    FIR booked for goat sacrifice in K’taka following PETA India complaint

    BENGALURU: Karnataka Police have registered an FIR in connection with the sacrifice of three goats at a public place in Chitradurga district following a complaint by the People for the Ethical Treatment of Animals (PETA), India.

    The goats were sacrificed during the festival of ‘Ugadi’ — New Year’s Day according to the Hindu calendar celebrated in Karnataka — in Parasurampura village.

    The slaughter was caught on video in full public view, and the footage shows the accused standing in front of three goats and beheading them one after the other with a sword-like weapon, PETA stated on Friday.

    The FIR was registered under sections 3, 4, 5, and 6 of the Karnataka Prevention of Animal Sacrifices Act, 1959; sections 34 and 429 of the Indian Penal Code, 1860; and Sections 3, 11(1)(a), and 11(1)(l) of The Prevention of Cruelty to Animals Act, 1960.

    “PETA India commends the Chitradurga police for taking steps to send the message that cruelty to animals will not be tolerated,” says PETA India Cruelty Response Coordinator Saloni Sakaria.

    “Just as human sacrifice is now treated as murder, at a time when India is embarking on space missions, the archaic practice of animal sacrifice must end. PETA India also recommends that this man undergo psychiatric evaluation and receive counselling, as abusing animals indicates deep mental disturbance.”

    The Supreme Court has ordered that animals can be slaughtered only in licensed slaughterhouses and that municipal authorities must ensure compliance with this ruling. The Prevention of Cruelty to Animals (Slaughter House) Rules, 2001, and the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011, permit the slaughter of animals for food only in licensed slaughterhouses equipped with species-specific stunning equipment.

    Gujarat, Kerala, Puducherry, and Rajasthan already have laws in place prohibiting the religious sacrifice of any animal in any temple or its precinct.

    Andhra Pradesh, Karnataka, and Telangana prohibit it in any place of public religious worship or adoration or its precinct or in any congregation or procession connected with religious worship on a public street.

    Five people of the same family drowned in the canal, bodies of three found

    Mandya (IANS) | In a tragic incident, five members of a family drowned in a canal while swimming in Karnataka’s Mandya district on Tuesday. The deceased have been identified as Mehtab (10), Anisha Begum (34), Tasmiya (22), Asharak (28) and Afeeka (22). All of them had come to their close relative’s place from Bengaluru for a holiday after Ramzan.

    Fire and emergency services personnel reached the spot and pulled out three bodies from the canal. Police said a search is on for the remaining two bodies.

    The incident is of Basralu police station area. The five had gone for a swim in the Visvesvaraya Canal (VC) near Doddakottagere village. The deceased lived in Neelasandra area of Bengaluru.

    Police said that the deceased had come to the same place on Monday and swam back safely. But the accident happened on Tuesday. Police is collecting information and has started investigation.

    Karnataka Chief Minister Basavaraj Bommai on Tuesday said the state government will not implement its decision to scrap four per cent reservation for Muslims in 2B category of the ‘Other Backward Castes’ till the hearing in the Supreme Court is completed.

    He emphasised that the reservation for 17 sub-castes of extremely backward Muslims who are placed in Category-1 and Category 2-A have not been touched.

    “We had decided that till the time the hearing is complete we will not take it forward. Court has not given any stay.

    We only have said that you (SC) hear the case; so long the case is heard, we will not implement it,” Bommai told reporters here.

    He was reacting to the Supreme Court’s direction to the Karnataka government not to implement its decision of scrapping four per cent reservation for Muslims till May 9 when the matter will be heard.

    At the fag end of its term, the BJP government decided to abolish the four per cent reservation for Muslims under 2-B category.

    The four per cent was later split into two equally and distributed among the two dominant communities of the state – Vokkaligas in 2-C category and Lingayats in 2-D category.

    “There are about 17 sub-castes within Muslims – Pinjar, Darzi, Chakarband. Those are still in the backward classes only under Category-1 and 2A. Those who are extremely poor are still in those two categories,” Bommai said.

    He also said that the Muslims have been placed in the Economically Weaker Section category which is entitled for 10 per cent reservation.

    “Those who were getting four per cent have been put in the 10 per cent category. This way, no injustice has happened,” Bommai explained.

    In her reaction, the Union Minister of State for Agriculture and Farmers’ Welfare Shobha Karandlaje said the Constitution of India does not permit religion-based reservation.

    “The previous government had introduced it as part of its appeasement politics,” Karandlaje said.

    Belagavi (IANS) | Senior Congress leader and former state minister D.B. Inamdar died on Tuesday at a private hospital in Bengaluru. He was 74 years old. Danappagouda Basanagouda Inamdar was suffering from many ailments. He was admitted to the hospital following lung and liver ailments.

    He represented the Kittur assembly constituency several times and also served as a minister in the Congress government.

    Inamdar was a ticket contender from Kittur seat for the upcoming assembly elections. However, the party denied him the ticket at the last moment.

    Chief Minister Basavaraj Bommai has condoled the death. May God give strength to his supporters and family to bear the pain of his bereavement, he said.

    Davangere (IANS) | Karnataka Chief Minister Basavaraj Bommai said he would thank Rahul Gandhi for his visit to the Lingayat Math just for show. He told reporters here on Monday that several national BJP leaders, including Prime Minister Narendra Modi, Union Home Minister Amit Shah and Union Minister Smriti Irani, would come to Karnataka for campaigning as star campaigners.

    He said that this time BJP will get more votes than in 2018 assembly elections. He said that Congress leaders would be thanked for taking former CM Jagadish Shettar and former deputy CM Laxman Savadi into their party. This will be plus point for BJP. The voters are against Shettar and Savadi. He enjoyed power and then joined the Congress. He said that this will not be accepted by the people.

    Bommai said he had never envisioned becoming the chief minister but the high command took the decision. Even now the high command will take the decision. The leaders in Delhi have an eye on everything.

    Karnataka Pradesh Congress Committee President D.K. On Shivakumar’s statement that the BJP was playing with emotions, Bommai said it was Congress leaders who started the controversy over Lingayats. Shivkumar has a habit of saying one thing and doing something else. He said, let’s wait and see whom the Lord will favor.

    On Leader of Opposition in the Assembly Jagadish Shettar’s claim that his statement on Lingayat chief ministers has been twisted, Bommai said the public is not a fool and is watching everything.

    On BJP MLA Madal Virupakshappa, the main accused in the contract scam, campaigning for his son in Channagiri, the Chief Minister said the high command was looking into everything and would take an appropriate decision.

    Karnataka records around 1.4 lakh cases of public smoking annually

    Twenty years after the ban on public smoking in India, as many as 1.4 lakh cases of public smoking are reported in Karnataka every year.

    According to the State Tobacco Control Cell (STCC), 24 per cent of adults in Karnataka are exposed to hazardous second-hand smoke in public places.

    Though the Cigarettes and Other Tobacco Products Act (COTPA) banned public smoking in India in 2003, Karnataka started enforcing the law effectively only in 2013.
    In 2013 the police and health departments together booked only 46,935 cases, but the number crossed 1.4 lakh in 2014. Cases have increased annually since then, reaching a maximum of 1.8 lakh each in 2019 and 2020. The numbers declined in 2021 and 2022, with around 1.4 lakh cases each.

    Prabhakara, Project Manager at STCC, points out that the fine amount of Rs 200 is too low to be a deterrent.

    “Under the COTPA, the smoker can be fined up to Rs 200 only. So we are also using the provision to levy cumulative fines on the owner of the premises. For example, five smokers around a shop can be fined Rs 200 each, but the shop owner can be charged Rs 1,000 for all of them.”

    He says the decline in cases since 2021 could be due to better enforcement and also increased awareness among people particularly on the link between smoking and Covid.

    “Our compliance assessment study done over the past seven years, wherein a third party observes COTPA compliance in around 350 public places, also shows a decline in public smoking,” Prabhakara says.

    The sale of tobacco products to minors and also within 100 yards of educational institutions, continue to be a concern. Health department booked 11,004 cases under these sections in 2022-23, and 9,904 cases in 2021-22.

    Karnataka: Prime Minister Narendra Modi will address a massive public rally on April 30 at Channapatna in Karnataka’s Ramnagar district ahead of the Assembly elections scheduled to be held in the southern state on May 10, a BJP leader said on Saturday.

    A party leader said that the BJP is aiming at winning more seats in certain parts of the state where it does not enjoy a significant stronghold.

    Former Karnataka chief minister and Janata Dal-Secular leader H.D. Kumaraswamy is contesting from the Channapatna constituency. The BJP has fielded former minister C.P. Yogeshwar from this seat. Political analysts believe the constituency would witness a direct contest between the JD-S and the BJP.

    Kumaraswamy’s son Nikhil Kumaraswamy is contesting from the neighbouring Ramnagar constituency. The region is considered as a bastion of the JD-S.
    The Bharatiya Janata Party (BJP) has planned a mega rally in Channapatna.

    Preparations are currently underway at Shettihalli village.

    According to sources, a huge stage and shelter is being erected to accommodate 2-3 lakh people. The BJP workers will be roped in from the neighbouring districts of Tumakuru, Mandya and Mysuru.

    Yogeshwar on Saturday said there would be no road show this time in Channapatna. “The programme is scheduled to take place for about 2 hours. The party wants to win more seats in the old Mysuru region (south Karnataka),” he said.

    BENGALURU: With the Congress hitting out at the BJP and terming the party “anti-Lingayat”, the BJP is gearing up to project itself as pro-Lingayat. Community leaders held a meeting at former CM BS Yediyurappa’s residence late Wednesday night, demanding that the party announce the next chief minister too from the Lingayat community.

    Chief Minister Basavaraj Bommai on Thursday said they discussed how to respond to the falsehood by the Congress. “Leaders expressed their views about a Lingayat CM, and Union Minister Dharmendra Pradhan assured them he would speak about it to party leaders,” he said.

    Lingayats, whose population is close to 20 per cent in Karnataka, is the strongest community. After former CM Jagadish Shettar and former deputy CM Laxman Savadi quit the BJP to join the Congress, leaders of the grand old party are terming the BJP “anti-Lingayat”.

    Speaking to reporters, Bommai recalled that the Congress unceremoniously removed Veerendra Patil as chief minister, and the statement was issued at the airport. “Congress leader M Rajashekara Murthy was also neglected. The party tried to divide the Lingayat religion. People will not pardon the party for doing it just for the vote bank politics. The Congress cheated Dalits, backward classes and Lingayats,” he said.

    Asked about the Lingayat leaders’ demand, Bommai said no decision has been taken regarding the chief minister. “The meeting of Lingayat leaders was to take stock of the current political situation. A few leaders have given suggestions on how to respond to Congress allegations and also regarding a Lingayat CM. No decision has been taken on announcing a Lingayat CM,” he added.

    BJP sources said since Congress is continuously trying to project the BJP as anti-Lingayat, candidates were told to stress on the reservation policy that has increased quota for Lingayats. They were also told to recall how the Congress, when Siddaramaiah was chief minister, attempted to divide the religion and get a separate Lingayat religion tag.

    Meanwhile, national BJP leaders and Union ministers have been visiting Lingayat mutts whenever they are in Karnataka. BJP leaders and candidates were also told to slam the Congress on social media.

Truth is BJP has always been accommodative of Lingayat community & its aspirations. Lingayats have got the maximum number of representation from BJP. Its a crude joke that Congress still has the audacity to talk about Lingayats.”
