New Delhi (IANS) | The Supreme Court on Tuesday rejected the Delhi Police’s plea against the bail granted to three accused in the 2020 riots in the national capital, Devangana Kalita, Natasha Narwal and Asif Iqbal. In these communal riots in February 2020, 53 people were killed and more than 700 others were injured.
In July 2021, the apex court had expressed its reluctance to consider cancellation of bail of these three. All three have been booked under the Unlawful Activities (Prevention) Act (UAPA).
A bench headed by Justice Sanjay Kishan Kaul told the central government’s counsel on Tuesday that there is a limit for seeking an adjournment. He said that the accused have been out on bail for two years and he does not see any reason to continue with the case.
When the counsel for the Center urged the court to take up the matter again on Wednesday, Justice Kaul said that so many adjournments have been sought so far and nothing is left in the matter.
Referring to the bail order passed by the High Court, the apex court said that it was a very detailed order on bail interpreting the provisions of the UAPA Act and in its opinion the only issue which had to be examined was whether the factual Whether bail should be given to the accused in the scenario or not.
Justice Kaul clarified that while issuing notice in the matter, the court had said that the judgments would not be considered precedents.
Solicitor General Tushar Mehta, appearing for the Delhi Police, said that there was a lot of personal consideration in the High Court’s decisions granting bail to the three student activists.
Responding to this, Justice Kaul said that the court in its previous order had already held that the judgments would not be treated as precedents and no further order was required in this matter.
The bench said that in the bail order the court has only to consider whether the person is to be released on bail or not and emphasized that the 2021 judgments by the Delhi High Court in the matter have to be taken as a precedent on the legal position. cannot be used as such.
The apex court was hearing petitions by the Delhi Police against the High Court’s June 15, 2021 order granting bail to three accused in a major riot case.
The court had made it clear that the decisions of the High Court would not be treated as a precedent and could not be cited by any party in any proceedings.

Delhi Police ASI Arrested By CBI For Taking Bribe
The CBI has arrested an assistant sub-inspector of the Delhi Police for allegedly taking bribe from a person in the Inderpur area on behalf of an inspector posted at Rajouri Garden police station, officials said Sunday.
Trilochan Dutt, the ASI, was arrested while he was accepting the bribe, they said. The CBI had registered an FIR against Inspector Narendra Kumar Pahalwan of the Special Staff, Rajouri Garden police station, and unidentified others for allegedly demanding a bribe of Rs 50,000 from a JJ Colony resident Parmeet Singh, the officials said.
Singh approached the CBI alleging that the police had caught some people playing “satta” (betting) in a jhuggi in front of his house, the FIR stated. Pahalwan allegedly demanded Rs 50,000 and an agreement to transfer the jhuggi be prepared in his name for not invoking Arms Act and MCOCA charges against Singh, it alleged. After doing necessary verification using independent witness and concealed recorder, the CBI proceeded with a trap operation. The agency arrested ASI Dutt during alleged bribe payment who was receiving it on behalf of Pahalwan, the officials said.

Delhi Police to provide security to protesting wrestlers
NEW DELHI: The Delhi Police will provide security to seven wrestlers, including a minor, who have come forward with allegations of sexual exploitation against Wrestling Federation of India (WFI) president Brij Bhushan Sharan Singh, said an official.
The wrestlers have accused Singh of sexually exploiting women wrestlers not only in India but also during international events. “We will be providing security to the wrestlers and will soon record their statements,” said a senior police official.
On Saturday, a copy of one of the two FIRs lodged against Singh was handed over to the top grapplers who are protesting at the Jantar Mantar here. However, the copy of the other FIR registered under the Protection of Children from Sexual Offences (POCSO) Act has not been given to the wrestlers as it will be handed over to the victim’s family, the police added.
A senior police official said that they will soon record the statements of the victims. On Friday evening, police registered FIRs against the WFI president in response to the allegations made by the women wrestlers.

Wrestlers claim Delhi Police cut electricity supply at Jantar Mantar
Ace wrestler Bajrang Punia, in a late-night video message has said that Delhi Police have disconnected the electricity and water supply at the Jantar Mantar protest site.
“See this is the pressure on Delhi Police even as the whole country is standing with us,” Punia, a Tokyo Olympics bronze medallist, added on Friday through Instagram.
According to Punia, the Delhi Police have disconnected the electricity supply, erected barricades around the protest area, and are preventing access to food and water.
He also said that the Delhi Police have lodged two FIRs and demanded that the wrestlers stop their protest.

Deputy Commissioner of Police (DCP), New Delhi, Pranav Tayal, said that in the matter of complaints received from female wrestlers, two FIRs have been registered in Connaught Place police station.

Delhi Police seeks report from probe panel, wrestler reaches Supreme Court for FIR
Delhi Police has sought a report from the probe committee set up by the Ministry of Sports to investigate the sexual harassment allegations against Wrestling Federation of India (WFI) President Brij Bhushan Sharan Singh, a senior officer said on Monday.
The officer said that so far seven complaints have been received against Singh and all of them are being investigated. The officer added that an FIR will be registered after concrete evidence comes to light, he said.
“As part of inquiry, we have sought a report from the probe committee set up by Sports Ministry to look into the allegations of sexual harassment allegations levelled against WFI chief,” he said.
Meanwhile, NDTV reported that the wrestlers, who resumed their protest on Sunday, approached the Supreme Court on Monday for the filing of the FIR.
“India’s top wrestlers today approached the Supreme Court seeking a fair probe into the sexual harassment complaints against Wrestling Federation of India (WFI) chief and BJP MP Brij Bhushan Sharan Singh. The wrestlers, protesting at Delhi’s Jantar Mantar, say that they will remain at the protest site till police file an FIR in the case,” reported NDTV.
Some of the protesting wrestlers are Olympic medallist Bajrang Punia, Commonwealth Games golds medallist Vinesh Phogat, and Olympic medallist Sakshi Malik — all of whom are among the most accomplished Indian wrestlers.
In January, when the issue was first raised, the protest was called off after the Sports Ministry set up a committee to investigate the matter. Union Sports Minister Anurag Thakur had announced the five-member oversight committee, headed by boxer MC Mary Kom, to look into allegations against Singh, a BJP leader and a muscleman with criminal history. However, no FIR has so far been filed in the matter.
On Sunday, wrestlers resumed their protests in Delhi and returned to returned to the protest site at Jantar Mantar.
What are the wrestlers demanding?

“We are tired of asking the government to release the findings… We have nothing to do with the (WFI) election process. We are more concerned about our careers. The (Paris) Olympics are upon us and we want to begin preparations in right earnest,” she added.
Rio Olympic bronze medallist Sakshi Malik said, “We will not budge from Jantar Mantar” adding that “this fight will not stop”.
Delhi Commission for Women raises the issue
The Delhi Commission For Women (DCW) on Sunday said it has received a complaint from the women wrestlers alleging that they had given a written complaint to the city police two days back, but no FIR had not been registered till now.The complainant informed the Commission that several women wrestlers, including a minor, had alleged that Singh sexually harassed them during his tenure at the WFI.
She also said that a complaint was filed at the Connaught Place police station on April 21.
She claimed that no action has been taken by the Station House Officer (SHO), Connaught Place police station on the complaint. She also said that when she called the SHO to enquire about the status of the complaint on April 22, she was informed by him that no FIR had been filed and that action shall be taken on the complaint post Monday.
The complainant also alleged that when she asked him for assurance that the FIR shall be filed by Monday, he answered that he could not guarantee it, according to the DCW.
A senior police officer said they have received seven complaints so far. He said some of the complaints pertain to Delhi and some from outside the city.
“We are conducting an inquiry. No FIR has been registered yet,” he said.
The Delhi Commission For Women (DCW) also noted that they have been informed that some of the complainants and their family members had started getting phone calls from an IPS officer posted in the Department of Sports, Ministry of Youth Affairs and Sports (MYAS) enquiring about the identities of the complainants.
Meanwhile, the panel has issued notice to the Delhi Police in the matter and sought an action taken report by April 25. The Commission has sought a copy of the FIR and asked the police to explain the reasons for delay in registration of FIR.
“The wrestlers who are agitating have won medals for the country in Olympics and CWG. They have hoisted the tricolour abroad. Today, when they are protesting, even their food and water is being stopped. Are their demands wrong?” tweeted DCW chief Swati Maliwal in Hindi.
The panel also sought details of security provided to the complainants along with details of the persons who allegedly shared the information regarding the matter with officials from the Department of Sports.

According to the police, a case has been registered on the basis of a complaint by a social worker.
A senior police officer said, investigation into the matter and efforts are on to identify and arrest the accused persons.

New Delhi (IANS) | The Crime Branch of Delhi Police has arrested the man who shot a woman in Delhi’s Saket Court complex on Friday morning from Faridabad in Haryana, official sources said. The victim woman, M. Radha, aged in her 40s, was shot at the lawyers’ block in Saket Court and her condition is now stable.
The accused, identified as Kameshwar Kumar Singh, who has been banned by the Bar Council, had entered the court dressed as a lawyer and carrying a gun. He shot Radha in front of the lawyers’ block around 10.30 am.
A video of the incident is also going viral on social media in which Singh can be seen running after the woman and shooting her. The woman is crying out and several people including lawyers can be seen standing nearby.
He received two bullet injuries in the stomach and one in the arm, said Deputy Commissioner of Police (South) Chandan Chowdhary, who was taken to Max Saket Hospital. His condition is stable. According to eyewitnesses, a total of 4-5 rounds were fired and the accused fled from the rear side of the court canteen.
DCP said, further investigation is on.

Delhi Police busts Indore’s interstate gang, three arrested
New Delhi (IANS) | The Delhi Police on Thursday claimed to have busted the Indore-based ‘Tala Chabi’ Sikligar inter-state gang operating in the national capital. With this, the police have arrested three people. The accused have been identified as Joginder Singh, a resident of Indore in Madhya Pradesh and Kartar Singh of Parbhani district in Maharashtra. He often used to travel from Madhya Pradesh to Delhi. The accused used to stay in hotels near Old and New Delhi railway stations before committing the house burglaries.
As per reports, the police have also arrested Abhinay Soni from Barwani in Madhya Pradesh. Soni used to buy stolen jewellery. According to the police, based on the complaint, an FIR was registered on February 18.
In which the complainant alleged that jewelry and two lakh rupees in cash were stolen from his house. He had gone to Haryana to attend a marriage function when the house was burgled.
During the investigation, the police team started searching for the criminals on the basis of CCTV footage. The footage revealed that the accused changed vehicles twice, evaded through narrow lanes and adopted confusing tactics of swerving into different lanes to dodge.
The gang eventually abandoned the stolen vehicle, and used several modes of public transportation before making their way back to their hotel.
Shahdara’s Deputy Commissioner of Police Rohit Meena said that the police team mapped the spot and the routes of movement of the accused. Over 500 CCTV footage recordings were analyzed within a radius of 15 km.
With the help of CCTV footage, the team traced the thieves to their place of residence in Old Delhi. This place was 15 km away from the incident site. Subsequently, with the help of human and technical intelligence, Joginder and Kartar were identified and apprehended. On interrogation, Joginder disclosed that he operates an Indore-based ‘Tala Chaabi Sikligar’ gang and commits interstate thefts.
Joginder told police that they came to Delhi from Madhya Pradesh and stayed in budget hotels near Old and New Delhi railway stations. During the day they used to roam the streets of various colonies in Delhi as locksmiths, and when someone called them for lock repair, they used to break into the said house.
The officer said that to commit the thefts, they used to steal bikes and then use them. Apart from this, on the information of the accused, the police also arrested Abhinay, who was the receiver of the stolen jewellery. So, around 100 grams of gold, tools for repairs, duplicate keys have been recovered, the official said.

Delhi Police busts interstate drug syndicate, seizes 52 kg of ganja
New Delhi (IANS) | With the arrest of a 28-year-old man, the Delhi Police on Wednesday claimed to have busted an interstate drug syndicate and recovered around 52 kg of marijuana stashed in the back seat and a space under the trunk of a car. The accused has been identified as Neeraj Kumar, a resident of Bhojpur in Bihar.
According to the police, information was received regarding the delivery of a consignment of narcotics (Ganja) and it was also established that the consignment was going in a Toyota Corolla car.
Special Commissioner of Police (Crime Branch) Ravindra Singh Yadav said, through extensive surveillance, the suspect was traced and his route from Odisha to Delhi was chalked out. It was established that he commuted regularly but the registration numbers of the suspected cars could not be established. Through more inputs, the same was closely tracked and it was established that the consignment was bound to reach the area of Bhalswa.
Accordingly, one team chased the car and another team laid a trap on the service road near Bhalswa Lake and intercepted the suspected Toyota Corolla car.
The driver of the car has been arrested, said the Special Commissioner of Police. On examination of the car, it was found that the trunk of the car is smaller than its normal size. In addition, there is a hidden space under the rear seat covered with a wooden plate, which was fixed with screws. It was specifically designed for the purpose of concealing prohibited material.
After removing the wooden plate, around 52 kg of marijuana (ganja) was recovered from the cavity of the car, the officer said.
During interrogation, it was revealed that Chandan alias Arvind Kumar (purchaser/receiver) had given a Toyota Corolla car to Neeraj and directed him to meet at Phulbani, Odisha.
Thereafter, Chandan went to Phulbani by train to buy ganja and fix a deal with a supplier, the official said. Neeraj reached Phulbani by road in the above mentioned car and handed over to Chandan.
The car was loaded with ganja and it was handed over to Neeraj to be supplied at different places in Delhi.
Chandan also returned to Delhi by train and shared the location on his mobile phone to hand over the same car to accused Neeraj, the officer said. However, Neeraj was caught after reaching Delhi.

Two wanted criminals arrested in Delhi
New Delhi (IANS) | The Crime Branch of Delhi Police has arrested two criminals involved in eight cases registered in the national capital and also recovered a country-made pistol loaded with five rounds. An official gave this information on Monday. The accused have been identified as Sultan alias Sher Khan (35), a resident of Swarna Jayanti Vihar Tikri Khurd, and Sanjay (46), a resident of Trilokpuri.
According to the police, information was received that two persons, who have criminal antecedents and were in possession of an illegal country-made pistol and live cartridges, were planning to pass through Azad Nagar to meet someone.
Acting on information, a trap was laid and Sultan and Sanjay were arrested, said Ravindra Singh Yadav, Special Commissioner of Police (Crime). On search, a country-made pistol and two cartridges were recovered from Sultan and three cartridges were recovered from Sanjay.
The Special CP said, Sultan and Sanjay also used to do white wash painting but due to their bad habits and drug addiction, they came into the world of crime. Both have criminal antecedents and were involved in criminal cases earlier.
