Kejriwal’s allegation, BJP wants to grab Delhi through ordinance

New Delhi (IANS) | Delhi Chief Minister Arvind Kejriwal on Tuesday alleged that the BJP was trying to capture Delhi through the ordinance. Kejriwal criticized the central government for its ordinance and misuse of the recently established National Capital Civil Services Authority (NCCSA).

Kejriwal said that this ordinance puts the officers above the ministers, the chief minister and the cabinet.

He said that its most dangerous thing is that now the final decision in every department will not be taken by the minister but by the secretary of the department. The Secretary can overrule the decision of the Minister. In addition, the Chief Secretary will be placed above the cabinet, giving him the authority to determine which decisions made by the cabinet are correct.

Kejriwal also alleged that two officials have been appointed above the chief minister in a clear attempt to subvert the will of the people, to reverse the decisions in the NCCSA.

No proposal can be brought in the cabinet without the consent of these officers, Kejriwal alleged. The move effectively places all decision-making power in the hands of officials under the direct control of the central government.

Kejriwal also claimed that the NCCSA is a farce, as the decisions to be taken under it are already decided by the Centre, which despite facing defeat in the assembly polls in Delhi through this body in a ‘cunning’ manner. is trying to grab.

We need to first understand what the Center is trying to do through this ordinance, he said. After losing the assembly elections in Delhi thrice in a row, the BJP-led central government is now trying to capture the city through this ordinance.

Kejriwal said the provisions of the ordinance empower government officials to overrule cabinet decisions.

The CM said, the central government has included several provisions in this ordinance, through which the government officer appointed by it reviews every decision made by the elected government of Delhi.

The Chief Minister said, now a government official will also review the decisions of the Delhi cabinet. Therefore, in each department of the government the officer appointed by the center, and not the minister, would be the supreme authority.

  • M’laya farmers learn tips on good farming practices in France

SHILLONG : A group of farmers from the state were familiarised with good farming practices recently during an exposure trip to France.
Agriculture and Farmers’ Welfare Department Minister, Ampareen Lyngdoh led the team.
She told media persons on Monday the Government of France through its External Affairs Ministry allowed the participation of the Meghalaya farmers in the Grenoble mart. The trip also had an aspect on climate change in farming practices.
Lyngdoh said the farmers, comprising winemakers, weavers and others, were exposed to good practices during discussions with the farmers of several countries.
She claimed the farmers from Meghalaya understood marketing, including how they should design and package their products and identify buyers and know their expectations.
The participants from the other countries were keen to know if the products of Meghalaya are organic.
Lyngdoh said the trip gave the Meghalaya farmers also an idea on how farmers collaborate with clusters to achieve international standards since farming in the state is mostly done on individual lands.
“These farmers will be our ambassadors. They will explain to their farmer friends how they can ensure quality control and save lives,” Lyngdoh said, adding that since Meghalaya is an agriculture practicing state, the ideas gathered from France will be of great benefit for the farmers of the state.
Meghalaya was invited to be a participant at the Cities in Transition Biennial, 2023 in Grenoble, between June 8 and 11. The participants got a platform to learn best practices from a cohort of more than 50 cities from around the world and address challenges in economic, ecological, social, and democratic transitions.
The event, which was organised by the City Council of Grenoble, discussed issues such as mobility, management of public spaces as well as social, economic and ecological transitions through the medium of workshops, conferences, meetings and other activities. The need to strengthen alliances between civil society and local government was a key message shared across different events in the Biennial.
The Biennial was hosted in Grenoble, which was adjudged the Green Capital of Europe in 2022. The representatives from the network cities were invited to engage in discussions and interact with one another.
The delegates attended several conferences and discussions which included subjects of women’s rights, sustainable tourism, climate change and citizen engagement.
Shillong was represented in a panel discussion on Ecological Agricultural Practices, where conversations about Meghalaya’s activities in the field were brought to the audience.
The Meghalaya panel shared learnings and best practices in natural farming and agro-ecology practices currently being taken up both by government departments, as well as associated agencies and individuals in the state.
The NESFAS project, supported under CLLMP, was represented by their Chairman who shared insights on food systems and traditional farming practices in Meghalaya. Further, the officers of the Agriculture Department and the Meghalaya State Rural Livelihood Society shared current interventions under the Organic Mission and natural farming practices by SHGs.
The officials, participants, and entrepreneurs were exposed to dialogues and best practices from across the world, especially in understanding how other cities and communities are engaging with transitions to more sustainable and ecologically-sensitive modes of agriculture. Additionally, aspects of nutrition and food security were discussed, and new perspectives from panelists were brought to light from fellow delegations from other countries.
Addressing the organisers and participants, Lyngdoh highlighted the state government’s continued efforts to engage with communities and diverse stakeholders to ensure joint coordination and success of all initiatives.
The delegation also deliberated on the possibilities of coordination, partnerships and knowledge exchange between the cities of Shillong and Grenoble.

  • Missing tourist submarine might have only 70 hrs of oxygen left, according to reports

Missing tourist submarine might have only 70 hrs of oxygen left, according to reports

Washington: A tourist submarine that went missing on June 18 during a dive to the Titanic’s wreckage in the Atlantic with five people on board, has only about 70 hours of oxygen left, with a massive search and rescue operation currently underway, a media report said citing a top US Coast Guard official as saying.

Addressing the media on Monday, Rear Adm John Mauger of the US Coast Guard said: “We anticipate there is somewhere between 70 and the full 96 hours available at this point,” reports the BBC.

He also said that two aircraft, a submarine and sonar buoys were involved in the search for the vessel but noted the area in which the search is taking place was “remote”, making operations difficult.

Rear Adm Mauger said the rescue teams were “taking this personally” and were doing everything they could to bring those on board “home safe”.

The missing vessel is believed to be tour firm Ocean Gate’s Titan submersible, a truck-sized sub that holds five people and usually dives with a four-day emergency supply of oxygen.

Tickets cost $250,000 for an eight-day trip including dives to the wreck at a depth of 3,800m.

According to the US Coast Guard, contact with the submarine was lost about an hour and 45 minutes into its dive on June 18.

In a statement on Monday, OceanGate said its “entire focus (was) on the crewmembers in the submersible and their families”, the BBC reported.

“We are deeply thankful for the extensive assistance we have received from several government agencies and deep sea companies in our efforts to re-establish contact with the submersible,” it added.

The Titanic’s wreck lies some 700 km south of St John’s, Newfoundland, though the rescue mission is being run from Boston, Massachusetts.

Hamish Harding, a 58-year-old British billionaire businessman and explorer, is among those on the missing submarine, his family said.

On social media over the weekend, Harding said he was “proud to finally announce” that he would be aboard the mission to the wreck of the Titanic — but added that because of the “worst winter in Newfoundland in 40 years, this mission is likely to be the first and only manned mission to the Titanic in 2023”.

He later wrote: “A weather window has just opened up and we are going to attempt a dive tomorrow (June 18).”

1 killed, 24 injured as multiple tornadoes hit Mississippi

Los Angeles: One person was killed and nearly two dozen people were injured after multiple tornadoes swept through the US state of Mississippi overnight, authorities said.

The Mississippi Emergency Management Agency said on Monday in a statement that casualty figures were reported in Jasper County and the agency “is working closely with counties to assess the damage from the June 18-19 storms”.

“At the time of this statement, Central Mississippi had over 49,000 without power,” the agency added.

Mississippi Governor Tate Reeves said in a tweet that there were multiple confirmed tornadoes overnight in the southern US state, Xinhua news agency reported.

Emergency crews are doing additional search and rescue missions and damage assessments in areas struck by the tornadoes, with drones in those areas where it is impossible to get by vehicle due to downed power lines, according to the Governor.

Residents in the state have seen severe weather in recent days. The Mississippi Emergency Management Agency warned in a tweet that more severe weather was on the way on Monday afternoon for South Mississippi.

“Damaging winds and hail are possible, and a tornado can’t be ruled out,” said the agency, urging people to stay weather aware going into the afternoon and evening hours.

  • One doctor has 83 hospitals registered in his name in Uttar Pradesh

One doctor has 83 hospitals registered in his name in Uttar Pradesh

Agra: One doctor has around 83 hospitals registered in his name in Meerut, Kanpur and various other districts of western Uttar Pradesh.

This came to light during the verification of licence renewal applications of hospitals and clinics.

More details are awaited on the case. The authorities said that nearly 449 medical facilities in and around Agra have been found ‘illegally being served’ by 15 doctors.

Chief medical officer (CMO) Arun Kumar Srivastava said, “Notices have been sent to these doctors. The matter is being investigated in detail.”

According to sources, people who are not medical practitioners obtain a licence in the name of a doctor from the health department to operate hospitals, clinics and pathology labs.

The scam got exposed after the Uttar Pradesh government this year mandated that the process for renewal of licence be done online.

The list of accused medical practitioners includes physicians, cardiologists, paediatricians and surgeons.

As per the health department records, 1,269 medical centres were registered during 2022-23.

Of these, 494 were hospitals, 493 clinics, 170 pathology labs, 104 diagnostics centres, seven sample collection centres and one dialysis centre.

The health department has so far renewed the registration of 570 hospitals and clinics for the year 2023-24 after verification of the applications.

“In various cases, hospitals and clinics applying for renewal of licence have not provided the required details related to trained paramedical staff, compliance with fire safety norms and disposal of medical waste. Information provided regarding bed capacity and other facilities is also suspicious,” the official said.

President of Indian Medical Association (Agra), Dr O.P. Yadav said, “This is a serious issue. We condemn such practices and will support the health department in taking necessary steps. The government should also take strict action against such centres and medical practitioners associated with them.”
