    The Supreme Court on Monday deferred the oath-taking ceremony of DERC chairperson-designate Justice (retd) Umesh Kumar and sought responses from the Centre and the office of the Lieutenant Governor on a plea of the Delhi government challenging the law governing such an appointment.

    “The administering of oath to the former judge of Allahabad High Court (as DERC chairperson) stands deferred,” said a bench comprising Chief Justice D Y Chandrachud and Justice P S Narasimha.

    Delhi government aims to create 6L job opportunities

    New Delhi: The Delhi government has announced plans to create a staggering 600,000 job opportunities by embarking on an ambitious project to redevelop non-conforming industrial areas.

    Delhi Chief Minister Arvind Kejriwal expressed his determination to transform all 26 non-conforming industrial areas into recognized conforming industrial areas through a comprehensive redevelopment plan.

    During a high-level meeting held on Wednesday, Kejriwal stated that the redevelopment of these non-conforming industrial areas was crucial for the growth and progress of Delhi’s industrial sector.

    “Once the redevelopment is complete, these areas will be accorded the coveted Conforming Area status, providing a conducive environment for businesses to thrive. Recognizing the financial burden associated with formulating the layout for these areas, the Delhi Government has taken a proactive step by shouldering 90 per cent of the costs, with only 10 per cent of the expenses being borne by the industries,” Kejriwal said.

    The Delhi Government has said that it is firmly committed to the revitalization of Delhi’s industrial landscape, fostering economic growth, and generating employment opportunities.

    During the review meeting, officials from the Department of Industries explained that, as per Delhi’s Master Plan, the demarcation of land for residential, commercial, and industrial use is the responsibility of the Delhi Development Authority (DDA).

    However, when the expansion of residential, commercial, and industrial activities took place in Delhi, the DDA could not keep up with the pace of development.

    As a result, unauthorized colonies began to emerge due to the unavailability of residential colonies in Delhi. The land use in Delhi started to deviate from the Master Plan for other purposes. Industrial clusters were not created in a timely manner by the DDA, leading to the emergence of illegal or non-conforming industrial areas.

    Currently, more than 70 per cent of the land is being used for industrial activities, known as non-conforming industrial areas.

    Delhi Govt Denies Harassment Charge By Officers, Targets LG For ‘dirty Politics’

    The Delhi government on Sunday accused Lieutenant Governor V K Saxena of indulging in “dirty politics” while asserting that the complaints filed by some officers alleging harassment by the AAP dispensation are “absolutely fake”.

    Officials in the LG Office on Saturday claimed that eight officers posted in the Delhi government and the Municipal Corporation of Delhi (MCD) have alleged “blatant harassment” by the Arvind Kejriwal dispensation.

    They said two complaints were received earlier this year and six were received after May 11 — the day the Supreme Court granted control of services, except police, land and public order, to the elected government in Delhi.

    In a statement, the Delhi government said, “They are absolutely fake complaints. The LG is indulging in dirty politics to divert attention from the public uproar against the Central government’s direct attack on the judiciary by reversing a Supreme Court constitution bench order through an ordinance.” Five IAS officers are among those who have complained against the AAP government. These are Chief Secretary Naresh Kumar, former Services secretary Ashish More, Special Secretaries Kinny Singh and Y V V J Rajasekhar, and Power Secretary Shurbir Singh, according to the LG Office officials.

    Anti-Corruption Branch head Madhur Verma, Chief Assessor and Collector in MCD’s House Tax Department Kunal Kashyap, and Services Department Deputy Secretary Amitabh Joshi are also among the complainants.

    There has been a growing discord between bureaucrats and the AAP dispensation in Delhi since the May 11 Supreme Court order.

    Hours after the apex court order, Ashish More was removed as the Services secretary.

    Delhi Services Minister Saurabh Bharadwaj had also alleged on Friday that Chief Secretary Kumar had issued a death threat to him on May 16.

    Kumar, however, claimed in a letter to the LG that the allegations were an after-thought of Bharadwaj to save himself following his alleged misconduct with the officers of the Services Department.

    How can the Constitution Bench of the Supreme Court be nullified by ordinance, Singhvi asked. “Basis of Constitution Bench was federalism; critical, unique, NCT status under 239AA not being a mere UT; autonomy of elected govt; CS to be accountable to elected govt…none can be changed by Ordinance,” the senior advocate asked.

    Delhi Government Launches Action Plan To Combat Air Pollution During Summer Months

    Delhi Chief Minister Arvind Kejriwal on Monday launched an action plan to combat air pollution during the summer months with a focus on controlling dust pollution.

    The Delhi government already has a winter action plan to curb air pollution. The winter plan focuses on stubble burning, firecracker pollution and industrial and vehicular emissions.

    The summer plan involves the participation of 30 government departments. The primary focus of the action plan is on dust pollution, which has been a major contributor to the city’s worsening air quality, Kejriwal said during a press conference.

    “To tackle this, the government has procured 84 mechanical road sweeping machines, 609 water sprinklers and 185 mobile anti-smog guns. Additionally, 70 integrated road sweeping machines and 250 integrated water sprinklers are being procured to improve the situation further,” he said.

    Patrolling teams have been set up to check dust pollution, open burning of garbage and dumping of waste in industrial areas.

    The government will deploy 225 and 159 teams during days and nights, respectively, to monitor dust pollution in the city.

    Real-time source apportionment studies will be conducted at 13 air pollution hotspots and a mobile air lab deployed at each of these locations.

    Construction sites larger than 500 square metres will be closely monitored to check dust pollution.

    The government has prepared a standard operating procedure to prevent fire incidents at landfill sites. A plan is also being prepared for the scientific disposal of industrial waste, the chief minister said.

    Kejriwal added that a special team is being set up to improve the survival rate of transplanted trees.

    Air pollution has come down by 30 per cent between 2016 and 2022 and the number of severe air quality days declined from 26 in 2016 to just six in 2022, he said.

According to sources, the assembly will discuss the fact that some forces are creating an atmosphere against the development work being done by the Aam Aadmi Party (AAP)-led Delhi government.

    Sources said, in this special session, the report of a committee on the issues of MLA Rajesh Gupta and unanswered questions of Atishi and Services Department will be presented on the floor of the House.

    Responding to the CBI summons, Kejriwal has claimed that the central probe agencies are going to extreme lengths to target his strongest political rivals.

    Referring to the arrest of former deputy chief minister Manish Sisodia, Kejriwal on Saturday said these agencies falsely claimed that 14 phones were destroyed, lied in courts in affidavits, tortured suspects to extract false confessions and threatened them. .

    The chief minister said the agencies have not found even a single paisa of the illegally acquired property, which they claimed to have collected from the so-called liquor scam.

    New Delhi (IANS) | Lieutenant Governor of Delhi V.K. Saxena on Monday approved training of Delhi civil servants at the Indian Institute of Management (IIM), some middle and senior level officials for residential training at IIM-Ahmedabad, Bengaluru and Kolkata under ‘Vision Atdate 2047’ and ‘Mission 2023’ Will go for training as a part of These training programs will be in addition to the training under ‘Karmayogi Bharat’ and envisages training decision makers in contemporarily relevant areas such as public-private partnership, change management, leadership and decision science.

    This proposal for collaboration with IIMs was forwarded by the Training Department of the Union Territory Civil Services (UTCS) after the Lieutenant Governor suggested for comprehensive training.

    As of now training programs on various subjects under ‘Karmayogi Bharat’ are available on IGOT (Integrated Government Online Training) platform and it offers courses in online mode like Daksh Courses – Leave Rules, Noting & Drafting, Office Procedure, GeM & RTI , Karmayogi Induction – Code of Conduct for Government Servants, Stress Management, Effective Communication, MS-Word, MS-Excel etc., Karmayogi Induction to newly appointed Deputy Secretary/Director, Formulation of Public Policy, Basics of e-Governance and Digital Related to India etc.

    The last such program on ‘Management Development’ at IIM-Ahmedabad was conducted for 24 DANICS executives in 2011-12 and again for 30 executives in 2012-13.
