    CBI raids Satya Pal Malik’s ex-press secretary’s house in graft case

    NEW DELHI: The Central Bureau of Investigation (CBI) was on Wednesday conducting raids at several locations in Delhi-NCR, including the residence of Sunak Bali, the former private press secretary to ex-Jammu and Kashmir Governor Satya Pal Malik in connection with the alleged Reliance Insurance corruption case of Rs 60 crore.

    As per Malik, Bali was not on government payroll but was his personal associate.

    The case pertains to a health insurance scheme that Malik was allegedly asked to push. Malik had claimed that he was offered a bribe for clearing the files during his tenure as the J&K Governor between August 23, 2018 and October 30, 2019.

    Last year, the CBI had lodged a case in this respect and conducted raids in six states.

    On March 23, 2022 a letter was received from Dr Mohammad Usman Khan, JKAS, Deputy Secretary to the Government, General Administration Department regarding a matter of malpractices in awarding a contract regarding the Employees Health Care Insurance Scheme to Reliance General Insurance Corporation Limited.

    “The allegations mentioned in the written communication prima facie disclosed that unknown officials of Finance Department of Govt. of J&K by abusing their official position in conspiracy and connivance with Trinity Reinsurance Brokers Ltd., Reliance General Insurance Company Ltd. and other unknown public servants committed the offences of Criminal Conspiracy and Criminal Misconduct to cause pecuniary advantage to themselves and caused wrongful loss to state exchequer during the period 2017 and 2018 and thereby in this manner cheated the Govt of J&K,” the CBI source said.

    After preliminary inquiry, the CBI lodged a case under sections 120-B read with sections 420 of RPC and Section 5(2), Section 5(1)(d) of the J&K PC Act.

    ‘Panchayat’ in support of Satyapal Malik

    Residents of Hisawada and Dhikoli villages in Baghpat district, western Uttar Pradesh, have threatened a special “panchayat” soon “to warn the Centre to stop atrocities against Satya Pal Malik or prepare to witness a state-wide protest”.

    “We shall hold panchayats in Hisawada, the former governor’s (Malik’s) ancestral village, and Dhikoli, where he had studied at the Mahatma Gandhi Memorial Inter College,” Anu Malik, vice-president of the Kisan Mazdoor Sangathan, a farmers’ and workers’ body, said.

    “The residents of these villages (17km from each other) have an emotional attachment to him and will not allow anybody to harass him just because of his uprightness.”

    Malik, who recently raised grave questions about the 2019 Pulwama terror attack and Prime Minister Narendra Modi’s purported response that evening, has been summoned by the CBI to provide “clarifications” relating to a corruption racket he had earlier flagged.

    Supporters of the former Jammu and Kashmir governor staged sit-ins at two Delhi police stations on Saturday after being disallowed from congregating at a south Delhi park. Malik has said that similar shows of support will be held in Rajasthan and Haryana too.

    He had earlier publicly suggested, without mentioning names, that “they (the Centre)” would be in trouble “if they touch me” because “I have a strong community (Jat)” and “solidarity with farmers”.

    A large number of Malik’s supporters from Baghpat, located in Delhi’s backyard, had set off for the national capital on Saturday when a rumour about Malik having been arrested during the standoff with the police began spreading. They turned back midway after learning that the former governor was back home.

    Om Veer Dhaka, a Rashtriya Lok Dal leader from Baghpat, said: “We will stand by Malik if the government tries to suppress his voice. We will be part of the panchayat to be held in Hisawada and Dhikoli.”

    Farmer leader Gurnam Singh Charuni said: “Malik had called khap (traditional village council) leaders and some farmers for lunch at his residence in Delhi. However, he realised that the space at his residence was not large enough and so shifted the venue to a nearby park. Some cops came and unnecessarily tried to stop us from holding any such event there.”

    Malik had told The Wire journalist Karan Thapar in a recent interview that when, as then Jammu and Kashmir governor, he had blamed the 2019 Pulwama massacre on the Centre’s own lapses, Modi had told him “tum abhi chup raho”. Malik had added that the Prime Minister “does not hate corruption very much” and is “ill-informed”.

    In the same interview, he had reiterated allegations of corruption involving the BJP, which he claimed Modi was aware of. He named a business house, a former Jammu and Kashmir minister, and an RSS leader in connection with his allegations.

    The CBI wants to question him in connection with one of these corruption allegations.

    Bengaluru: Union Home Minister Amit Shah has said that former Jammu and Kashmir Governor Satyapal Malik has been called by the Central Bureau of Investigation “for third time” as part of the investigation in an alleged insurance scam and noted that there was no relation of the summons and his allegations against BJP-led government.

    Amit Shah said the BJP government has not done any such thing which needs to be hidden from people. He said if certain remarks are made for personal, political self-interest, those should be treated likewise.

    “According to my information, he has been called a second or third time. An investigation is underway, some new information or proof must have come to light and he has been called for the third time. There is no truth in this that he has been called for speaking against us,” Shah said at Karnataka Roundtable organised by India Today.

    Referring to Malik’s allegations against the BJP-led government, Shah said he should be asked “why these things (have) come to mind after leaving us”.

    “Why is not the soul awoken when you are in power…the credibility of such remarks should be seen by people, journalists…if all this is true, why was he quiet when he was Governor..these are not issues of public discussion. I want to say to the people of the country that the BJP-led government hasn’t done any such thing which needs to be hidden. If some remarks are made for personal, political self-interest after leaving us, those should be evaluated by the people, media…,” Amit Shah said.

    Answering another query about the decision to appoint Satyapal Malik as Jammu and Kashmir Governor, Shah said he had worked in BJP for a long time and was also a former party vice president.

    “A selection was made, sometimes this happens in politics…If someone keeps changing attitude, form from time to time, what can we do, people should understand,” he said.

    Satya Pal Malik, the last Governor of the erstwhile state of Jammu and Kashmir who oversaw heightened times that include the abrogation of Article 370, stated in an interview that the Prime Minister squelched him by saying “tum abhi chup raho” when he as governor reported that the Centre’s own mistakes were to blame for the Pulwama massacre.

    Malik also said that the Prime Minister is ‘ill-informed’ and ‘does not hate corruption very much’ in an interview with journalist Karan Thapar for The Wire news portal that was posted on Friday night.

    Malik mentioned the bombing of the CRPF convoy in Pulwama in February 2019 which claimed the lives of 40 jawans and was turned into an election issue by the BJP in the interview.

    “CRPF members requested an aircraft to transport their members because such a sizable convoy seldom travels by road. They enquired the home ministry. They refused to give. They only required 5 aircraft, but they weren’t provided with any,” Malik said.
