Karnataka CM announces implementation of five guarantees this year, dates also fixed

Bengaluru (IANS) | Karnataka Chief Minister Siddaramaiah on Friday announced that all the five guarantees would be implemented within this financial year itself. He announced on which day which guarantee scheme would be implemented. He said that the free bus travel scheme for women would be implemented from June 11. Free electricity will be given up to 200 units from July. Two thousand rupees will be given to the female head from August and 10 kg rice free of cost to all the members of BPL card holders from July 1.

Addressing a press conference after a three-hour cabinet meeting, Siddaramaiah said all schemes for the people of Karnataka would be implemented without any discrimination of caste, religion and language.

The first guarantee – 200 units of free electricity – will be given to all people from July, Siddaramaiah said. People need not pay for the first 200 units of electricity used in the month of July. To avoid misuse, the average consumption of a year in the previous year will be added by applying 10 per cent. However, the dues will have to be paid, he said.

Siddaramaiah said, Rs 2,000 will be given to all women heads under the Griha Lakshmi scheme. This scheme will be launched on August 15, on the occasion of 76th Independence Day. Beneficiaries will have to submit online application with bank account and Aadhaar card details from June 15 and July 15 respectively. Applications will be processed from July 15 to August 15. The scheme will be launched on 15th August and it is for both APL and BPL card holders.

Annabhagya Yojana will be implemented from 1st July. 10 kg rice will be given free of cost to all members of BPL card holders. The scheme has also been extended to Antyodaya card holders.

Siddaramaiah said that women can travel free of cost in state-owned buses from June 11. They can travel free within the state in KSRTC and city buses. AC buses will not be included in this.

Under the Yuva Nidhi, an allowance of Rs 3000 and Rs 1500 to diploma holders will be given for 24 months, including graduates studying and passing professional courses in the academic year 2022-23. He said that applications would be invited from June 3. The scheme is implemented without discrimination of caste, religion and gender. This includes transgenders as well.

Deputy CM DK Shivakumar said that it is a historic day and Congress has fulfilled its promises made to the people during the elections.

Decision on Hijab ban to be in students’ favour, says education minister

A day after academicians met Karnataka chief minister Siddaramaiah over the hijab ban in educational institutes and changes to textbooks brought in by the former BJP government, state education minister Madhu Bangarappa on Tuesday said that the Congress government will take a “decision that will benefit all students”.

Refusing to comment on the hijab row as the matter is sub-judice, Bangarappa said, “The case is currently in the court and the law department will fight it legally. It would be wrong to comment on it further. But we will take a decision that will benefit all students.”

On Monday, about 30 academicians met CM Siddaramaiah in Bengaluru, and submitted a memorandum with various demands to reform the education sector.

“Thousands of girls are deprived of education due to the hijab controversy,” they said in the memorandum, urging the government to revoke a ban on students wearing the hijab to classes.

A controversy erupted in the state in December 2021 when six students of a government pre-university college in Udupi district protested after being barred from attending classes for wearing the headscarf. After the state government issued an order banning entry to classes of students wearing the hijab, the matter reached the Karnataka high court on January 31 last year. While the high court ruled that hijab is not “essential” to the practice of Islam, the Supreme Court in October last year referred the case to a bench led by Chief Justice of India Dhananjaya Y Chandrachud.

Ahead of the elections, the Congress in its manifesto said that the BJP “distorted textbooks” by “insulting great souls of Karnataka such as Vishwaguru Basavanna, Rashtrakavi Kuvempu”. The party promised it will restore the “true values of Bharath and Karnataka and scientific temper”.

On Tuesday, Bangarappa, who was the vice president of the Congress’ manifesto committee, said, “We have already said that students come to schools to get educated and we don’t want it to be disturbed, and there should be no mistake on part of the government or me or officials or the system in this regard. We have given the commitment.”

He further said, “In the manifesto, we had said clearly that textbook revision will take place in the interest of the students’ future. We don’t want their minds to get polluted.”

The textbooks with changes made by the BJP government have already been dispatched and the school session begins from Wednesday.

“The challenge before us now is, how we will do it (review the changes) with care, without affecting the students and their studies,” Bangarappa said. The commitment in the manifesto will be taken forward with the guidance of the chief minister and deputy chief minister DK Shivakumar, he said.

Congress leader and public works minister Satish Jarkiholi also said that the textbooks will be reviewed. “We will remove the unnecessary content in the textbooks. The process of addition and removal of new text will be done based on the report given by the expert committee,” he said in Belagavi.

The Congress government is expected to set up a committee to review the revisions made to the textbooks, a senior leader familiar with the matter said.

Former CM Basavaraj Bommai, however, took exception to the Congress government’s plans of reviewing the changes made to the textbooks.

“We had introduced certain new lessons based on Indian culture, literature and principles. However, the new government is trying to target this, and is set to form a new committee to reverse this. The society will respond to this,” Bommai said.

“Parents are observing the moves of the new government. Students should not be inconvenienced due to frequent revisions in textbooks. Let us see how responsibly this government will behave,” he said.

Karnataka CM Siddaramaiah gives ministers target of winning 20 seats in Lok Sabha Elections

Karnataka Chief Minister Siddaramaiah, who has formed a full-fledged government, has fixed targets for all his Cabinet colleagues, saying they should all strive to win at least 20 of the total 28 seats in the Lok Sabha elections. The Chief Minister on Saturday filled all 34 seats in his Cabinet by inducting 24 new ministers.

Noting that the Lok Sabha elections are coming in a year, Siddaramaiah said, “We should win at least 20 Lok Sabha constituencies as a gift to party national president Mallikarjun Kharge and seniors Sonia Gandhi, Rahul Gandhi, and Priyanka Gandhi.”

    Commitment to Party Leadership

The Chief Minister has instructed the ministers to carry out their responsibilities by keeping this goal in mind and with commitment, honesty, and agility, a statement from the chief minister’s office said. “We should strive sincerely to ensure that the guarantees assured by us reach the people. The mistakes of the past should not be repeated this time,” he was quoted as saying in the statement.Siddaramaiah assured the ministers that portfolio allocation will be completed shortly, and told them, “All of you must work actively. As a result of our struggle in the opposition, people have rejected the misrule of the BJP and held our hands.”

    Responsibilities and Goals

Telling the ministers to “listen to the people’s problems and respond to them”, he reminded them that “the people of the state have given us an unprecedented majority and also a great responsibility. It is our responsibility to provide a pro-people administration according to their expectations.” He added, “Take steps to solve problems locally and prevent them from running pillar to post even for small works. People should not be made to come to Vidhana Soudha (the seat of the state legislature and secretariat) to get their work done.” “Through our pro-people work, we have to register an unprecedented victory in the Lok Sabha elections again,” he instructed the ministers.

    Extensive District-level Engagement

The situation is just right to end the misrule of the Centre through Karnataka, he said. “We must not forget this. Therefore, the ministers should travel to their districts extensively. The problems should be solved at the district and taluk level,” Siddaramaiah said.

The chief minister has given targets to all the ministers and wished them good luck, the statement said, adding that he also asked them to keep a strict vigil on officers and to fight against corruption.
