    Vigilance arrests Block Veterinary Officer over bribery charges

    Berhampur: Odisha Vigilance today apprehended Dr Rabinarayan Sahu, the Block Veterinary Officer (BVO) of Aska block in Ganjam district while demanding and accepting bribe.

    The Vigilance officials arrested Sahu while he was taking a bribe of Rs 9,000 from a Complainant (owner of a Bolero Vehicle) for processing the file for continuation of engagement of his vehicle as MVU (Mobile Veterinary Unit) under Chief District Veterinary Office (CDVO) in Chatrapur for the financial year 2023-24, abiding the terms and conditions of previous  contract.

    The Vigilance officials recovered the entire bribe money from Dr Sahu and seized.

    Following the trap, simultaneous searches are going on at 3 locations of Dr. Sahu from disproportionate assets (DA) angle.

    In this connection, Berhampur Vigilance P.S. Case No. 07/23 U/s 7 P.C (Amendment) Act, 2018 has been registered. Investigation is in progress against accused Dr Sahu. Detailed report follows.

    Karanjia: The tehsildar of Karanjia is under Odisha Vigilance scanner for accumulating disproportionate assets. The tehsildar is Charles Nayak.

    A vigilance team is conducting simultaneous raids at his government quarters in Mayurbhanj’s Karanjia and ancestral home in Bhadrak district of Odisha.

    Sources said that the vigilance conducted raids on the properties of Charles Nayak on the basis of allegation of demand and acceptance of bribe Rs.12,00,000/- (Rupees Twelve Lakhs) from a complainant. Charles reportedly demanded bribe from the complainant in order to release the compensation cheque of Rs 51,75,810, which the complainant recently received after wining in a land acquisition case. The complainant was awarded a compensation of Rs 51,75,810/- recently in lieu of acquisition of his land by the NHAI authorities. The Tahsildar demanded the bribe amount in the form of two blank cheques of Rs.10 lakhs and Rs.2 lakhs.

    Finding no alternative, the complainant handed over 2 blank cheques to the Tahasildar. After handing over and presentation of cheques in the bank for withdrawal of the bribe amount, the complainant reported the matter to Vigilance for legal action.

    In this connection, Vigilance Cell PS Case No.5/2023 has been registered. A search warrant was issued by the Hon’ble Court of Special Judge, Vigilance, Baripada. Four teams of Odisha Vigilance led by one Additional SP, 7 Dy SP, 3 Inspector and other staff are conducting searches in the office and premises of Tahasildar at the following places:

    1) Office room of Tahasildar-Karanjia.

    2) Official residence of Tahasildar Karanjia located at Karanjia.

    3) Residential house of Sri Charls Nayak located at near Dist Hospital, Bhadrak.

    4) Another place located at Chadei Bhol, Karanjia.

    Sambalpur: Odisha Vigilance has reportedly seized Gaisilet Police Station IIC Birabar Bhagat’s movable and immovable assets worth Crores.

    As many as four teams of Odisha Vigilance led by 2 DSPs, 7 Inspectors, 2 Assistant Sub-Inspectors and other staff conducted searches at four places on the strength of Search Warrants issued by the Court of Special Judge, Vigilance in Sambalpur and seized Bhagat’s property.

    The four places of the Police IIC where the raids were conducted today are residential building located at Anguliapada in Sambalpur, government quarter located at Gaisilet in Bargarh, farm house at Kabrapali village in Sambalpur and office chamber located at Gaisilet PS.

    The simultaneous searches were conducted on the allegation of possession of assets disproportionate to his known sources of income during which the following assets were seized:

    One double storeyed building located at Anguliapada, PS-Ainthapali, Dist-Sambalpur worth over Rs.77 Lakhs.
    One farm house with boundary wall with trees planted on the land vide Khata No.198/31, Mauza-Kabarapali, Sambalpur worth about Rs.21 Lakhs.
    Lands in Sambalpur town and Bonei, Sundargarh. Details as under:-
    A piece of land (benami) vide Plot No.721 under Khata No.1 & 182, Mauza-Bahidar new-palli, Sambalpur of area Ac.2.61 dcml.
    A piece of land vide Plot No.1114 under Khata No.559/3192, Mauza-Ainthapali, Sambalpur of area Ac.0.24 dcml.
    A piece of land vide Plot No.42/1390 under Khata No.198/31, Mauza-Kabarapali, Sambalpur of area Ac.2.02 dcml.
    A piece of land vide Plot No.6/944 under Khata No.46, MauzaPutibandha, Sambalpur of area Ac.0.25 dcml.

    The Registered Sale Deed (RSD) value comes to over Rs.1.11 Crore. However, the actual value is likely to be much higher. Undervaluation of the plots during registration is suspected. A thorough probe has been initiated in this regard.

    4) Bank, Insurance deposits and investment in debentures worth approx Rs.16.68 Lakhs.

    5) Gold jewellery approx 166 gms.

    6) Cash Rs.79,460/-.

    7) 2 four wheelers (Maruti Swift Dzire) worth Rs.13.65 Lakhs.

    8) 2 two wheelers & household articles worth over Rs.9.41 Lakhs.

    Birabar Bhagat is being examined to ascertain the source of the assets. Further searches are continuing. Unearthing of more assets is likely and overall valuation is likely to increase. Enquiry is in progress.

    Kalahandi: In another successful incident by the State Vigilance department of the Odisha police, the Vigilance Court of Special Judge in Bhawanipatna of Kalahandi district today convicted Dibakar Sahu, the ex- Gram Rozgar Sevak (GRS) (now disengaged from service) of Mohangiri Grama Panchayat  (GP) of the district in a vigilance trap case.

    Apart from convicting Sahu, the court also sentenced the former GRS to undergo a rigorous imprisonment (RI) for a period of 4 years and to pay fine of Rs 5,000 and in default of payment of fine, to undergo further rigorous imprisonment for a period of 3 months for the offence.

    Dibakar Sahu was charge sheeted by Odisha Vigilance in Koraput Vigilance PS Case No.33 dt.28.07.2017 U/s 7/13(2) r/w 13(1)(d) Prevention of Corruption Act, 1988 for demanding and accepting illegal gratification (bribe) from the complainant in order to prepare muster roll under Mahatma Gandhi National Rural Employment Guarantee Act 2005 (MGNREGA) scheme towards release of wages of labors in connection with construction of Biju Pucca Ghar Yojana (BPGY) house.

    According to reports, the convict Dibakar Sahu was forwarded to jail custody after he was convicted by the court.

    It is to be noted here that S.B. Mahananda, the former DSP of Vigilance under Koraput Division, A/p-DSP, Sambalpur Division had investigated the case and Aswini Kumar Sahu, the Special P.P, Vigilance, Bhawanipatna conducted the case on behalf of the prosecution.
