    Ground water scarcity a matter of concern for Jharkhand

    A study by an NGO citing reports of the Central Ground Water Board (CGWB) indicated a distressing situation of groundwater depletion in Jharkhand because of over-extraction and lack of management of groundwater.

    The study report, titled Groundwater Depletion in Jharkhand, was released by Bengal-based NGO SwitchON Foundation recently in Ranchi.

    The report also highlighted that groundwater depletion is leading to reduced water availability in regions that rely on underground reserves as their primary source of freshwater. This is leading to an increase in competition for scarce resources and worsening water scarcity in already dry regions.

    According to the study, about 80 per cent of surface water and 74 per cent of groundwater go outside the state because of the geographical setup and cause 38 per cent of the droughts in Jharkhand.

    “Groundwater is found under semi-confined to confined aquifers in the fractures situated at a deeper level in the state,” the report said.

    “Based on CGWB reports in the pre-monsoon season of 2021, the shallowest water table level in Jharkhand found was in Hazaribagh district — 0.03 metres below ground level (mbgl), and the deepest water table level was found at 9.7mbgl in Koderma district,” the study pointed out.

    The report also informed that in the pre-monsoon season of 2022, the groundwater level of the state had declined by two metres.

    In 2022, the monsoon rainfall received was in deficit by more than 60 per cent and about 90 per cent of reservoirs were only 40 per cent full.

    The study pointed out that since the introduction of tube wells, the groundwater levels in the state have declined over the last two decades.

    It also stated that in the districts of Bokaro, Giridih, Godda, Gumla, Palamu and Ranchi, the fluoride concentration in groundwater was beyond permissible limit citing CGWB findings.

    “As of now, the tube well exerts more pressure on groundwater resources in deep aquifers, especially in the urban areas of Ranchi. Most regions of the districts of East Singhbhum (comprising Jamshedpur), Ranchi and Saraikela-Kharsawan (comprising the ancillary hub of Adityapur), the groundwater is declining as revealed by a study of depth to groundwater level (DGWL) conducted over the period 1996–2018,” the study revealed.

    Jharkhand has several freshwater resources in the form of ponds and streams apart from having rivers such as Damodar, Mayurakshi, Barakar, Koyal, Sankh, Son, Auranga, More, Karo, Bansloi, South Koel, Kharkai, Swarna Rekha, Ganga, Gumani, and Batane.

    “Unfortunately, most of them have now fully or partially dried up,” the report stated.

    “Overall, the study emphasises the urgent need forbetter management and conservation of groundwater resources.

    “The report recommends implementing policies to regulatethe use of underground water extraction, adopting technology and practices for water conservation and water use efficiency, promotion of water-resistant crops like millets andother indigenous rice varieties, and shifting from high-water consumption crops,” said Vinay Jaju, managing directorof the NGO.

    Four communal flare-ups have been reported in Jharkhand over the past fortnight, with several political observers believing that the BJP stands to gain from such incidents and fearing more trouble as the state gears up for Assembly and Lok Sabha polls next year.

    The political observers and social activists said that though there had been sporadic incidents of communal tension during Ram Navami and Hanuman Jayanti in the past, they could not recall such frequent flare-ups in the state.

    They said this could be a ploy to foment communal polarisation ahead of the 2024 general election and Assembly polls to gain electoral advantage. At least one BJP leader has been arrested in connection with the flare-ups. The BJP has denied any role in the communal discord.

    Senior journalist and political editor of a Hindi vernacular, Sudhir Pal, saw a design to gain political mileage from such incidents.

    “Not only social activists and political observers, but even the Jharkhand director-general of police has said in an interview to a Hindi daily that though the police have succeeded in curbing Maoist activities to a large extent, the growing communal incidents is a matter of concern for the security forces. It shows the extent to which the administration is worried. We should be prepared to see more such incidents in the run-up to the elections as certain parties stand to benefit from such situations,” Pal said without naming any political party.

    Jharkhand DGP Ajay Kumar Singh told The Telegraph that even small incidents were being given communal and political colour by “certain forces”.

    “We would be seeing many such incidents as we inch towards election year, which is certainly a matter of concern for the administration. Every small issue is given political and communal overtones,” Singh said.

    Political columnist Faisal Anurag pointed fingers at the BJP.

    “There is no denying that the BJP stands to gain immensely from communal polarisation. They… want to keep the situation tense as it suits their political interest going towards the elections,” Anurag said.

    Bharat Bhusan Choudhary, who is associated with the PUCL and the Samajvadi Jan Parishad and has been raising human rights issues on various platforms, said the BJP, supported by its frontal organisations, often incited flare-ups.

    “They are in a very advantageous situation when there is communal tension, as opposed to when core issues like inflation and other economic situations are raised. This is the specific reason they want to harp on such issues for electoral gains,” Choudhary said.

    A BJP leader, Abhay Singh, was among 60 people arrested in connection with violence over the alleged desecration of a religious flag in the Shastrinagar area of Jamshedpur in East Singhbhum district on Saturday. A day later, members of two communities allegedly hurled stones at each other and burnt vehicles.

    “It is an absolutely false allegation levelled by persons associated with the ruling alliance (JMM-Congress-RJD) government to hide their own failure in controlling law and order during religious festivals. People are aware of this and will teach them a lesson in 2024,” Prakash said.

    A public meeting at a remote block headquarters in Jharkhand has been organised on April 13 to protest against the single-teacher schools in the state that may have a widespread impact.

    Economist Jean Dreze and NREGA watch convener James Herenj, in a joint statement, said the meeting would not only protest against single-teacher schools but also demand compliance with the provision of the Right to Education Act.

    There would be a rally and a public meeting organised by Sanyukt Gram Sabha Manch in association with Bharat Gyan Vigyan Samiti (BGVS) that will be attended by the residents of 15 villages of Garu block in Latehar district, particularly the students, guardians and members of school management committees, to discuss the problems of such schools.

    “Jharkhand is among such states that have a shortage of teachers and a high proportion of single-teacher schools,” Dreze informed when contacted, adding the Act clearly said that all schools with up to 60 students enrolled in Classes I-V will have two teachers.

    Almost half the government-run private schools in Garu block — 19 out of the total 40 to be specific — have only one teacher.

    The overall situation in the state is also not satisfactory. Out of the total 35,438 primary schools, 6,904 is single-teacher schools and those account for 19.48 per cent.

    “Schools remain closed when the single teachers attached to these schools are absent for some reason or the other,” said Herenj, adding that even otherwise teachers are often engaged in different works other than teaching that are assigned to them.

    As a result of all this, primary education in the state has taken a back seat, he further said, explaining the grievances of the villagers.

    “To make people aware about this pitiable condition of primary education in the state Bharat Gyan Vigyan Samiti has already brought out two jathas that are currently moving across the state to cover 20 out of the total 24 districts,” informed BGVS national secretary Kashinath Chatterjee, adding the volunteers accompanying the jathas were enacting skits highlighting the problems at the public meetings they were organising for the purpose.

    “Though the Right to Education Act provided education for all children below the age of 14 years, its implementation remains unfulfilled due to this problem,” he further said, adding the merger of primary and middle schools that took place in Jharkhand a few years ago also resulted in the closure of5,700 schools.

    This aggravated the problem as many children dropped out as they found it difficult to attend their new schools which were often located at a distance from their homes, he said.

    Five Maoists were killed in a gunfight with security forces in Jharkhand’s Chatra district on Monday, police said.

    Jharkhand DGP Ajay Kumar Singh confirmed the encounter and the killing of five Maoists and termed it as an outcome of a sustained operation against extremist forces by the state police in association with the CRPF.

    “It is a big success for Jharkhand police and is an outcome of the sustained operation against Maoists by security forces. Five Maoists, including two special area committee (SAC) members with a Rs 25-lakh bounty on their heads, were killed in the encounter. The group was involved in incidents at Chatra, Latehar, Palamau (in Jharkhand), and Gaya (in Bihar),” said Singh.

    The DGP said no casualty had been reported by the security forces.

    According to police sources, the encounter took place around 9am in the Lawalong police station area situated in the bordering area of Chatra and Palamau district, around 160km from Jharkhand’s capital Ranchi.

    “On a tip-off, a team of Chatra police, CRPF, and CoBRA team launched a search operation on Monday when the encounter took place. The Maoists started firing indiscriminately at the security forces. After the encounter during the search operation, the forces found the bodies of Gautam Paswan and Ajit Oraon who carried a reward of Rs 25 lakh each. Nandu, Amar Ganjhu, and Sujit Bhuiyan were sub-zonal commanders and carried a reward of Rs 5 lakh each.

    “The forces also recovered two AK-47s and one Insas rifle, two other rifles, and a large number of live cartridges from the possession of the killed Maoists,” the source claimed.
