    Law to protect lawyers from attacks: CM Siddaramaiah

    Chief Minister Siddaramaiah on Saturday assured a delegation of advocates that the government will consider enacting a law to protect lawyers from physical attacks.

    Siddaramaiah met a delegation of advocates led by Karnataka State Bar Council Chairman H L Vishal Raghu.

    A similar legislation has already been implemented in Rajasthan and the Karnataka government will study it before enactment here, Siddaramaiah said.

    Earlier this year, the then BJP government introduced the Karnataka Prohibition of Violence Against Advocates Bill in the Assembly. Then chief minister Basavaraj Bommai had promised the Advocates’ Association that the Bill would be tabled.

    Any person committing an act of violence against an advocate would face imprisonment ranging from six months to three years and a fine up to Rs 1 lakh, the Bill tabled by the BJP proposed.

    5 flagship guarantees to be rolled out in 3 months: CM Siddaramaiah

    Chief Minister Siddaramaiah said his government will implement the five flagship guarantees in a phased manner over the next three months amid mounting pressure for their roll out.

    The Cabinet greenlighted the schemes’ roadmap on Friday, presenting Siddaramaiah, also the finance minister, a tough fiscal challenge as he has to mobilise a whopping Rs 53,000-Rs 61,000 cr to execute them.

    Gruha Jyoti, Gruha Lakshmi, Anna Bhagya, Shakti and Yuva Nidhi will be implemented in the current fiscal year, Siddaramaiah said at a packed news conference after chairing a special Cabinet meeting on the guarantees that propelled the Congress to power. 

    The schemes will also cover transgenders, he added. 

    Siddaramaiah said he and his deputy DK Shivakumar had signed guarantee cards that were distributed to voters before the May 10 Assembly polls.

    “Opposition parties criticised us even before implementation. The Cabinet meeting was specially called to discuss the implementation of the five guarantees. We discussed it at length,” the CM said. 

    Shivakumar described the Cabinet decision as “historic” and “huge” while insisting that the Congress had kept its promise. “This is the land of Basavanna where one walks the talk,” he said. 

    Asked about the financial implications of the guarantees, Siddaramaiah declined to comment. “I’ll provide those details later,” he said.  

    In July, Siddaramaiah is slated to present a record 14th budget as finance minister. 

    According to one official estimate, the cost for rolling out Gruha Lakshmi is approximately Rs 30,000 crore (1.2 crore women). Similarly, Gruha Jyothi  will cost Rs 15,000 crore (1.4 crore households), Anna Bhagya Rs 1,000 crore (1.31 cr families), Shakti Rs 4,000 crore and Yuva Nidhi Rs 2,000 crore (about 5 lakh youths), respectively. 

    Sources in the finance department said the government is broadly looking at additional borrowings and rationalising expenditure by cutting funds to or shutting down a few projects started by previous governments. 

    While Siddaramaiah explained the modalities, the government is likely to issue detailed guidelines on rolling out the schemes. 

    Under Gruha Jyothi, for example, there is no clarity on whether or not consumers have to pay fixed charges and taxes. Another ambiguity is that there are 2.14 crore domestic power connections against 1.6 crore families. “We need to rationalise this,” a senior official said.

    Karnataka portfolios finalised as CM Siddaramaiah keeps IT/BT, DK Shivakumar gets Irrigation, Bengaluru development

    The final list of portfolios was notified towards midnight Sunday with Chief Minister Siddaramaiah retaining the IT/BT department due to a tug-of-war between two lawmakers who wanted it.

    The final list of portfolios was approved by Governor Thaawarchand Gehlot, but not before Siddaramaiah was forced to make multiple changes under pressure from ministers.

    Initially, MB Patil was given the IT/BT portfolio along with Industries. In a subsequent revision, IT/BT went to Priyank Kharge along with Rural Development & Panchayat Raj. Apparently, Patil opposed this saying he is keen to take up IT/BT. For now, Siddaramaiah has kept IT/BT with himself and it is likely that he will allocate it to Patil later on.

    Similarly, there was some back-and-forth with the Kannada & Culture portfolio. Initially, it was given to B Nagendra who scoffed that he is not even a native Kannada speaker. The portfolio has now been given to Shivaraj Tangadagi. As demanded by Nagendra, a Valmiki, he got the ST Welfare portfolio along with Youth Empowerment & Sports.

    Also, Deputy Chief Minister DK Shivakumar has been given Bengaluru City Development. He is the fourth successive non-Bengaluru lawmaker to oversee the city’s affairs.

    During the JD(S)-Congress coalition, the then Deputy CM G Parameshwara (Koratagere) was the Bengaluru minister. When the BJP came to power, BS Yediyurappa (Shikaripura) kept Bengaluru with himself. Then, Basavaraj Bommai (Shiggaon), too, followed suit.

    Parameshwara is the home minister, a job he had between 2015 and 2017.

    Guarantee-linked portfolios

    Ramalinga Reddy is the transport minister to oversee the fulfillment of the Congress’ promise of free bus travel to women (Shakti). He was unhappy with the transport portfolio but was convinced after he was given Muzrai as an additional responsibility.

    Siddaramaiah’s aide KJ George will head the energy department, which is under pressure to provide 200 units of free power to all households (Gruha Jyoti). Senior leader KH Muniyappa is in charge of the food & civil supplies department under which comes the Anna Bhagya promise of 10 kg free rice to every BPL member.

    Shivakumar’s aide Laxmi Hebbalkar is heading the women & child development department that is working out details to give Rs 2,000 per month to all woman head of households (Gruha Lakshmi).

    For the unemployment allowance (Yuva Nidhi), Santosh Lad is the Labour minister, and Dr Sharanaprakash Patil the skill development minister.

    It is said that there was some resistance among lawmakers in taking up guarantee-linked portfolios.

    A three-year-old boy died and about 30 people took ill after allegedly drinking contaminated water in Raichur district, following which Karnataka Chief Minister Siddaramaiah on Sunday instructed officials to take immediate measures, including ensuring proper treatment to those hospitalised and providing compensation to the family of the deceased child. The incident took place at Rekalmardi village in Devadurga taluk of Raichur district, on Friday, official sources said.

    As people complained about suffering from diarrhoea and vomiting, some were shifted to the Arakera Community Health Centre in Devadurga and the Raichur Institute of Medical Sciences (RIMS). The affected people are said to have consumed water from an unclean water tank, according to sources. There are also reports that sewage water got mixed with drinking water due to a leakage in the pipeline.

    According to the Chief Minister’s Office, after receiving information about the incident, CM Siddaramaiah spoke to the CEO over the phone and directed him to take immediate action to supply clean drinking water. The chief minister has instructed officials to take immediate measures for proper treatment of the people who fell ill and also directed the Zilla Panchayat Chief Executive Officer to provide compensation to the family of the deceased.

    Taking serious note of the reports of people getting sick after drinking contaminated water in the villages, he asked officials to investigate the incident and submit a report. Some of the instructions given by the CM to officials are: to immediately visit the place and conduct a comprehensive inspection, send the water samples to the lab and get a report right away; based on the report, conduct a thorough health checkup of the villagers and provide necessary treatment.
