  • One doctor has 83 hospitals registered in his name in Uttar Pradesh

One doctor has 83 hospitals registered in his name in Uttar Pradesh

Agra: One doctor has around 83 hospitals registered in his name in Meerut, Kanpur and various other districts of western Uttar Pradesh.

This came to light during the verification of licence renewal applications of hospitals and clinics.

More details are awaited on the case. The authorities said that nearly 449 medical facilities in and around Agra have been found ‘illegally being served’ by 15 doctors.

Chief medical officer (CMO) Arun Kumar Srivastava said, “Notices have been sent to these doctors. The matter is being investigated in detail.”

According to sources, people who are not medical practitioners obtain a licence in the name of a doctor from the health department to operate hospitals, clinics and pathology labs.

The scam got exposed after the Uttar Pradesh government this year mandated that the process for renewal of licence be done online.

The list of accused medical practitioners includes physicians, cardiologists, paediatricians and surgeons.

As per the health department records, 1,269 medical centres were registered during 2022-23.

Of these, 494 were hospitals, 493 clinics, 170 pathology labs, 104 diagnostics centres, seven sample collection centres and one dialysis centre.

The health department has so far renewed the registration of 570 hospitals and clinics for the year 2023-24 after verification of the applications.

“In various cases, hospitals and clinics applying for renewal of licence have not provided the required details related to trained paramedical staff, compliance with fire safety norms and disposal of medical waste. Information provided regarding bed capacity and other facilities is also suspicious,” the official said.

President of Indian Medical Association (Agra), Dr O.P. Yadav said, “This is a serious issue. We condemn such practices and will support the health department in taking necessary steps. The government should also take strict action against such centres and medical practitioners associated with them.”

The deaths come amid the heatwave conditions in the region. However, Ballia Chief Medical Officer (CMO) Dr Jayant Kumar said only two people have died due to heat stroke in the district till Sunday.

Nearly 400 patients were admitted to the district hospital from June 15 to June 17, they said, adding all the patients who died at the government hospital were aged above 60 years.

Meanwhile, Chief Medical Superintendent (CMS) of the district hospital, Dr Divakar Singh, was removed and sent to Azamgarh, allegedly after he made a careless remark about the cause of deaths.

Dr S K Yadav has been given the charge of CMS, a senior official said. “As per records of the district hospital, of the 54 deaths, 40 per cent of the patients had fever, while 60 per cent were suffering from other diseases. So far, only two persons have died due to heat stroke in the district,” CMO Kumar told PTI.

CMS Yadav said the hospital is under pressure as around 125 to 135 patients are being admitted here daily.

“On June 15, as many as 154 patients were admitted to the district hospital, of which 23 patients died due to various reasons. While 20 patients died on June 16, 11 passed away on the following day. They were all aged above 60 years,” he added.

According to the health officials, on average about eight deaths are reported daily at the district hospital. On Saturday, additional director of the health department of Azamgarh division, O P Tiwari, said a team of the health department from Lucknow would come to Ballia and conduct tests, after which the cause of the deaths would be ascertained. “Maybe there is a disease, which could not be detected. The temperature is also high in the region. During the summers and winters, death rates among diabetic patients and those with breathing difficulties and blood pressure usually increase,” Tiwari said.

On Sunday, District Magistrate Ravindra Kumar said that the number of beds at the district hospital has been increased to accommodate more patients.

“In order to ensure that patients at the district hospital do not face any difficulties, some air coolers and air-conditioners have been arranged. Apart from this, 15 beds have also been increased,” he said.

The DM also said, “CMS Dr Divakar Singh has been sent to Azamgarh, since he gave wrong information about death figures.” Deputy Chief Minister Brajesh Pathak, who also holds the health portfolio, said, “The superintendent’s removal has been done since he had made a careless remark without having information about the heatwave. All the chief medical officers and the chief medical superintendents in the state have been instructed to identify each and every patient, and provide them treatment.” Ballia, with the entire central and eastern UP, is reeling under sultry weather. As per the India Meteorological Department, the maximum temperature in Ballia was recorded at 42.2 degrees Celsius (4.7 notches above normal) on Friday (June 16), when 20 patients had died at the district hospital.

LUCKNOW: Two teams of the health department were rushed to Ballia on Saturday after 40 patients, who had been admitted to the district hospital due to heat stroke-related complications, died over the past three days.

As per reports, though the deceased were from varied localities, a high number of deaths sent the health department into a tizzy. Reportedly, 23 patients died on Thursday, 11 on Friday and another six on Saturday.

The health department has rushed a team under additional director (health) Azamgarh Division Dr OP Tewari, which is camping in Ballia to assess the situation. Director General (health) Renu Srivastava has rushed a separate team from Lucknow to conduct a probe into the high number of casualties.

Doctors at Ballia district hospital said that most of those who died over the past three days were over 60 years of age and had co-morbid conditions. The average temperature in Ballia, too, has been hovering between 40 and 44 degrees which is several notches above normal.

But what is perturbing for the health officials is that with similar conditions, no neighbouring district like Azamgarh, Mau and Ghazipur, has reported high numbers of heat wave-related deaths.

Meanwhile, the state government transferred Ballia district hospital’s chief medical superintendent Dr Diwakar Singh to Azamgarh.
