    Quake-hit Japan braces for more aftershocks, rain

    Tokyo: Japan’s central prefecture of Ishikawa on Saturday remained on high alert for aftershocks and rain after a 6.5-magnitude earthquake struck the area, leaving one dead and 22 others injured.

    The Japan Meteorological Agency (JMA) has warned strong aftershocks could occur in the span of around a week following the initial temblor on Friday afternoon, which registered upper 6 on the Japanese seismic intensity scale of 7 in the city of Suzu on the tip of the Noto Peninsula.

    A 65-year-old man died in Suzu in Friday’s quake after falling from a ladder and the city said 22 others had been injured, Xinhua news agency reported.

    More than 50 aftershocks have already been recorded in the area by 8 a.m. local time, including a 5.8-magnitude quake on Friday evening, the JMA said, warning that heavy rain could trigger landslides in areas where the ground has been loosened by the quakes.

    The weather agency said the prefecture could see rainfall of up to 30 millimetre per hour from Saturday evening to early Sunday, with up to 120 mm forecast for the Noto area over the 24 hours through 6 a.m. of Sunday.

    Local authorities have started to assess damage caused by the quakes after receiving reports of collapsed buildings.

    South Korea to resume Finance Ministers’ meeting with Japan

    SEOUL: South Korea and Japan agreed to resume their long-stalled Finance Ministers’ meeting “at an appropriate time this year” as the two countries gear up to normalise economic ties after several years of trade tensions.

    Officials from Japan will visit South Korea next month to work out details of the meeting, Yonhap News Agency reported on Tuesday citing the Ministry of Economy and Finance.

    The agreement was reached during a meeting between South Korean Finance Minister Choo Kyung-ho and his Japanese counterpart, Shunichi Suzuki, on the sidelines of the 56th Annual Meeting of the Board of Governors of the Asian Development Bank (ADB) in Incheon.

    “Japan and South Korea share common values, such as freedom and human rights,” Choo said ahead of the meeting.

    “(As the two countries) consider the free trade and market system to be the key of their economic management, there are many areas in which the two governments and the private sectors can join forces.”

    The Finance Minister said it is significant that South Korea and Japan have resumed shuttle diplomacy, or regular visits to each other’s countries by their leaders.

    President Yoon Suk Yeol was the first South Korean president in 12 years to make a bilateral visit to Japan in March.

    Japanese Prime Minister Fumio Kishida will make a two-day visit to South Korea on May 7, according to Japanese media reports. Seoul and Tokyo also agreed to make joint efforts to address international and regional issues, and vowed to expand cooperation in global platforms, such as the Group of 20 and the ASEAN+3.

    South Korea and Japan recently have been making efforts to revitalize their bilateral exchanges, after the two countries agreed to reinstate each other to their respective “white list” of trusted trading partners.

    In 2019, South Korea took Japan off its white list following Tokyo’s removal of Seoul from its own list in apparent retaliation against the South Korean Supreme Court rulings the previous year that ordered two Japanese companies to pay compensation to Korean forced labour victims during Japan’s 1910-45 colonial rule of the Korean Peninsula.

    In yet another sign of a slow thaw in bilateral ties, Japan invited South Korea to take part in the upcoming G7 ministerial meeting that will kick off in Tokyo on May 11. It marked South Korea’s first invitation to the G7 Finance Ministers and Central Bank Governors’ Meeting since 2008.

    Japan Gets Ready To Shoot Down North Korea’s Spy Satellite Debris

    Japan’s defense chief on Saturday ordered troops to activate missile interceptors and get ready to shoot down fragments from a North Korean satellite that may fall on the Japanese territory.

    North Korea’s leader Kim Jong Un said earlier this week that its first military spy satellite that will be launched at an unspecified date.

    North Korea has test-fired about 100 missiles since early last year, saying it was responding to joint U.S.-South Korean military drills that it calls an invasion rehearsal. Several of the missiles flew over Japan or landed off the northern Japanese coast.

    Last week, North Korea test-launched a solid-fueled intercontinental ballistic missile for the first time.

    Defense Minister Yasukazu Hamada on Saturday instructed troops to ready PAC-3 surface-to-air missiles in southwestern Japan, including Okinawa and nearby islands, in an area believed to be under a flight path of a North Korean rocket that will carry the satellite.

    He also ordered the deployment of destroyers equipped with SM-3 ship-to-air missiles to coastal waters, according to a ministry statement.

    “We are making the necessary preparation because of a possibility of issuing an order to destroy ballistic missiles and other objects,” the ministry said.

    An order to fire missiles has to be approved by the prime minister.

    North Korea is expected to carry out more weapons tests as the United States and South Korea continue their joint air exercise into next week.

    Bhubaneswar: Chief Minister Mr Naveen Patnaik, on April 8, 2023, hosted a roundtable discussion in Kyoto with a focus on opportunities for collaboration between Japan and Odisha in Tourism and Sports.

    The discussion was attended by major tour operators and representatives of the hospitality sector from Japan as well as participation from various Japanese sports associations and representatives from the sports sector.

    During the discussion, the Chief Minister highlighted the immense potential of Odisha as a tourist destination, with a particular emphasis on leveraging Odisha’s rich Buddhist tradition, especially the heritage sites in Dhauli, Lalitgiri, Ratnagiri and Udayagiri. He spoke about the various initiatives undertaken by the Government of Odisha to promote tourism and improve tourism infrastructure in the state.

    Chief Minister Sri Patnaik highlighted the Government of Odisha’s focus on the field of hockey. He informed the audience about the Birsa Munda Hockey Stadium, the world’s largest hockey stadium in terms of seating capacity and how it was built in a record 15 months’ time. He also spoke about the focus of the Government of Odisha on improving sports at the grassroots level.

    Recently, the Student Delegates and Professors of Doshisha University, Kyoto, Japan had been to KIIT University, Bhubaneswar on an academic exposure trip. The Chief Minister cited this example and urged everyone present to explore such collaborative opportunities. He urged stakeholders in the sports and tourism sector to explore opportunities for collaboration between Japan and Odisha.

    During the event, a Memorandum of Understanding was signed between the Government of Odisha and Arcelor-Mittal Nippon Steel for the development of a state-of-the-art Gymnastics Centre in Odisha and for collaboration between AM/NS and the Government of Odisha, to further promote sports in the state.

    The delegation also provided an overview of the investment opportunities available in Odisha for Japanese investors in the tourism and sports sectors. The representatives from the tourism and hospitality sector expressed their interest in exploring the possibilities of collaboration with Odisha, given the state’s unique cultural heritage and natural beauty.

    The roundtable discussion provided an excellent opportunity for both the Japanese and Odisha delegations to explore avenues of collaboration in tourism and sports. The meeting concluded with the participants expressing their commitment to working towards strengthening ties between Japan and Odisha in these critical sectors.

    The Chief Minister expressed his appreciation for the warm hospitality extended by the people of Kyoto and conveyed his hope that the visit would contribute to further strengthening the relationship between Japan and Odisha.

    Principal Secretary, Industries Hemant Sharma made a detailed presentation on the Tourism sector in Odisha and the opportunities with State policy.     First off, the block NYK Lines (Nippon Yusen Kabushiki Kaisha) evinced keen interest in setting up dedicated shipping lines, starting from the port-of-call Paradeep/Gopalpur/Dhamra to transport out the Green Ammonia to the countries which are committed to the greening of the said sector, especially the south east Asia right up to Japan. They were briefed by the high-level delegation about our existing port infrastructure and the future development prospects.

    Sumitomo Corporation a global fortune 500 company met the delegation and evinced interest for creating tankage and storage facilities for the green hydrogen and green ammonia sector. They are zeroing in at Gopalpur, which, with its, SEZ located just next door, happens to be an ideal location for the same.

    The Chief Minister instructed all the officials to create a roadmap for all these investments in the sunrise sector and create time lines to achieve a quick turnaround for all the proposals received.

    The visit of Chief Minister Naveen Patnaik to Japan continues to buttress the commitment of the state government to promote Odisha as a favourable investment destination and strengthen the emerging economic and cultural ties with Japan. The group would proceed to Kyoto today, to continue with the initiatives and initiate further bulwark in the field of sports and tourism.

    The Seventh India-Japan defence policy dialogue was held in New Delhi on April 5, 2023. It was co-chaired by Defence Secretary Giridhar Aramane and Japan’s Vice Minister of Defence for International Affairs Oka Asami. A wide range of issues including service-level exercises and engagements, regional security issues and cooperation in defence equipment and technology were discussed during the meeting.

    Oka Asami also provided policy updates from Japan’s just-released National Security Strategy and National Defence Strategy. The growing cooperation between their agencies thanks to staff meetings and training exercises was appreciated by both countries. They applauded the Indian and Japanese self-defence forces’ conduct of the inaugural fighter drill “Veer Guardian” in Japan in January 2023.

    About the Dialogue
    The defence minister emphasised that both nations should work to strengthen their defence industry partnerships. He also gave an invitation to the Japanese defence industries to look at the investment opportunities in India under the ‘Make In India initiative’. Both parties concurred to broaden their areas of cooperation in the cyber, defence, and new and emerging space sectors.

    Both India and Japan have reiterated their comments towards a strong defence partnership and agreed to find opportunities to further enhance the bilateral cooperation between the two nations. The next defence policy dialogue will take place at mutually suitable times, as both parties agreed. A formalised process for discussing bilateral collaboration and communication between Japan and India is the defence policy dialogue. The “Veer Guardian” exercise took place between the countries in Japan and ended on 26th January 2023.

    In numerous simulated operational scenarios, the drill required both the air forces to execute complicated and comprehensive aerial manoeuvres with meticulous planning and skill. Both air forces provided meticulous planning and deft execution for the drill. In both visual and beyond visual range situations, the IAF and JASDF participated in air combat, intercept, and defence operations.

    India and Japan concurred that the next Defence Policy Dialogue should take place on equally agreeable dates. A formalised process for discussing bilateral military cooperation between Japan and India is the military Policy Dialogue. This enhances the ability to counter common enemy threats like China which is a major threat to both nations and counter the dragon in the South China Sea and the Indo-Pacific region.

    India, Japan’s defence and security partnership to be strengthened during PM visit

    NEW DELHI: Strengthening of defence and strategic ties are on the cards, ahead of Japanese Prime Minister Fumio Kishida’s visit to India, say officials.

    The meeting between PM Modi and the Japanese PM on Monday comes at a significant time when the two countries have the Presidencies of the G20 and G7 respectively.

    Kishida is expected to map out the contours of the “Free and Open Indo-Pacific Plan for Peace” at the Sapru House Lecture organised by the Indian Council of World Affairs (ICWA).

    Defence and security cooperation has emerged as one of the important pillars of the Special Strategic and Global Partnership and an important factor in ensuring peace and stability in the Indo-Pacific region. The successful conduct of the first fighter jet exercise “Veer Guardian” in January 2023 in Japan between our two countries was a significant milestone. This was followed by the 4th Dharma Guardian army exercise that was conducted for the first time in Japan.

    Maritime security cooperation including Navy-to-Navy cooperation has seen significant progress with a large number of exercises being conducted. In November last year, India took part in the International Fleet Review in Japan and the Malabar exercise off the Coast of Japan. This was preceded by the Japan-India Maritime Exercise (JIMEX) between the navies of India and Japan in September.

    “We are making steady progress under the Defence Equipment and Technology Agreement signed in 2015,’’ said officials.

    The two Prime Ministers, Modi and Kishida, met thrice last year. Kishida visited India for the 14th Annual Summit in March, while PM Modi visited Tokyo in May for the Quad Summit and in September for the state funeral of former Prime Minister Shinzo Abe.

    “This visit, therefore, gives us an opportunity to cooperate and discuss on how G20 and G7 can work together on converging our priorities on critical global issues including food and health security, energy transitions and economic security,’’ said sources.

    India and Japan have had a Comprehensive Economic Partnership Agreement (CEPA) since 2011. The Agreement covers not only trade in goods but also services, movement of natural persons (MNP), investments, intellectual property rights, customs procedures and other trade-related issues.

    The bilateral trade between the two nations stood at $20.75 billion in 2022 which is the highest till now. Japan is India’s 5th largest investor and a large number of Japanese companies are exploring opportunities in India in several sectors. At present, there are around 1450 Japanese companies that are operating in India and until now 26 Japanese companies have benefited from Production Linked Incentive Schemes.

    Meanwhile, Japan is the largest bilateral donor to India and has been extending bilateral loans and grant assistance to India since 1958. Their loans have accelerated economic development, particularly in priority areas like power, transportation, and environmental projects in India.
