    Uttarakhand. Chief Minister Pushkar Singh Dhami on Wednesday inaugurated the Registration Office cum Transit Camp for Chardham Yatris in Rishikesh at a cost of about Rs 22.25 crore. On this occasion, he installed CC on Astha Path constructed from Dhalwala bridge to bus stand on the right bank of Chandrabhaga river in Rishikesh area with a cost of about Rs 4.71 crore. He also inaugurated the construction work of the road.

    Chief Minister Pushkar Singh Dhami also inspected all the works being done for the convenience of Chardham Yatris on the occasion of the inauguration of the Registration Office cum Transit Camp for Chardham Yatris. On this occasion, he also visited the hospital, registration office, inquiry and help center in the transit camp and reviewed all the arrangements there. During the inspection, the Chief Minister instructed the officers that all arrangements should be made well for the convenience of the passengers. Passengers should be treated with courtesy.

    On this occasion, Chief Minister Pushkar Singh Dhami interacted with the devotees who had come for Char Dham Yatra from different states. He welcomed everyone to Devbhoomi Uttarakhand.     Uttarakhand. Chief Minister Pushkar Singh Dhami inaugurated Shri Anna Mahotsav 2023 at Survey Stadium, Hathibarkala on Saturday. Thousands of farmers from all over the state are participating in this Shri Anna Mahotsav which lasts for four days. On this occasion, the Chief Minister inspected various stalls based on millets and released the book “Health with Taste” based on nutritious crops of Agriculture Department, Uttarakhand.

    Addressing a huge gathering on the occasion, the Chief Minister said that today’s event would prove to be a milestone in the promotion of ‘Shri Anna’. Such events will not only encourage the cultivation of millets, but also provide necessary information related to millets to the farmers. The year 2023 is being celebrated as “Millets Year” in the country. He said that due to the guidance and foresight of Prime Minister Narendra Modi, today the whole world is understanding the importance of traditional crops of our country. On India’s proposal, the United Nations has declared 2023 as the International Year of Millets. The Chief Minister said that “Shri Anna” is not limited to farming or eating only, where there is “Shri” there is prosperity, there is inclusiveness and there is victory. That’s why the Prime Minister has given Millets the name of “Shri Anna”. Along with nutritional elements, medicinal properties are also found in Shri Anna crops.

    Chief Minister Pushkar Singh Dhami said that the state government is working to encourage millet cultivation in the hilly areas of the state through government schemes to encourage farmers and provide employment. Coarse grains like Mandwa, Jhingora, Chaulai are being procured from the farmers of the hilly districts of the state at minimum support price as well as online payment is being made to the farmers. This is not only increasing the income of farmers, but also encouraging farmers to produce millet products.

    The Chief Minister said that an amount of about Rs 73 crore has been given to the State Millet Mission by the government to encourage millet crops and include them in the food of common people. Along with organic agriculture, the implementation of the National Natural Agriculture Mission scheme is being started in 11 districts of the state from this year. For this, approval has also been granted by the Government of India to run an agricultural mission program of about 796 lakhs on 6400 hectares of land. In the state, a target has been set to cover maximum agricultural area of the state under natural agriculture through “Chief Minister Natural Agriculture Scheme” and Namami Gange Natural Agriculture Corridor Scheme. It is also proposed to set up a “State Natural Agriculture Board” for regular monitoring and planning to encourage natural farming. He has appealed to the people of the state to include Shri Anna in folk festivals and festivals.

    On this occasion, Uttar Pradesh’s Agriculture Minister Surya Pratap Shahi said that Shree Anna was cultivated in Devbhoomi Uttarakhand since ancient times. Devbhoomi Uttarakhand has been the capital of coarse grains. The production of food grains is increasing in the state. The MSP of Manduve has been kept at Rs 35.78 paise in the state so that the farmers get good price for the production of coarse grains. An incentive of Rs 1.50 per kg has been arranged for women self-help groups for taking mandua from farmers at MSP. By 2025, a target has been set to make 1.25 lakh sisters of the state Lakhpati Didi. Good work is also being done in the state in the field of organic farming. For this, Uttarakhand has got the first prize for two consecutive years. In the field of aroma too, work is going on fast in the state. A provision of Rs 35 crore has been made for the Apple Mission and Rs 20 crore for the Kiwi Mission. A target has been set to double the production in the field of millets and horticulture by 2025.

Uttarakhand is the first state to have a new education policy which has been fully implemented in school education. The smart classes laid by the Sampark Foundation in this work will benefit the children.

    Welcoming the Chief Minister on the occasion, Founder Chairman of Sampark Foundation, Vineet Nair said that the objective of Government Smart Schools Smart Blocks Program is to improve the learning outcomes of 5484 children by training 274 teachers of 137 schools in Champawat block of Champawat district in the state. Have to improve. After successful implementation for 100 days in Champawat block, this program will be extended to Khirsu block of Pauri district in a time bound manner. Sampark’s team will also ensure capacity building of teachers so that teaching becomes systematic and easy. The resources provided by Sampark for this program include TV sets for each school, Sampark TV devices, Sampark Smart Shala application, Maths and English kit with Sampark Didi audio box, 500 lesson plans, 1100 lesson videos, TLM’s Along with 450 activities, 2000 worksheets as per class and subject, 3000 questions for assessment – Sampark Didi questions in KBC format, videos of science songs and experiments for classes 6 to 8 and a resource book for teachers.
    He said that Sampark FLN TV is an affordable plug-and-play device for classes 1 to 5, which consists of an Android set-top box and a remote. It is very easy to handle and operate and it transforms a normal television into an interactive and engaging learning platform, making the classroom a smart classroom. The liaison team will also train educational functionaries at the district, block, and cluster levels to monitor the use of TLMs and resources in schools and classrooms. On this occasion, District Magistrate Narendra Singh Bhandari said that the concept of an ideal Champawat given by the Chief Minister is creating new heights of success.     The Chief Minister said that religious conversion was taking place in different ways in the state as well. It was becoming a serious issue for the future in the state. Keeping this in view, we have decided to completely ban religious conversions in Devbhoomi Uttarakhand. A strict law on conversion has been made by the state government. In this, a provision has been made for 10 years of rigorous imprisonment for those who convert by force or inducement, in which the cases of conversion are divided into two categories. The punishment for single conversion is less, while the punishment for mass conversion will be more. On being found guilty of mass conversion, there is a provision for imprisonment of three to 10 years along with a fine of up to Rs 50,000. While there is a provision of imprisonment of two to seven years and a fine of Rs 25,000 for conversion of a person. He said that this is an important initiative taken by the state government in order to preserve the original form of Devbhoomi Uttarakhand along with its culture and distinctive identity and avoid any unnecessary religious conversions in the state.
    The Chief Minister said that along with the conversion, the encroachment done on the government land in Devbhoomi by our government is being identified and removed strictly. Illegal encroachment in the state will not be tolerated under any circumstances and strict action will be taken against those who commit such acts. The Chief Minister said that wherever there is a need to install ANPR cameras, its facilities should be made available by selecting the places. He said that installation of ANPR cameras would help GST and other departments as well and prevention of tax evasion would also be possible through this. With this, where the jam at the check posts will be relieved, the traffic will also be easy. The introduction of this system will also help in preventing vehicle accidents.

    Secretary Transport Arvind Singh Hayanki told through presentation that by amending the Motor Vehicles Act, 1988, arrangements have been made for electronic monitoring of vehicles by the Ministry of Road Transport and Highways, Government of India. All the check posts established on the state border in Uttarakhand have been abolished. To implement the electronic monitoring system in the state, in the first phase, a plan has been made to set up ANPR on the state border, for which an amount of Rs 4.61 crore has been approved from the State Road Safety Fund.
    Integration process has been started
    Secretary Transport informed that the process of integration has been started to make the data received from ANPR portal available to the GST department under the scheme, while integration with other departments like mining, excise, tourism, urban development, forest department and police has been done. It is also proposed to go so that the data obtained through a single medium can be used by all the concerned departments. This system has been made fully automated, for which the software prepared for ANPR camera has been integrated with Vahan Portal and E-Challan Portal. With this, challans will be automatically generated on the basis of the number plate of the vehicle, in which there will be no human intervention.

On the instructions of Chief Minister Pushkar Singh Dhami, guidelines have been issued by the government that in view of the need for participation in competitive examinations, students studying in class 11 and 12 in all the schools of the state should provide proof of permanent residence, caste and income and other necessary proofs. Letters should be made available in the school itself.

    In this regard, Secretary Shailesh Bagoli has issued guidelines to all the District Magistrates of the state, saying that in view of the need of the students for the necessary certificates and to remove the difficulties faced in obtaining these certificates, in all the schools of the state Under the initiative named Apno School, Apno Praman, it has been decided to provide permanent residence, caste and income and other necessary certificates to the students studying in class 11 and 12 at the school level itself. He has issued orders that a committee should be formed at the district level under the chairmanship of the District Magistrate, including the Chief Education Officer. The number of students studying in class 11 and 12 will be assessed by the committee at the district level. At the tehsil level, a committee constituted under the chairmanship of the Deputy Collector will get the date-wise roster prepared for the teams (Patwari/Lekhpal/Kanungo and data entry operator of CSC) visiting the school. An action plan will be prepared by determining the time frame for the process of issuing residence, character, income and mountain certificates and other certificates. Weekly monitoring and monitoring of the said program will be done at the district level.

    At the tehsil level, a committee should be formed under the chairmanship of the Deputy District Magistrate, including block education officers. Wide publicity will be done to make the schools aware about the information about the roster prepared by the committee. Information about necessary documents for certificates will be made available to principals, students, parents and local public representatives. Daily monitoring and monitoring of this program will be done at Tehsil level. After the action, the concerned school will be visited by the team of Patwari / Lekhpal / Kanungo and data entry operator of CSC, under daily monitoring from Tehsildar level, according to the date-wise roster, and by establishing effective coordination with the Principal, necessary fees / documents for the certificate , will be sent to Tehsildar / Sub-Collector offices through online / offline medium.

    After issuing the certificate by Tehsildar/Sub-Divisional Officer office after receipt of necessary fee/documents, the said certificate will be compulsorily made available to the Principal of the concerned school within a week for distribution to the students. Effective monitoring of the entire proceedings will be done by the District Level Committee in coordination with all Deputy District Magistrates, Tehsildars and Block Education Officers and in case of any problem/difficulty arising, necessary guidelines will be issued on the basis of urgency to those concerned at the level of the committee. Getting all these actions done within a maximum of two months, weekly information of each district should be compulsorily communicated by the District Magistrate to the government as per the attached format.

In this book, an attempt has been made to understand the processes of development and especially the impact of education and health schemes on the five tribes of Uttarakhand and their sub-castes, as well as various cultures, society, place, language, script, biological diversity, educational diversity of the tribal people. An attempt has been made to throw light on the level, impact of development, food habits, worship methods and traditional practices. This book is the result of the research and study of the author for more than three decades.
