee along with the draft code will be printed soon and submitted to the Uttarakhand government.

    Custom practice in Uttarakhand has also been given a place in it. Most importantly, the committee has also studied the practice being followed in different states of the country. Similarly, there are laws like this in foreign countries, that was also studied.

    Justice Ranjana Desai said that the committee has taken the opinion of politicians, ministers, legislators and general public of Uttarakhand. Only after that the draft of the Uniform Civil Code has been prepared.

    Earlier on June 2, Justice Ranjana Desai and members of the committee that drafted the UCC for Uttarakhand had met Law Commission Chairman Justice (Retd) Rituraj Awasthi and members KT Sankaran, Anand Paliwal and DP Verma. At that time Justice Ranjana Desai had said that the Law Commission is considering working on this issue. The subcommittee itself held 143 meetings in the state. The committee held 63 meetings, 20,000 people have also been met. And, their suggestions have been taken.

    Please tell that on May 27, 2022, the state government had issued a notification for the formation of the committee. On June 30, 2023, the committee has completed the work of making the draft. The state government will get the draft soon. As you are aware, the Government had constituted an Expert Committee to examine the various existing laws regulating personal civil affairs of the residents of Uttarakhand.

    The notification in this regard was issued on 27th May 2022 and the terms of reference were notified on 10th June 2022. The first meeting of the committee was held on 4 July 2022. Since then the committee has met 63 times. A sub-committee was constituted last year to elicit public opinion by inviting written submissions as well as organizing public dialogue programmes. The sub-committee started its public outreach program from the border tribal village Mana and visited 40 different places covering all the districts of the state, culminating in a public discussion on 14 June 2023 in Delhi.

    Uttarakhand Chief Minister Pushkar Singh Dhami says that the committee, taking the draft of the UCC, went among the people and worked for more than a year. The committee spoke to more than 2 lakh people, several stakeholders, organizations and intellectuals. The draft will be received by the government soon. After this the government will take further action. The state also has the support of the central government.

Elections are proposed in the bodies in the month of November. There are 103 municipal bodies in the state, out of which elections are proposed in 97.

    Uttarakhand fodder policy is being proposed to reduce the workload of women along with availability of green and dry fodder for livestock throughout the year and increase in livestock production in the state of Uttarakhand. At present, there is a shortage of 31 percent in green fodder and 17 percent in dry fodder relative to the requirement. The shortage of fodder is met mainly by wheat straw coming from Punjab and Haryana. Due to the geographical structure, the state is a disaster prone area, due to which the availability of fodder keeps getting hampered. For the implementation of the fodder policy, work will be done in coordination with Animal Husbandry Department, Cooperative Department, Milk Development Department and other sources like REAP etc. and the arrangement of funds in the scheme will be done through various schemes and other schemes of the Government of India in addition to the state share. . For adequate availability of green fodder in the state, it is proposed to increase green fodder production by distributing 13,300 improved varieties of fodder seeds to cattle rearers, increasing silage manufacturing capacity by 25 thousand metric tons, distribution of chaff cutters to cattle rearers and promotion of silvipasture. 53400 MT dry fodder and 1125300 MT green fodder in the first year, 20 thousand MT dry fodder and 19 thousand MT green fodder in medium term (01 to 03 years) and 01 lakh MT green fodder production in long term (03 to 05 years) will increase . If the Uttarakhand Fodder Policy, 2023-28 is implemented, out of total 31 percent shortage of fodder, 2352 percent shortage will be removed. At present, to increase the availability of dry fodder in the state by setting up an FPO, buying additional 5000 metric tonnes of crop residue from the members of the Milk Producers’ Committee, for easy transportation of straw, the help of public, cooperative and private sector in nearby straw surplus state Haryana or Punjab. It is proposed to set up a 20,000 metric ton densified straw unit. In order to increase the straw storage capacity in the state, it is proposed to construct 10 straw storage houses through various means and to increase the storage capacity of silage in addition to compact feed blocks in fodder banks established in the state. Out of the total proposed expenditure of Rs.13655.00 lakhs, Rs.2367.00 lakhs from JICA-NPDD, Rs.225500 lakhs from REAP, Rs.2000.00 lakhs from NABARD and Rs.6683.60 lakhs from state sector will be spent through the above schemes. In the state sector, schemes worth Rs 3110.00 lakh are already valid. In this way, in the Uttarakhand Bara Policy, 2023-28, there will be an additional requirement of Rs 3573.00 lakh in the state sector. Approval of Uttarakhand Fodder Policy 2023-28 for establishment of Corpus Fund / Parikrani Nidhi for uninterrupted supply of fodder in the state in case of natural calamity and emergency in fodder policy.
