    Ma Su inaugurates several healthcare facilities in Namakkal

    CHENNAI: Health Minister Ma Subramanian on Monday inaugurated several health facilities, including a new CT scan centre, at Tiruchengode Government Hospital at an estimated cost of Rs 3 crores and other buildings at two Government Primary Health Centers in Namakkal.

    The new CT scan centre has been set up at an estimated cost of Rs 2.10 crore by the National Welfare Board at Tiruchengode Government Hospital in Namakkal District. An additional building at Seetharampalayam Government Urban Primary Health Center at an estimate of Rs 40 lakh and another new building for the Public Health Unit at Kokkarayanpet Government Primary Health Center at an estimate of Rs 50 lakh on Sunday.

    “A new blood bank at a cost of Rs 30 lakh is also being constructed in Chinnapendyal. Steps are also being taken to purchase advanced medical equipment for the infant care units in Tiruchengode Government Hospital. A 50-bed multidisciplinary hospital building will be constructed here,” said Ma Subramanian. He said that since Tiruchengode attracts a lot of pilgrims, it is important to strengthen the medical infrastructure of the government hospital there. A CT scan center will benefit all the people who visit the place from othe places.

    “As per the announcements in the assembly, we will be setting up district headquarters hospitals in 25 places and there are 18 district headquarters government hospital. The orders have been issued for the construction of new buildings and the files have been sent to the finance department for approval. In ten days, those works will be completed and very soon the works for the construction of the hospital will be started.

    Further, he said that public health unit buildings are going to be constructed in Rasipuram at a cost of Rs 36.50 crore and the foundation stone for that too will be laid very soon. Other buildings at a cost of Rs 50 lakh each in Pillanallur and Eranapuram, a building costing Rs 60 lakh in Namakrippet, a building costing Rs 22.75 lakh in Puduchatram and a building costing Rs 80 lakh in Manikampalayam will be constructed.

    CHENNAI: State Health Minister Ma Subramanian inaugurated the TB Eradication Summit under the National Tuberculosis Eradication Programme in Chennai and released the 2.0 State TB Eradication Comprehensive Plan document.

    The State Health Department is setting up Culture and Drug Sensitivity Testing Labs at Coimbatore and Tiruchy, as part of its goal to decrease the incidence of TB in TN to 40 per one lakh population in high-burden districts and to 10 per one lakh population in low-burden districts, by 2025.

    Governmental Hospital for Tuberculosis in Tambaram is one of the Culture and Drug Susceptibility Laboratories which have been accredited by the National Tuberculosis Elimination Programme and endorsed technologies for the diagnosis of tuberculosis (Pulmonary and Extra-Pulmonary) to support the programme. Similarly in the current year, culture and drug sensitivity labs have been established in Coimbatore and Tiruchy at the cost of Rs 3.10 crore. Equipment such as MGIT Machine, Line Probe Assay, installation of Biosafety Cabinet- BSL III and all Lab consumables are provided for the effective functioning of the laboratory.

    As per the plan, the department aims at ‘Detect All’ as a plan, which is one of the pillars of The National Strategic Plan of the National TB Elimination Programme (NTEP) with an objective of Early identification of presumptive TB, at the first point of contact be it private or public sectors, and prompt diagnosis using high sensitivity diagnostic tests to provide universal access to quality TB diagnosis including drug-resistant TB in the country.

    The department is planning at diagnosing all the new cases of multi-drug and rifampicin-resistant tuberculosis which are estimated to emerge annually. The NTEP includes 35 district TB centres, 461 TB units at the block Level, 1,967 designated microscopy centres, 2 intermediate reference laboratories in Chennai & Madurai and Molecular diagnostic labs- that are functioning to provide Universal Drug Susceptibility Testing to all diagnosed TB patients.

    As per a release from the health department, the State has not recorded any cases of Extensively Drug Resistant (XDR) TB in 2022, after two cases were reported in 2021 and 2019 each, and five cases were reported in 2020. Tamil Nadu is also seeing a decline pre XDR TB as 104 cases were reported in 2022 compared to 126 in the previous year. The multi-drug resistant TB saw a slight surge with 1,294 cases reported last year and 1,185 cases being reported in 2021. At least 1,188 cases of mono-drug TB were reported in the State.

    The Health Minister said that the number of TB patients diagnosed has increased from 68,922 in 2020 to 82,680 in 2021 and 91,592 in 2022. In 2020, 57,391 people have recovered, 68,810 in 2021 and 50,592 in 2022. The state has undertaken various measures to create TB-free status and 23 mobile vehicles equipped with Digital X-rays for TB were launched at a cost of Rs.10.65 crore.

    In addition to this, a total of 42 mobile digital X-ray vehicles are used to identify people with symptoms of tuberculosis, including young children and provide treatment. The modern blood test system for internal tuberculosis is being implemented in the best manner in Chennai, Kancheepuram, Madurai, Pudukottai, Tiruvallur and Thoothukudi. The identified people are given nutritional and financial aid to fight the infection.

    CHENNAI: Tamil Nadu Health Minister Ma Subramanian wrote a letter to Union Health Minister Mansukh L Mandaviya to guide National Medical Commission on recognising the creation of an MD course in Diabetology, Nutrition – Metabolism in the State and approving it in the schedule of the Commission.

    Stating that the prevalence of Diabetes is about 10.4 per cent in Tamil Nadu, he said that Diabetes Mellitus is a chronic metabolic disorder which contributes immensely to increased health expenditure for both the Government and the individual. If urgent preventive measures are not undertaken, most of the pre-diabetes will rapidly progress to frank diabetes, thus increasing the burden for the country in Tamil Nadu.

    In the past few years, both our State and Central Governments have been focusing on detection and early treatment of non-communicable diseases like diabetes in their health policies. Hence, starting an M D (Diabetology, Nutrition – Metabolism) course will increase the number of professional health-care providers available in this speciality in the country, the letter said.

    He emphasised that the course will help in the successful implementation of the State and Central Government’s policy of creating Diabetes care units in all health care centres in the State and the country. The course will also help to create diabetes care units in all the district peripheral hospitals in the State of Tamil Nadu.

    Talking about the already existing courses related to Diabetes, he mentioned that Tamil Nadu was the first State in the whole country to start a fulltime 2 years diploma in Diabetology course at the Institute of Diabetology at Madras Medical College since 1986, the only such course in the entire country to have been approved by the Medical Council of India (MCI) till date.

    Thus, he stated that the creation of a new MD course will help in the conversion of the already existing MCI recognised diploma in Diabetology seats into degree seats, thus helping in creating more number of teaching faculties in this specialty as per National Medical Commission norms.

    Speaking of the training in degree course in Diabetes – other metabolic diseases, Ma Subramanian said that training will be totally different from training in MD in General Medicine, Community Medicine and DM in Endocrinology. He suggested that if the M.D., (Diabetology, Nutrition – Metabolism) course is included by the National Medical Commission in the schedule of PGMER, 2000, the existing Diploma in Diabetology seats could be converted to MD Degree seats. The proposal for the same has been sent by the Tamil Nadu Dr M G R Medical University to National Medical Commission.

    The State health department had requested the National Medical Commission to consider the proposal favourably and issue necessary orders thereon to enable the University to start the course. However, the National Medical Commission, in its letter on Feb 23, 2022, had stated that the said request has not been acceded as this will downgrade all the existing courses.

    The state health department has filed an appeal to the Secretary, National Medical Commission and requested to consider the above proposal favourably and issue necessary orders thereon to enable the University to start the course in the forthcoming academic year itself, as per Section 28 (5) of the guidelines of National Medical Commission for dealing with appeals preferred to the Central Government Under National Medical Commission Act, 2019.

    Ma Subramanian requested Mansukh Mandaviya to guide the National Medical Commission to consider th proposal favourably and to issue necessary orders thereon to enable the University to start the course in the forth coming academic year.
