    Decision on Hijab ban to be in students’ favour, says education minister

    A day after academicians met Karnataka chief minister Siddaramaiah over the hijab ban in educational institutes and changes to textbooks brought in by the former BJP government, state education minister Madhu Bangarappa on Tuesday said that the Congress government will take a “decision that will benefit all students”.

    Refusing to comment on the hijab row as the matter is sub-judice, Bangarappa said, “The case is currently in the court and the law department will fight it legally. It would be wrong to comment on it further. But we will take a decision that will benefit all students.”

    On Monday, about 30 academicians met CM Siddaramaiah in Bengaluru, and submitted a memorandum with various demands to reform the education sector.

    “Thousands of girls are deprived of education due to the hijab controversy,” they said in the memorandum, urging the government to revoke a ban on students wearing the hijab to classes.

    A controversy erupted in the state in December 2021 when six students of a government pre-university college in Udupi district protested after being barred from attending classes for wearing the headscarf. After the state government issued an order banning entry to classes of students wearing the hijab, the matter reached the Karnataka high court on January 31 last year. While the high court ruled that hijab is not “essential” to the practice of Islam, the Supreme Court in October last year referred the case to a bench led by Chief Justice of India Dhananjaya Y Chandrachud.

    Ahead of the elections, the Congress in its manifesto said that the BJP “distorted textbooks” by “insulting great souls of Karnataka such as Vishwaguru Basavanna, Rashtrakavi Kuvempu”. The party promised it will restore the “true values of Bharath and Karnataka and scientific temper”.

    On Tuesday, Bangarappa, who was the vice president of the Congress’ manifesto committee, said, “We have already said that students come to schools to get educated and we don’t want it to be disturbed, and there should be no mistake on part of the government or me or officials or the system in this regard. We have given the commitment.”

    He further said, “In the manifesto, we had said clearly that textbook revision will take place in the interest of the students’ future. We don’t want their minds to get polluted.”

    The textbooks with changes made by the BJP government have already been dispatched and the school session begins from Wednesday.

    “The challenge before us now is, how we will do it (review the changes) with care, without affecting the students and their studies,” Bangarappa said. The commitment in the manifesto will be taken forward with the guidance of the chief minister and deputy chief minister DK Shivakumar, he said.

    Congress leader and public works minister Satish Jarkiholi also said that the textbooks will be reviewed. “We will remove the unnecessary content in the textbooks. The process of addition and removal of new text will be done based on the report given by the expert committee,” he said in Belagavi.

    The Congress government is expected to set up a committee to review the revisions made to the textbooks, a senior leader familiar with the matter said.

    Former CM Basavaraj Bommai, however, took exception to the Congress government’s plans of reviewing the changes made to the textbooks.

    “We had introduced certain new lessons based on Indian culture, literature and principles. However, the new government is trying to target this, and is set to form a new committee to reverse this. The society will respond to this,” Bommai said.

    “Parents are observing the moves of the new government. Students should not be inconvenienced due to frequent revisions in textbooks. Let us see how responsibly this government will behave,” he said.

    Karnataka Chief Minister Siddaramaiah on Wednesday asserted that his government will implement the five poll ‘guarantees’ promised ahead of the assembly polls.

    He said that officials have shared their inputs on financial implications, and the cabinet will meet on June 2 to decide on the implementation.The cabinet meeting was earlier scheduled for June 1. In view of the implementation of guarantees, the Chief Minister today held a meeting with all the Ministers and senior officials of the concerned departments at Vidhana Soudha, the seat of state secretariat and legislature.

    “We had given five guarantees to the people, regarding these five guarantees concerned officials and finance department officials have made a presentation together. All the Ministers have seen the presentation, it has all the details — proposals and financial implications of the implementation,” Siddaramaiah said.

    Speaking to reporters after the meeting, the CM said, “we have not discussed in today’s meeting, discussion and decision will be on the day after. On Friday at 11 AM, I have convened the cabinet meeting, where we will discuss, and after that our decision will be made known to you.” “But, the government has taken a call to implement all the five guarantees. It is a guarantee that we will implement the guarantees,” he added.

    Earlier, Karnataka transport minister Ramalinga Reddy clarified that the bus travel is going to be free for all women in Karnataka, without any conditions.

    Recently, The Karnataka State Road Transport Corporation (KSRTC) staff and workers federation wrote a letter to CM Siddaramaiah, asking him to implement the scheme soon as few women passengers are already refusing to pay the ticket fare while boarding the buses. The staff also asked the chief minister to estimate the cost of scheme and compensate KSRTC in advance.

    There are also some reports about incidents of people not willing to pay electricity bills and women not wanting to pay bus charges. There are also discussions over whether mother-in-law or daughter-in-law should get financial assistance under the ‘Gruha Lakshmi’ scheme.

    Congress’s guarantees
    The Congress had promised to implement the ‘guarantees’ – 200 units of free power to all households (Gruha Jyoti), Rs 2,000 monthly assistance to the woman head of every family (Gruha Lakshmi), 10 kg of rice free to every member of a BPL household (Anna Bhagya), Rs 3,000 every month for unemployed graduate youth and Rs 1,500 for unemployed diploma holders (both in the age group of 18-25) (YuvaNidhi), and free travel for women in public transport buses (Shakti), on the very first day of assuming power in the state.

    There is mounting pressure on the new government from opposition parties and various sections of people from across the state, to fulfill its five guarantees as promised ahead of polls.

    Asked whether the five guarantees will be implemented at once or one after the other, the CM said, “All those things have not been decided yet, it will be discussed and decided in the cabinet.”

    To a query about BJP’s criticism, he said, “let BJP (central govt) fulfill whatever they had promised, before questioning us. We will implement what we had promised, we had implemented earlier too, we will do it even now.”

    Deputy Chief Minister D K Shivakumar told media that officials shared inputs in today’s meeting and also gave four to five options regarding the implementation of the guarantees, and what would be the financial impact.

    “We are committed to implementing the guarantees, no doubts on that. Following officials sharing their opinion and inputs, some of us (Ministers) have also shared our view, and we have asked officials to rework and present it before the cabinet. As they sought time, there is no cabinet tomorrow, it has been postponed by a day — to Friday. We will discuss and let you know.”

    Appealing to people to avoid any kind of “gossip” on this matter, Shivakumar said the state government is aware of the promises made by the Congress ahead of elections and also the financial implications. “We are discussing everything.”

    Reiterating that the government will decide at the cabinet meeting on Friday, he said, “How to do, what to do, we are thinking about it. You (media) may be in a hurry, we are not. Our speed is towards implementing systematically, the state has to be saved and we have to keep up our promise.”

    Asked whether there will be conditions attached to guarantees, the Deputy CM said, “Whether there are conditions or not – is not important, there should be a system for everything. Like in the case of free bus service for women — who, where, within Karnataka or outside, there should be some calculations.”

    Earlier in the day, Rural Development and Panchayat Raj Minister Priyank Kharge said criteria and frameworks are being decided for implementation of guarantees. He said the criterion has to be fixed to implement the guarantees, as tax-payers money is involved.

    Opposition BJP and JD(S) have accused the Congress of trying to “cheat” voters after coming to power by trying to attach conditions or criterion to the guarantees for their implementation, which were not mentioned ahead of polls.

    After having accorded in-principal approval for the guarantees in the first cabinet meeting on May 20, Chief Minister Siddaramaiah had said they would “most likely” be implemented after the next Cabinet meeting. He had also said that initial estimates indicate it would cost the exchequer Rs 50,000 crore annually.

    Karnataka portfolios finalised as CM Siddaramaiah keeps IT/BT, DK Shivakumar gets Irrigation, Bengaluru development

    The final list of portfolios was notified towards midnight Sunday with Chief Minister Siddaramaiah retaining the IT/BT department due to a tug-of-war between two lawmakers who wanted it.

    The final list of portfolios was approved by Governor Thaawarchand Gehlot, but not before Siddaramaiah was forced to make multiple changes under pressure from ministers.

    Initially, MB Patil was given the IT/BT portfolio along with Industries. In a subsequent revision, IT/BT went to Priyank Kharge along with Rural Development & Panchayat Raj. Apparently, Patil opposed this saying he is keen to take up IT/BT. For now, Siddaramaiah has kept IT/BT with himself and it is likely that he will allocate it to Patil later on.

    Similarly, there was some back-and-forth with the Kannada & Culture portfolio. Initially, it was given to B Nagendra who scoffed that he is not even a native Kannada speaker. The portfolio has now been given to Shivaraj Tangadagi. As demanded by Nagendra, a Valmiki, he got the ST Welfare portfolio along with Youth Empowerment & Sports.

    Also, Deputy Chief Minister DK Shivakumar has been given Bengaluru City Development. He is the fourth successive non-Bengaluru lawmaker to oversee the city’s affairs.

    During the JD(S)-Congress coalition, the then Deputy CM G Parameshwara (Koratagere) was the Bengaluru minister. When the BJP came to power, BS Yediyurappa (Shikaripura) kept Bengaluru with himself. Then, Basavaraj Bommai (Shiggaon), too, followed suit.

    Parameshwara is the home minister, a job he had between 2015 and 2017.

    Guarantee-linked portfolios

    Ramalinga Reddy is the transport minister to oversee the fulfillment of the Congress’ promise of free bus travel to women (Shakti). He was unhappy with the transport portfolio but was convinced after he was given Muzrai as an additional responsibility.

    Siddaramaiah’s aide KJ George will head the energy department, which is under pressure to provide 200 units of free power to all households (Gruha Jyoti). Senior leader KH Muniyappa is in charge of the food & civil supplies department under which comes the Anna Bhagya promise of 10 kg free rice to every BPL member.

    Shivakumar’s aide Laxmi Hebbalkar is heading the women & child development department that is working out details to give Rs 2,000 per month to all woman head of households (Gruha Lakshmi).

    For the unemployment allowance (Yuva Nidhi), Santosh Lad is the Labour minister, and Dr Sharanaprakash Patil the skill development minister.

    It is said that there was some resistance among lawmakers in taking up guarantee-linked portfolios.

    Ten persons from Ballari district have been killed, including three children, while three more have sustained grievous injuries, in a road mishap on the Mysuru-Kollegal highway, near Kurubur village of T Narsipur taluk, Mysuru district, on Monday afternoon.

    The victims were returning in a multi-utility vehicle (Toyota Innova) from Male Mahadeshwara temple in Hanur taluk, when it rammed against a private bus coming from the opposite direction. The car has been damaged heavily, beyond recognition, due to the impact. The bus was bound for Kollegal.

    Police said, there were 13 persons in the MUV, including four children and women. The accident occurred near Pinjrapole, a care centre of cattle of the Pinjrapole Society of the Jain community.
    The deceased have been identified as Manjunath (35), Poornima (30), Pavan (10), Karthik (8), Sandeep (24), Sujatha (40), Kotresh (45), Gayathri (35), Shravya (3) and driver Aditya. The injured are: Shashikumar, Puneeth and Janardhan, who have been admitted to a hospital for treatment, according to Superintendent of Police Seema Latkar.

    Police said, the CCTV camera footage of the mishap is available from the bus.

    Learning about the mishap, Chief Minister Siddaramaiah immediately condoled the death of the victims. In a tweet, the CM said: “Disturbed by the unfortunate accident near T Narasipura of Mysuru district that killed 10 innocent people. Rs 2 lakh compensation shall be provided to the families of the deceased from CM relief fund. I have directed the concerned officials to ensure proper treatment for the injured” (sic).

    The High Court of Karnataka on Friday clarified that the order of status quo in regard to the activities of Isha Yoga Centre at Avalagurki village of Chikkaballapura district would not come in the way of unveiling the Adiyogi (Shiva) statue, scheduled for January 15, 2023. A division bench headed by Chief Justice Prasanna B Varale said this after accepting the undertaking of the Centre that it would not take up any activities of deforestation and construction in the meantime.

    The bench was hearing a PIL questioning the permission granted to purchase the land and alleged deforestation and construction activities.

    “We clarify that order dated January 11, 2023 would not come in the way of respondent 16 (Isha Yoga Centre) for the scheduled programme on January 15, 2023 and that respondent 16 would not take any activity of alleged deforestation and alleged construction is taken as undertaking to this court,” the bench said.

    The customs officers seized 306.21 carat diamonds of different sizes from a passenger at Mangaluru International Airport. The value of the seized diamond is Rs 1.69 crore.

    Customs official said that during the pre-embarkation security check of passengers at the Mangaluru International Airport, the CISF personnel intercepted a passenger bound to Dubai and found two pouches concealed in his underpants on the suspicion that they contained precious stones.

    The passenger hailing from Kasaragod was offloaded and handed over by CISF to the customs officers at the airport for further investigation.

    The two pouches contained 13 smaller packets with diamonds of different sizes.

    Bengaluru (IANS) | After the Congress won a landslide victory in Karnataka, the Chief Minister Siddaramaiah-led government is now eyeing the 2024 Lok Sabha elections and the party aims to prevent a repeat of 2019 by the BJP.

    The Congress had won only one out of 28 seats in the state in the 2019 Lok Sabha polls and is now aiming to win at least 20 seats. By defeating the BJP in the assembly elections, the Congress has closed the doors of South India for the saffron party.

    Cabinet minister Dr Sharanprakash Patil, considered close to Congress president Mallikarjun Kharge, said the party would make every effort to win all the seats in the state. People’s sentiments have changed. Congress will win at least 25 seats this time.

    According to Congress sources, 9 cabinet ministers have been made from the Dalit community, 7 Lingayats and 5 Vokkaligas. Apart from this, 7 ministers from OBC and ST community have taken oath. The party has allocated 2 cabinet posts to Muslims and 1 each to Christian, Jain and Brahmin communities.

    Chief Minister Siddaramaiah has said that a full-fledged government has been formed in the state within 15 days of the election results. People have voted us to provide stable and clean governance and we will live up to the expectations of the people.

    Taking a jibe at the BJP, CM Siddaramaiah said that the public was disenchanted with the struggles of the ‘one man government’ and people had seen the helplessness of a Chief Minister who was going round Delhi for cabinet expansion. They had seen futile meetings with the high command with no results, and today they see a fearless, complete and stable government.

    Congress leader says Siddaramaiah has strayed from the path of controlling ministerial aspirants by keeping 2-3 ministerial posts vacant till the end of his term and has filled all 34 ministerial posts, which shows his confidence and determination . Representation has been given to most of the districts except a few.

    However, former chief minister Basavaraj Bommai has claimed that the arrogance of the Congress government is already showing. The politics of hatred being adopted by the Congress will end by the time of the Lok Sabha elections. Cabinet ministers are talking about hatred and political rivalry. They have chosen hatred instead of development.

    While former CM HD Kumaraswamy has predicted that this government will not last long. The former CM has called upon his party workers to be ready for new political developments in a few months.

    Having struck a chord with the people of the state after its pre-poll proposal to ban Bajrang Dal for its involvement in anti-social activities, the Congress is upbeat and talking about banning the RSS. CM Siddaramaiah took a U-turn after Priyank Kharge made repeated statements banning RSS and Bajrang Dal.

    While the grand old party Congress is ready with a strong leadership in Karnataka, the BJP has to find a leader who can take on Chief Minister Siddaramaiah and Deputy CM DK Shivakumar in the state.

    Congress President Kharge belongs to the state and his appeal of being Karnataka’s son of the soil has impressed the public. With former Chief Minister BS Yeddyurappa retiring from electoral politics, the BJP does not have a mass leader who can stand up to the stature of Siddaramaiah, Shivakumar and Kharge. The Bharatiya Janata Party is yet to elect the Leader of the Opposition.

    The BJP’s hope of depending on Prime Minister Narendra Modi, Amit Shah and Hindutva has done it a lot of damage. Making its presence felt in the Lok Sabha elections is a challenging task for it as the Congress is marching ahead with confidence.

    Bengaluru (IANS) | The cabinet expansion exercise has fueled discontent in the Karnataka Congress, which returned to power after the May 10 assembly elections. Sources gave this information. While no one dared to come out and issue a statement in this regard, Congress insiders confirmed that there is discontent among senior party leaders over missing out on a cabinet berth. A close aide of senior leader Sonia Gandhi, B.K. Hariprasad is contemplating to resign as MLC and Leader of Opposition in the Council. Veteran Congress leader R.V. Deshpande, who refused to accept the Speaker’s post, has also been sidelined by the party.

    The source said that even after heavy lobbying in New Delhi, the senior leader did not get help. The state unit has alleged that the resourceful Deshpande did not help the party in difficult times.

    Shivling Gowda, who is former PM H.D. Deve Gowda, who had joined the Congress after raising the flag of rebellion, said after meeting Siddaramaiah at his residence, I am saddened. I won’t say anything now.

    Senior politician from Vokkaliga community T.B. Jayachandra, and Vinay Kulkarni, who won from Dharwad Rural, are also unhappy. Vinay Kulkarni is an accused in the murder case of a BJP worker and is a favorite of Chief Minister Siddaramaiah.

    Jagdish Shettar and Laxman Savadi, who came to Congress from BJP, have also not been made ministers, while Savadi was promised a place in the cabinet. Jagdish Shettar has been promised to be made an MLC and then inducted into the cabinet.

    Senior leader Rudrappa Lamani has also not been included in the cabinet. Our Banjara community leader Rudrappa Lamani’s name was in the list till last night, but today we saw that his name is not there.

    When asked about this development, Chief Minister Siddaramaiah hit back at the media on Saturday saying whether any leader spoke to him personally that he was unhappy with the cabinet expansion. He said that there is nothing like that.

    BENGALURU: A week after assuming power, the Congress government led by Chief Minister Siddaramaiah carried out the cabinet expansion by inducting 24 legislators who sworn in as ministers on Saturday.

    The Karnataka government can have 34 ministers. Ten of them, including Chief Minister Siddaramaiah and his deputy D K Shivakumar, were sworn in on May 20.

    According to the Chief Minister’s office, the swearing-in took place at 11.45 AM inside the Raj Bhavan. Security has been stepped up in and around the Raj Bhavan in view of the crowd that would gather to witness the ceremony.

    MLAs H K Patil, Krishna Byregowda, N Cheluvarayaswamy, K Venkatesh, H C Mahadevappa, Congress working president Eshwar Khandre and former state Congress president Dinesh Gundu Rao are among those who will take oath on Saturday noon.

    Others in the list are: Kyathasandra N Rajanna, Sharanabasappa Darshanapur, Shivanand Patil, Ramappa Balappa Timmapur, S S Mallikarjun, Shivaraj Sangappa Tangadagi, Sharanaprakash Rudrappa Patil, Mankal Vaidya, Laxmi Hebbalkar, Rahim Khan, D Sudhakar, Santosh Lad, N S Boseraju, Suresha B S, Madhu Bangarappa, M C Sudhakar and B Nagendra.

    Laxmi Hebbalkar, Madhu Bangarappa, D Sudhakar, Cheluvaraya Swami, Mankul Vaidya and M C Sudhakar are close to Shivakumar, according to Congress sources. The Congress’ list figures names of six Lingayats and four Vokkaligas.

    Three MLAs are from Scheduled Castes, two from Scheduled Tribes and five from Other Backward Communities — Kuruba, Raju, Maratha, Ediga and Mogaveera. In Dinesh Gundu Rao, Brahmins have also got representation in the cabinet.

    Seven ministers each are from Old Mysuru and Kalyana Karnataka regions, six from Kittur Karnataka region and two from central Karnataka. Chief Minister Siddaramaiah has struck a balance by giving caste and region-wise representation along with giving due respect to senior as well as junior MLAs, an official statement said on Friday night. It also said the cabinet will have eight Lingayats. Within them, different sub-sects of the community have been given representation. There will be five Vokkaligas, including Shivakumar, the statement said.

    The cabinet will have nine Scheduled Caste ministers, it said. The portfolios have not been allotted yet. State Minister K H Muniyappa said the portfolios will be announced by evening.

    Both Siddaramaiah and Shivakumar had been in Delhi for the past three days and had held several rounds of discussions with the party leadership.

    The names of the 24 MLAs were decided after hours of hectic deliberations between Siddaramaiah, Shivakumar and the top central leaders, including AICC general secretaries K C Venugopal and Randeep Surjewala.

    Congress president Mallikarjun Kharge and former party chief Rahul Gandhi gave the final nod to the list.

    Earlier, the two Karnataka leaders also met Sonia Gandhi, for the first time after government formation in the state. Differences between Siddaramaiah and Shivakumar had emerged over names of probable ministers but these were sorted out during the discussions, the sources said. Meanwhile, all the leaders left for Bengaluru from Delhi for the oath-taking ceremony of the new ministers.

    Himachal Pradesh Chief Minister Sukhwinder Singh Sukhu and his Jharkhand counterpart Hemant Soren also left with Shivakumar and Surjewala for Saturday’s event.

    13-year-old girl electrocuted to death in Karnataka

    Belagavi (IANS) | A 13-year-old girl died after being electrocuted by a high-tension power transmission cable while playing at her residence in Belagavi on Tuesday. The deceased has been identified as Madhura More, a resident of Machhe village. According to the police, the girl got electrocuted from the high tension wire in front of the house. He accidentally touched the strings while playing.

    Officials of the Hubballi Electricity Supply Company Limited (HESCOM) are claiming that they had served a notice to the girl’s father for not building a house at the site. But, the family ignored the notice and the danger warnings.

    Belagavi Rural Police visited the spot and conducted investigation. After postmortem, the body was handed over to the parents.
